Background:

Since 1968, Anera has helped refugees and others hurt by conflicts in Palestine, Lebanon, and Jordan live with purpose and hope.

Anera, which has no political or religious affiliation, works on the ground with partners in Palestine (West Bank and Gaza), Lebanon, and Jordan. We mobilize resources for immediate emergency relief and for sustainable, long-term health, education, and economic development. Our staff serve in their communities, navigating the politics that constrict progress to get help where it’s needed most.

Job Overview/ Summary:
The Health Officer will support the planning, implementation, monitoring, and quality assurance of health and MHPSS interventions in the West Bank. The role focuses on improving access to quality healthcare services, strengthening health systems, and ensuring compliance with donor requirements and organizational standards.

The Health Officer will provide technical oversight and day-to-day follow-up of project activities, coordinate with stakeholders and service providers, and ensure timely, effective, and high-quality delivery of health services. The position requires strong coordination, field monitoring, and reporting skills.

Key Responsibilities:
Program Coordination and Implementation:
Coordinate and follow up on health and MHPSS program activities in line with approved work plans.
Ensure program implementation aligns with national health policies, donor guidelines, and Anera’s strategic objectives.
Conduct regular field visits to monitor service delivery, ensure data accuracy, and maintain quality standards.
Liaise with the medical donations (MD) program to ensure availability of medicines and supplies.
Support finance and procurement processes related to health programming, including preparation of technical specifications and ToRs.
Provide technical guidance and capacity building to local partners and health workers as needed.
Perform other duties as assigned.
Monitoring and Evaluation (M&E):
Coordinate closely with the MEAL team to ensure effective tracking of project indicators.
Support the development and implementation of M&E tools and frameworks.
Collect, verify, analyze, and report data to inform program improvement and donor reporting.
Conduct regular monitoring visits and document lessons learned and best practices.
Ensure timely and accurate submission of internal and donor reports.
Stakeholder Engagement and Coordination:
Represent Anera in coordination meetings with NGOs, INGOs, UN agencies, and relevant stakeholders in the West Bank.
Coordinate with local authorities and health clusters to ensure compliance with regulations and standards.
Build and maintain effective partnerships to enhance program sustainability and community acceptance.
Advocate for improved access to quality health services for vulnerable populations.
Resource and Budget Management:
Assist in developing project budgets and detailed implementation work plans.
Monitor resource utilization to ensure compliance with financial and operational policies.
Contribute to proposal development and recommend evidence-based health interventions.
Emergency Response
Support health-related emergency preparedness and response activities.
Participate in needs assessments and rapid response efforts when required.
Ensure interventions adhere to humanitarian standards and principles.

Qualifications:

Academic Qualifications:

Bachelor’s degree in Public Health, Medicine, Nursing, or a related health field is required.
Master’s degree in Public Health or related field is preferred.
Experience and Skills:

Minimum 5 years of relevant experience in health program implementation, preferably in humanitarian or development contexts.
Strong knowledge of primary healthcare systems, community health approaches, and integrated services including MHPSS, nutrition, health promotion, WASH, and inclusion.
Familiarity with donor regulations, compliance, and reporting requirements.
Strong organizational and activity management skills.
Proficiency in data collection, analysis, documentation, and report writing.
Strong analytical and problem-solving skills.
Excellent interpersonal and communication skills.
Ability to work under pressure and in complex environments.
Fluency in Arabic and good command of English.
Proactive and solution-oriented approach.
Valid driving license.
Willingness to travel within the West Bank as required.
