The Small Enterprise Center (SEC) is a leading Palestinian non-profit organization dedicated to promoting private sector development, entrepreneurship, and the competitiveness of Micro, Small and Medium Enterprises (MSMEs). Through partnerships with international development organizations, SEC designs and implements market-driven interventions that improve enterprise competitiveness, facilitate market access, and create sustainable economic opportunities.
The Small Enterprise Center (SEC) Association is implementing assigned components of the project “Food Security and Sustainable Nutrition for Persons with Disabilities, Their Families and Vulnerable Populations in Palestine,” in partnership with Educaid. The project operates through the Dura Agricultural Consortium and focuses on strengthening the economic and social inclusion of persons with disabilities, women with disabilities, vulnerable farming families, productive agricultural units, women-led micro-enterprises, and agro-food enterprises in the southern West Bank.
Purpose of the Position
The Field Coordinator will provide day-to-day field coordination for SEC project activities. The position will ensure that activities are properly planned, beneficiaries are mobilized and supported, trainers and stakeholders are coordinated, project records are complete, and implementation progress is regularly communicated to SEC and Educaid. The Field Coordinator will serve as the main operational link among SEC, the Dura Agricultural Consortium, participating enterprises and productive units, trainers, local stakeholders, and project beneficiaries.
Scope of Work and Key Responsibilities
Field Planning and Implementation Coordination
Prepare detailed monthly and activity-level field work plans, schedules, beneficiary mobilization plans, and logistical arrangements in coordination with the SEC Project Manager.
Coordinate the implementation of SEC-assigned activities, including administrative and financial management training, technical agricultural training, agri-food processing and preservation training, and marketing and commercialization training and tutoring.
Ensure that planned activities are implemented within the approved timeframe, scope, budget framework, and quality standards.
Conduct regular field visits to productive units, enterprises, cooperatives, training venues, and beneficiary locations, and promptly report implementation challenges or delays.
Support trainers, consultants, and technical experts with field information, participant coordination, venue arrangements, materials, schedules, and access to target beneficiaries.
Beneficiary Outreach, Registration, and Inclusion
Coordinate outreach and beneficiary mobilization in collaboration with the Dura Agricultural Consortium and relevant local stakeholders.
Support transparent beneficiary identification and registration in line with the project’s approved target groups and selection requirements.
Maintain accurate and updated beneficiary records, including sex, age group, disability inclusion data, enterprise or productive-unit information, attendance, and participation status.
Promote meaningful participation of persons with disabilities, particularly women with disabilities, and identify accessibility or reasonable-accommodation needs before each activity.
Maintain regular communication with beneficiaries and follow up on attendance, participation, referrals, coaching, and agreed action points.
Training, Coaching, and Event Coordination
Coordinate training sessions, coaching visits, exchange meetings, field demonstrations, and other project events from preparation through completion.
Confirm participant lists, training agendas, venues, accessibility arrangements, materials, refreshments where applicable, transportation arrangements where approved, and required visibility items.
Ensure that attendance sheets, agendas, training materials, pre- and post-assessments, feedback forms, photographs, and trainer reports are completed and filed for each activity.
Follow up with participants and trainers on post-training actions, practical application, business or production improvements, and emerging technical-assistance needs.
Support coordination among administrative, financial, agricultural, food-processing, preservation, marketing, and commercialization experts to avoid duplication and ensure continuity of support.
Stakeholder and Consortium Coordination
Maintain day-to-day coordination with the Dura Agricultural Consortium, its management committee, member enterprises, productive units, and participating farmers and producers.
Coordinate with Educaid’s Project Manager and technical staff through the SEC Project Manager or designated focal point, and provide timely field updates and required information.
Support coordination meetings, stakeholder consultations, joint field visits, monitoring missions, audits, evaluations, and donor verification activities.
Develop constructive working relationships with municipalities, agricultural bodies, disability organizations, women’s groups, cooperatives, private-sector actors, and other relevant stakeholders.
Document agreements, responsibilities, issues, and follow-up actions arising from coordination meetings and field visits.
Monitoring, Data Management, and Reporting
Track progress against the approved work plan, activity schedule, beneficiary targets, project indicators, and agreed outputs.
Maintain updated trackers for activities, beneficiaries, attendance, technical support, productive units, enterprises, referrals, risks, challenges, and corrective actions.
Collect and verify field data and supporting evidence, ensuring consistency between activity reports, attendance records, photographs, beneficiary databases, and reported results.
Prepare concise monthly field progress updates and provide complete inputs for SEC’s bi-monthly narrative and financial reporting cycle.
Document achievements, challenges, lessons learned, success stories, beneficiary feedback, and recommended follow-up actions.
Immediately report safeguarding concerns, significant implementation risks, misuse of resources, conflicts of interest, data-quality concerns, or other serious issues to the SEC Project Manager.
Administrative and Financial Documentation Support
Collect, organize, and submit complete supporting documentation for project activities, including attendance sheets, agendas, trainer reports, contracts or assignment letters, invoices, receipts, procurement records, and proof of payment where relevant.
Ensure that activity and expenditure documents clearly reference the project title or code, relevant budget line, activity description, date, amount, service provider, and payment reference where applicable.
Coordinate with SEC finance and administration staff to address missing, incomplete, or inconsistent supporting documents before reporting deadlines.
Maintain secure physical and electronic project files that are readily available for internal review, donor monitoring, audit, inspection, or verification.
Follow SEC and Educaid procedures and ensure that no field commitment or expenditure is made without the required prior authorization.
Compliance, Safeguarding, and Visibility
Ensure implementation is consistent with applicable donor and partner requirements relating to inclusion, disability mainstreaming, child safeguarding, ethics, accountability, visibility, communication, and data protection.
Promote respectful, accessible, and non-discriminatory participation across all project activities.
Obtain the required consent before collecting or using photographs, quotations, personal stories, or other identifiable beneficiary information.
Ensure correct use of approved project and partner visibility materials during activities and in documentation.
Maintain confidentiality of beneficiary, enterprise, financial, and project information and use such information only for authorized project purposes.
متطلبات الوظيفة:Required Qualifications and Experience
The following requirements are proposed by SEC for recruitment of the Field Coordinator:
Bachelor’s degree in development studies, business administration, project management, agriculture, agricultural economics, social sciences, community development, or another relevant field.
At least three years of relevant experience in field coordination, project implementation, community outreach, beneficiary mobilization, training coordination, or monitoring and reporting.
Previous experience with NGO, donor-funded, livelihood, agriculture, agro-food, enterprise-development, disability-inclusion, or women’s economic-empowerment projects is highly desirable.
Demonstrated ability to coordinate multiple stakeholders, trainers, beneficiaries, field visits, and events while maintaining accurate documentation.
Experience working with persons with disabilities, women-led enterprises, farmers, cooperatives, productive units, or MSMEs is an advantage.
Strong written and spoken Arabic and good working knowledge of English.
Good command of Microsoft Word, Excel, email, online meeting platforms, and electronic filing tools.
Ability and willingness to travel frequently within Dura, Hebron Governorate, Ramallah, and other project locations as required.

General Conditions
The Field Coordinator shall comply with SEC policies, project procedures, the signed operational agreement, donor requirements, and lawful instructions issued by the designated supervisor.
All databases, reports, photographs, materials, correspondence, tools, and other outputs produced under the assignment are project records and shall be handed over to SEC.
The position holder shall immediately disclose any actual or potential conflict of interest.
The position holder may be required to perform other reasonable project-related duties consistent with the purpose and level of the position.
Continuation of employment is subject to satisfactory performance, availability of project funding, compliance with applicable procedures, and the project end date.
