As part of the Country Office Finance team, the Finance Technical Officer (FTO) supports the Finance Coordinator in ensuring accurate, timely, and compliant financial operations across payroll and accounting functions. This includes statutory reporting, reconciliations, and audit support, combining technical payroll expertise with financial accounting responsibilities to enhance efficiency and compliance within NRC’s finance operations.
Responsibilities
Generic responsibilities

Compliance & Policy Implementation

Ensure proper understanding and implementation of NRC’s financial policies and procedures across the Country Office and Area Offices. Collaborate with relevant departments to support compliance with administrative and logistics-related financial processes.

Maintain up-to-date knowledge of statutory requirements related to payroll, pensions, severance, and income tax, and ensure their correct application.

Ensure confidentiality and integrity of payroll and financial data in all operations.

Ensure proper filing and archiving of all financial documents according to NRC standards.

Payroll & Payments Operations

Ensure accurate and timely processing of payroll and payments in compliance with NRC policies and local labor/tax regulations.

Monitor and reconcile payroll-related accounts, including accruals, prepayments, and severance liabilities.

Ensure timely and accurate payments to vendors, service providers, and staff, and resolve any discrepancies in coordination with relevant teams.

Responsible for monthly reconciliations and booking.

Coordination, Reporting & Improvement

Maintain awareness of NRC project timelines and financial reporting deadlines to ensure timely and accurate submissions.

Contribute to internal and external audit processes by maintaining organized and compliant payroll and payment documentation.

Promote and share ideas for improvement of the Finance function.

Function Specific Responsibilities:
Lead payroll operations for national staff, contingent workers, and expatriates, ensuring compliance with Palestinian labor laws. Verify that vouchers and the supporting documents comply with NRC’s procedures

Coordinate with HR on payroll inputs, timesheets, and contracts; upload international timesheets monthly.

Ensure payroll bookings in Agresso/Unit4 and perform yearly severance revaluation calculations and postings.

Maintain accurate payroll audit documentation and support external/internal audit reviews.

Manage country and area office payments (suppliers, utilities, rent, insurance), ensuring proper clearance of accruals (Account 2991).

Review and oversee bank reconciliations prepared by Finance Technical Assistants and area offices.

Clear accruals and prepayments (Accounts 2991, 1580–1581, 1524) and perform adjustments/reallocations for non-salary transactions.

Support financial reporting and reconciliation processes for Cash Service Providers in coordination with Project Managers and Heads of Departments.

Verify vouchers and supporting documents for compliance with NRC procedures.

Ensure timely payments to cash service providers and perform daily/weekly reconciliations using Agresso.

Investigate and resolve discrepancies identified during reconciliations and ensure timely adjustments.

Support the Finance Coordinator with monthly accountancy tasks and any other reasonable tasks assigned by management.

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

• Coordinates with HR, finance team, projects teams.

Scale and scope of position

Staff:
Supports the work of Finance Technical Assistants and coordinates with area office finance staff.

Stakeholders:
HR Department, Area Office Finance teams, Cash Service Providers, Banks, External Auditors, Tax and Pension Authorities, NRC Regional Office, and Country Office Support Units.

Budgets:
Responsible for ensuring accurate financial transactions and reconciliations related to payroll, statutory obligations, and partner/vendor payments; contributes to financial accuracy of CO and Area Office budgets.

Information:
Handles sensitive payroll and financial data in Agresso/Unit4, banking systems, and audit documentation; ensures data confidentiality and integrity in all financial operations.

Legal or compliance:
Ensures compliance with NRC financial policies, accounting principles, donor regulations, and statutory requirements under Palestinian labour and tax laws.

Qualifications
Competencies

Bachelor’s degree in accounting, finance or any related field.
Minimum of 3 years’ relevant experience in similar finance position in a humanitarian context. 
Minimum of 2 years of hands-on experience in payroll processing and salary administration. 
Strong knowledge of Palestinian labor and tax laws.
Experience with Agresso/Unit4 or similar financial systems. 
Knowledge of donor policies and procedures.
Experience working in complex and volatile contexts.
