Contract Type: Project-Based Contract
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)
Coordinates with: Project Manager, Site Engineers, Field Coordinator, IM Officer.
Job Purpose Summary and Objectives
The Social Worker (Female) will support the implementation of the emergency shelter project in Jenin through conducting social assessments, identifying vulnerable households, providing case management, and ensuring protection mainstreaming across all project activities.
The position aims to:
Ensure that assistance targets the most vulnerable internally displaced and affected families.
Integrate protection principles (dignity, safety, non-discrimination, accountability) into shelter interventions.
Provide psychosocial and social support referrals for vulnerable women, children, the elderly, and persons with disabilities.
Strengthen community engagement and accountability mechanisms in compliance with donor requirements.
Roles and Responsibilities
Conduct household-level social assessments and vulnerability verification.
Identify protection risks and ensure safe referral pathways.
Support case management for highly vulnerable beneficiaries.
Ensure gender-sensitive and culturally appropriate communication.
Facilitate community meetings and awareness sessions.
Coordinate with local stakeholders and service providers.
Support documentation and reporting in line with donor compliance standards.
Contribute to monitoring, accountability, and feedback mechanisms.
Main Tasks and Duties
Social Assessment & Case Management
Conduct detailed socio-economic household assessments using approved PARC tools.
Verify eligibility criteria in accordance with project selection standards.
Prepare case files and maintain confidential beneficiary documentation.
Develop individual support plans for high-risk cases.
Protection Mainstreaming
Identify protection concerns, including gender-based risks, eviction threats, disability access barriers, and child protection concerns.
Ensure informed consent and confidentiality in all interactions.
Refer cases to specialized service providers (legal, psychosocial, medical).
Support accessibility adaptations for persons with disabilities based on individual assessments.
Community Engagement & Accountability
Facilitate focus group discussions with women and vulnerable groups.
Establish and monitor community feedback and complaint mechanisms.
Ensure beneficiaries understand assistance scope and limitations.
Support awareness sessions on housing rights and non-eviction safeguards.
Coordination & Reporting
Represent PARC in Shelter Cluster meetings and relevant coordination forums.
Liaise with UNRWA, Ministry of Social Development (MoSD), camp committees, and local stakeholders.
Ensure harmonization with other humanitarian actors to avoid duplication.
متطلبات الوظيفة:Required Academic Qualifications
Bachelor’s degree in social work, Sociology, Psychology, or a related social sciences field.
Registration with relevant professional bodies (if applicable) is an asset.
Required Experience
Minimum 3 years of experience in humanitarian or development projects.
Proven experience in case management and vulnerability assessment.
Experience working with internally displaced persons (IDPs) or conflict-affected communities is highly preferred.
Experience in protection mainstreaming and gender-sensitive programming.
Skills Required for the Job
Technical Skills:
Strong knowledge of social assessment methodologies.
Understanding of humanitarian principles and protection mainstreaming.
Familiarity with referral systems and inter-agency coordination.
Ability to apply vulnerability criteria objectively and transparently.
Behavioral & Interpersonal Skills:
High level of empathy and cultural sensitivity.
Strong communication and active listening skills.
Ability to handle sensitive cases confidentially.
Conflict resolution and problem-solving abilities.
Ability to work under pressure in volatile contexts.
Computer Skills:
Proficiency in Microsoft Office (Word, Excel, PowerPoint).
Experience using data collection tools (Kobo, ODK, or similar).
Ability to prepare narrative reports in English and Arabic.
Other Requirements
Languages Required:
Native in Arabic.
Good working knowledge of English (written and spoken) for reporting purposes
Work Environment:
Field-based in Jenin with frequent field visits to the northern West Bank.
Work may take place in challenging conditions (weather exposure, damaged infrastructure, security constraints)
Flexibility required to respond to emergency priorities and access limitations.
