Anera, which has no political or religious affiliation, works on the ground with partners in Palestine (West Bank and Gaza), Lebanon, and Jordan. We mobilize resources for immediate emergency relief and for sustainable, long-term health, education, and economic development. Our staff serve in their communities, navigating the politics that constrict progress to get help where it’s needed most.
Job Overview:
The Health Manager supports the Health Director in the operational management and coordination of Anera’s health portfolio in Palestine, including emergency response, early recovery, and development programming in Gaza and the West Bank.
Under the strategic direction and technical leadership of the Health Director, the Health Manager is responsible for day-to-day oversight, coordination, and quality implementation of health projects. The role ensures that programs are delivered efficiently, in compliance with donor requirements, and aligned with Anera’s approved health strategy and institutional priorities.
The Health Manager contributes to program design, partner coordination, performance monitoring, and operational excellence while ensuring that all initiatives reflect the strategic vision set by the Health Director.
Key Responsibilities:
1. Program Coordination and Implementation:
Oversee day-to-day implementation of health projects (emergency, recovery, and development).
Coordinate with health officers, field teams, and implementing partners to ensure timely and high-quality delivery.
Ensure program implementation aligns with national health policies, donor guidelines, and Anera’s strategic objectives.
Monitor operational performance and escalate strategic issues to the Health Director when required.
Ensure adherence to approved budgets, workplans, procurement plans, and donor compliance requirements.
Support integration of systems-strengthening and sustainability approaches within health programming.
Perform other duties as assigned.
2. Monitoring, Evaluation, Accountability and Learning (MEAL):
Strengthen monitoring systems and quality assurance mechanisms across the health portfolio.
Coordinate closely with the MEAL team to ensure effective tracking of project indicators.
Oversee data collection, analysis, and reporting processes to ensure accuracy and timeliness.
Identify implementation bottlenecks and propose corrective actions.
Ensure timely and high-quality submission of internal and donor reports.
Document lessons learned and best practices to inform program improvement.
3. Stakeholder Engagement and Coordination:
Coordinate with implementing partners and cluster technical groups at the operational level.
Represent Anera’s health program in coordination meetings with NGOs, INGOs, UN agencies, and relevant stakeholders.
Support relationship management with local authorities and key health stakeholders.
Ensure compliance with national regulations and humanitarian coordination mechanisms.
Build and maintain effective partnerships to enhance program sustainability and community acceptance.
4. Resource and Budget Management:
Lead the preparation of health project budgets and detailed implementation work plans.
Monitor financial performance and ensure efficient resource utilization.
Support procurement processes, including review of technical specifications and scopes of work.
Contribute to proposal development and recommend evidence-based health interventions.
Ensure compliance with donor regulations and Anera’s financial and operational policies.
5. Emergency Response and Preparedness:
Coordinate emergency health response activities in alignment with Anera’s health strategy.
Contribute to preparedness planning and rapid response mechanisms.
Support integration of early recovery approaches within emergency programming.
Ensure interventions adhere to humanitarian principles and international standards.

Academic Qualifications:
Master’s degree in Public Health, Epidemiology, Health Management, Health Systems, or related field required.
Medical or health-related bachelor’s degree preferred.
Experience and Skills:
Minimum 5 years of progressive professional experience in public health programming, including emergency response and development interventions.
Demonstrated experience managing multi-project health portfolios in complex or crisis-affected settings.
Proven experience in proposal development, budgeting, donor compliance, and reporting.
Strong technical knowledge of primary health care systems, maternal and child health, public health preparedness, and health systems strengthening.
Experience integrating emergency response with early recovery and longer-term health programming.
Solid understanding of health cluster coordination mechanisms and humanitarian architecture.
Experience developing operational systems, SOPs, monitoring tools, and quality assurance frameworks.
Strong leadership and team coordination skills with experience supervising multidisciplinary teams.
Strong analytical and problem-solving capacity.
Ability to prioritize under pressure and manage competing deadlines.
Excellent interpersonal and communication skills.
Fluency in Arabic and strong professional proficiency in English.
