Position Summary
Shiam – Youth Make the Future is seeking a Business Development Officer to play a dual role in strengthening our fundraising efforts and ensuring the effective delivery of ongoing programs. The Officer will be responsible for identifying and pursuing funding opportunities, supporting proposal writing and donor engagement, and managing the implementation of current projects in close coordination with the Finance dep. The position also involves working directly with local partners to ensure activities are delivered on time and in line with Shiam’s mission of empowering youth and women.
 
This is a mid-career position, offered initially for 1 year with the possibility of extension, and provides an exciting opportunity for a motivated professional to contribute to Shiam’s growth, sustainability, and impact.
 
Key Roles and Responsibilities
 
Business Development & Fundraising
Identify and track relevant calls for applications, grants, and partnership opportunities from donors, foundations, and other funding agencies.
Lead and/or support the preparation of high-quality concept notes, proposals, and donor reports in close coordination with program teams.
Support the development of fundraising strategies and donor engagement plans.
Program Coordination
Oversee day-to-day implementation of ongoing programs, ensuring alignment with project plans, deliverables, and donor requirements.
Coordinate with local partners to ensure timely delivery of activities and outputs.
Facilitate communication between program staff, finance, and MEL teams.
Monitor budgets, expenditures, and financial compliance in collaboration with the finance department.
Partnerships & Engagements
Build and maintain relationships with local partners, donors, and stakeholders.
Represent Shiam in coordination meetings, workshops, and external events as needed.

Required Qualifications
 
Education & Experience
Bachelor’s degree in Development Studies, Business Administration, International Relations, or related field.
3–5 years of relevant experience in NGOs, preferably in both program management and business development/proposal writing.
Demonstrated experience in drafting and managing donor-funded projects.
Skills & Competencies
Strong English and Arabic writing skills, with proven experience in proposal and report writing.
Solid understanding of project cycle management, MEL frameworks, and budget monitoring.
Excellent coordination, communication, and organizational skills.
Ability to manage multiple priorities under tight deadlines.
Strong interpersonal skills to work effectively with partners, communities, and donors.
