About SEC
The Small Enterprise Center (SEC) is a leading Palestinian non-profit organization dedicated to promoting private sector development, entrepreneurship, and the competitiveness of Micro, Small and Medium Enterprises (MSMEs). Through partnerships with international development organizations, SEC designs and implements market-driven interventions that improve enterprise competitiveness, facilitate market access, and create sustainable economic opportunities.

Within the framework of the Food Processing Sector Development Project (PSDP): Facilitating Regional Market Linkages and Promoting Export, funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, SEC is supporting Palestinian agro-food MSMEs to strengthen their export readiness and establish sustainable business relationships in regional and international markets.

SEC is seeking to recruit a qualified Market Research and Market Linkages Specialist to support the implementation of market intelligence and export promotion activities under the project.

Location: Ramallah, Palestine

Project: Food Processing Sector Development Project (PSDP): Facilitating Regional Market Linkages and Promoting Export

Duration: Three (3) months (11 August – 10 November 2026)

Type of Contract: Part-time Consultancy

Purpose of the Assignment
The Market Research and Market Linkages Specialist will support Palestinian agro-food MSMEs by identifying export opportunities, conducting market research, facilitating business linkages, and strengthening commercial relationships with regional and international buyers. The assignment will contribute to improving market access and increasing export opportunities for participating enterprises.

Key Responsibilities
The selected consultant will be responsible for the following:

Market Research and Market Intelligence
Conduct market research and assess export opportunities in priority regional and international markets, particularly GCC countries and Southeast Asia.
Analyze market demand, consumer preferences, competition, pricing structures, distribution channels, and market trends.
Assess import regulations, tariff and non-tariff barriers, quality standards, certification requirements, packaging, labelling, and customs procedures.
Prepare market intelligence reports and market opportunity assessments to support project interventions.
Market Opportunity Identification
Identify promising export markets and commercial opportunities for participating MSMEs.
Identify potential buyers, importers, distributors, wholesalers, retailers, and e-commerce channels.
Match participating enterprises with suitable market opportunities based on product competitiveness and buyer requirements.
Recommend priority products, target markets, and market-entry strategies.
Market Linkages and Business Matchmaking
Develop and maintain relationships with regional and international buyers.
Organize and facilitate virtual and in-person Business-to-Business (B2B) meetings.
Coordinate buyer introductions and business matchmaking activities.
Support enterprises in preparing company profiles, product catalogues, export offers, quotations, and product samples.
Facilitate participation in trade missions, buyer meetings, and networking events.
Follow-up and Business Development
Maintain regular communication with buyers and participating enterprises.
Follow up on quotations, negotiations, product evaluations, and commercial opportunities.
Track the progress of business discussions from initial contact to potential commercial agreements.
Support enterprises in addressing buyer requirements and market-entry challenges.
Monitoring and Reporting
Maintain an updated database of buyers, market contacts, B2B meetings, negotiations, quotations, and business opportunities.
Monitor progress against agreed project outputs and indicators.
Document achievements, challenges, lessons learned, and follow-up actions.
Prepare monthly progress reports and contribute to the project's final technical report.
Coordination
Work closely with the Project Manager and project technical team.
Coordinate with export promotion, branding, packaging, quality management, and business development experts.
Participate in project planning, coordination meetings, and stakeholder consultations.

Qualifications
Education
Master's degree in Business Administration, Economics, Marketing, International Trade, Agricultural Economics, Market Systems Development, or another relevant discipline.
Professional Experience
Applicants should demonstrate:

At least five (5) years of professional experience in market research, export promotion, private sector development, market systems development, or value chain development.
Proven experience conducting market assessments and preparing market intelligence reports.
Demonstrated experience facilitating business linkages between SMEs and domestic or international buyers.
Experience supporting SMEs in export development and market access.
Experience working with donor-funded projects is an advantage.
Experience in the agro-food sector is desirable.
Required Competencies
Excellent analytical and research skills.
Strong knowledge of international trade and export market development.
Sound understanding of market systems and value chains.
Strong networking, communication, and negotiation skills.
Excellent report-writing and documentation skills.
Ability to manage multiple assignments and work independently.
Fluency in English and Arabic (written and spoken).
Proficiency in Microsoft Office applications.
Duration
The consultancy is expected to commence on 11 August 2026 and will continue for three (3) months on a part-time basis.
