Contract Type:                   Part time (9) days a month subject to the agricultural needs and deliverables (to be agreed with the project manager).

Consultancy to hire an Agronomist to support establishing an agricultural project in Beit Sira and supporting marginalized women to be trained on various agricultural methods.

I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

II-Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza.

III- Objective

Main objective:
Hiring an agronomist to do daily site supervision, provide technical advice, quality oversight, feedback and monitoring for the establishment of an agricultural project in a selected piece of land including but not limited to the establishment of a greenhouse and rainwater reservoir, installation of an irrigation system and required tools.
Provide training, mentoring and onsite supervision for a group of 20 women who would be trained in various agricultural methods including the cultivation of the selected piece of land.
 
Specific objectives:
Provide advice on the technicalities and specifications to establish the green house and water reservoir including the irrigation system and other works.
Monitor the agricultural construction process to make sure quality standards are adhered to.
Provide capacity building for the selected women on the use and maintenance of the greenhouse, crop management and marketing of the agricultural production.
Provide capacity building for the community and village council on the use and maintenance of greenhouses and the use of agricultural waste for feeding livestock.
Provide on site regular monitoring for the agricultural work being done by the beneficiaries.

Project Background
Given its capabilities, the municipalities of Montreuil and Beit Sira, with the support of its implementation partner Acted, are proposing the construction of agricultural greenhouses on a 1-hectare (10 dunams) plot of land already owned by the municipality of Beit Sira. This land is located in the south-western part of the village, just 1 km from the town center. It is located in Area C, which is under Israeli civil and military control. The municipalities also propose to strengthen the capacities of a group of women and volunteer residents in agricultural techniques, sales and management, in order to enhance their financial autonomy by producing and selling their products to the residents of Beit Sira and neighboring municipalities. The municipality of Montreuil arranged for the coordinator and an agricultural engineer to visit the site in May 2025. This visit revealed that the area is very suitable for agriculture thanks to its favorable humidity and temperature levels and its fertile soil, which allows for the cultivation of different varieties of fruit and vegetables. Its location close to the village, as well as the presence of roads, water and power lines nearby, encourage the implementation of this project. According to the municipality of Montreuil, the inhabitants of Beit Sira are interested in the project, and several already have experience in agricultural work, including a number of women.

Scope of Work and Objective of the Consultancy
The objective of this consultancy is to support developing one hectare of arable land in Beit Sira and to strengthen the material capacities for market gardening of the farmers working the land and who will be selected once the land has been developed. To this end, it is planned to install agricultural greenhouses to enable greater food production, as well as to supply agricultural equipment for cultivating the crops and maintaining the greenhouses. It is also planned to extend the water network to reach the crops. A group of women selected following the renovations will be the main users of the agricultural land. They will then be trained to strengthen their skills in agricultural techniques and sales management with the aim of promoting their autonomy and economic and financial independence. These constructions aim to perpetuate agriculture and market gardening in order to create a sustainable network in Beit Sira and the surrounding municipalities.

The consultant will support the following: -
Development of one hectare of land, construction of greenhouses and provision of agricultural equipment – implemented by the municipality of Beit Sira with the support of the implementing partner Acted.
Capacity building and monitoring for the women's group and community members in agricultural techniques, sales and management
Attend coordination meetings with the Municipality of Beit Sira, contractors and service providers in coordination with the Project Officer (PO) and Project Manager (PM) for technical and quality validation.
 
Expected Outputs
a) Develop a training manual covering important sections of greenhouse production, construction, production management for productivity and profit, sustainability and planning.
b) Provide practical demonstrations and technical guidance on the set-up and operation of local greenhouse facilities with all its components suitable and appropriate for small-scale production (including extension of water pipelines, construction of an above-ground iron water tank to collect rainwater, division of the land into small plots, preparation for open-field cultivation, etc.).

 c) Provide hands-on training for participants on the construction, risk management, efficient running of the greenhouses, and marketing/sales strategies among others.

d ) Develop appropriate monitoring and evaluation systems including onsite monitoring to periodically assessprogress made by participants in the implementation of the project.

 e) Provide six months’ post-training hand-holding support services for the project in order to ensure proper foot holding of the new knowledge for the selected beneficiaries.

IV- Qualifications:
-An advanced degree in Agricultural Economics, Agricultural Extension and Rural Development, Sustainable and Inclusive Agriculture or other related fields.

-7 years of extensive experience in greenhouse production management, greenhouse construction, precision farming, farm management, farm quality assurance, and farm project establishment in the context of Palestine.

-Demonstrated capacity in integrating gender equality and diversity concerns in programming, advocacy, monitoring and evaluation.

-5 years of experience in livelihood programs and projects, with appropriate experience in mentoring and coaching.

-Sound knowledge of resilience programming, rural development, rural livelihoods enterprise, family farming, agricultural markets and agricultural private sector actors.

-Excellent training, facilitation skills, report writing, and capacity assessment skills.
