Position Title: Project Coordinator - Community-Led Initiatives (CLI) Pooled Fund

Location: Ramallah

Contract type: Full-time, project-based contract

Starting date: 1st March 2026 - 31st August 2026

PARC operates through two headquarters in Ramallah and the Gaza Strip, 13 branch offices, and three training centers, reaching more than 180 localities each year. Backed by more than 200 professional staff and a strong volunteer network, the organization has built solid partnerships with local communities, universities, the private sector, and international donors.

Job Purpose Summary

The Project Coordinator will lead the day-to-day implementation of the CLI Pooled Fund, ensuring initiatives are delivered smoothly and on time. While a dedicated accountant manages the core books, the Coordinator ensures that all community-led spending aligns with technical objectives and donor compliance. The role focuses on bridging the gap between community mobilization and rigorous financial accountability.

Key Responsibilities
Fund Implementation Management: Lead the day-to-day management of CLI Pool Fund activities to achieve planned results.
Financial Oversight & Coordination: Act as the primary technical reviewer for initiative budgets before they reach the project accountant, ensuring costs are reasonable and justified.
Cycle Coordination: Facilitate the full CLI cycle: outreach, community engagement, calls for initiatives, and support to applicants in developing realistic budget plans.
Compliance & Quality Control: Support community groups/CBOs to ensure quality delivery and strict compliance with PARC and donor financial procedures.
Internal Synergy: Maintain strong coordination with PARC departments, particularly the Finance and Procurement units, to enable smooth fund execution.
Audit-Ready Documentation: Maintain complete documentation for initiatives, including financial approvals, activity files, and implementation evidence.
Accountability & Feedback: Ensure that community feedback and complaints regarding fund distribution are managed promptly and according to PARC policies.
Monitoring & Reporting: Contribute to MEAL processes and prepare timely narrative reports that reflect the financial progress and impact of the initiatives.
متطلبات الوظيفة:
Education & Professional Background

Bachelor’s degree in Finance, Economics, or Business Administration.
Minimum 2-3 years of proven experience in project coordination, specifically in Grants Management or projects involving community-led funds.
Demonstrated experience working with rural communities, CBOs, and local committees.
Solid background in community mobilization and partnership building.
Strong understanding of Project Cycle Management (PCM) with a focus on budget monitoring and reporting.
Skills & Competencies

Financial Literacy: Ability to interpret financial data, review budgets, and identify potential compliance risks (without performing primary accounting tasks).
Advanced Excel Skills: High proficiency in MS Excel for tracking fund allocations and implementation progress.
Communication: Excellent negotiation and interpersonal skills to manage expectations between the community and the finance department.
Analytical Thinking: Demonstrated problem-solving ability in adapting financial plans to changing field contexts.
Language: Proficiency in Arabic and English (written and spoken).
