The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) for USD 20 million for the benefit of the Palestinian Authority (PA) to finance the Digital West Bank & Gaza Project (the Project). The Project will seek to produce concrete and tangible results for the Palestinians by enhancing access to high-speed broadband services and increasing access to selected e-services for citizens and businesses. The Project will focus on key points to unleash digital transformation in the Palestinian territories, addressing some of the bilateral challenges that prevent digital transformation from achieving its full potential. It will strengthen the Palestinian territories' digital resilience and the PA's ability to respond to shocks such as COVID-19.
The project takes a multi-disciplinary approach to support the digital transformation and resilience of the West Bank and Gaza. The project is being implemented and overseen by the Ministry of Telecom and IT (MTIT); currently, the Ministry of Telecommunications and Digital Economy (MTDE) until the project’s completion.
The project has the following four components:
Enabling legal and regulatory environment for Digital Economy, strengthening development of key institutions of digital economy including the TRA and trust services supervisory body, Development of Legal and Regulatory Frameworks and Cybersecurity and Data Protection, support knowledge transfer and capacity building for the newly created bodies.
Implementing Digital Infrastructure Solutions for Emergency Response, Recovery and Resilience which includes the development of an emergency response center.
Fostering User Centered E-Service Delivery, which includes the establishment of a whole government digital transformation strategy, data infrastructure, support for a digital public platform and prioritization, simplification and digitization of services, the launch of e-services, and implementation of an e-Government Procurement (e-GP) System.
Project Management, which will support the establishment of a Project Management Unit (PMU) in MTDE.
Ministry of Telecommunications and Digital Economy (MTDE) is the implementing agency for this Project. A Project Management Unit (PMU) was established within MTDE and composed of consultants/staff in various fields to manage the overall implementation and coordination of the Project. MTDE intends to apply part of the proceeds of this grant to payments under the contract for the recruitment of full-time basis of the following position:

The above-mentioned Consultants (“the Consultants”) shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and Feb. 2025.
Responsibilities
The Digital Services & Automation Specialist will manage and coordinate digital government service delivery initiatives, including eGovernment services, automation, CMS, and workflow-based platforms, and ensures digiatl services are process-aligned, usable, and adopted by ministries and government institutions (which to be referred to as “the MDAs”). The specialist will use the available resources to ensure implementation of the project activities and achievement of the objectives, in line with deadlines and costs.
The primary focus will be on overseeing project activities, managing relationships with stakeholders, ensuring the project’s objectives are met on time, and ensuring the effective use of resources. Specifically, the Digital Services & Automation Specialist will have the following scope of work:
Manage the digital service initiatives contracts, including:
eGovernment service platforms (Hukumati) and service delivery channels.
CMS and content-driven platforms, including the digitalization of the prioritized services e-Immunization, e-Business Procedures, and e-Appointments.
Digital forms, workflows, and service automation solutions.
Other related project activities.
Coordinate directly with vendors and MDAs on requirements, delivery, readiness, and operational constraints.
Ensure alignment between service processes, operational needs, and delivered solutions.
Manage the contracts for the assigned projects, responsible for managing vendor delivery against agreed contractual scope, deliverables, and timelines.Coordinate with vendors delivering activity deliverables for the MDAs.
Review and evaluate all deliverables submitted by consulting firms/individual consultants and ensuring consistency with signed contracts and acceptable quality; administrating contract implementation.
Challenge non-implementable or weak deliverables.
Track progress, risks, and dependencies; escalate issues as required.
Support MDAs in change management and transitioning to operational use of new solutions.
Coordinate with other PMU members to ensure incorporation of data protection, security, environment and social guardrails across activities, in accordance with international good practice and national laws and policies.
Draft and structure Terms of Reference (ToRs) for digital service initiatives ensuring coordination with all relevant parties.
Participate in procurement evaluation committees.
Contributing to the technical and delivery assessment of proposals in line with approved ToRs.
Review and evaluate all deliverables submitted by consulting firms/individual consultants and ensuring consistency with signed contracts and acceptable quality; administrating contract implementation.
Perform day-to-day project activities, including, but not limited to:
Developing, organizing, and maintaining project records for deliverables.
Preparing and delivering progress reports and comprehensive implementation presentations during World Bank and MTDE missions, as well as regular stakeholder meetings.
Overall responsibility for the contracts management system for activities, including monitoring activities and reviewing deliverables according to defined timelines, reporting, and documenting within the contract management system and other agreed-upon tools.
Coordinating the implementation with the services owners at MTDE-Hukumati team, MOH and MONE.
Assist PMU director in estimating the resources needed to achieve project goals.
Assist PMU director in maintaining overall control of the scope, schedule, tasks and deliverables.
Maintaining effective communication with all project stakeholders.
Assist PMU director in identifying and managing activity and project dependencies and critical path.
Proactively managing changes in project scope, identifying potential risks, and devising contingency plans.
Engage in overseeing functional, cybersecurity testing and supporting the user acceptance testing.
Assessing any change requests submitted by the vendor, participate in negotiations with vendors, and advise the PMU director.
Developing, delivering, and presenting periodic progress reports.
Assisting in the validation and sign-off of project deliverables, including the completeness of the source code delivered by the vendors.
Perform other duties in support of Project implementation as required by MTDE.
The Digital Services & Automation Specialist will be reporting to and under the direct supervision of the PMU Director, while maintaining a close consultative relationship with the Senior DTS for strategic direction and technical oversight, working closely with the project management team, MTDE, local partners, and international stakeholders to ensure the project’s success.

Minimum of 5 years of demonstrated experience working on requirements analysis and design of digital services, and digitalization of services in complex environments.
Minimum of 2 years of demonstrated experience in project management.
Proven experience in understanding for business needs, and ability to translate complex business needs into clear Business Requirement Documents (BRD), Functional Specifications (FSD), and technical user stories.
Skilled in mapping business processes (BPMN) and identifying bottlenecks that can be resolved through No-code/Low-code automation.
Experience with specific tools (like Jira, Confluence, or Azure DevOps) and methodologies (Agile/Scrum vs. Waterfall).
Experience in creating wireframes, mockups, or user-journey maps, use cases, processes, and logical data models, to communicate requirements to stakeholders.
Experience in defining User Acceptance Testing (UAT) criteria and coordinating with end-users to validate that the delivered solution meets business requirements.
Strong working knowledge of, and experience managing the delivery of, the following technologies and platforms:
Digital service platforms and portals.
CMS and content management systems
No-code / low-code platforms for workflow and service automation.
Service workflows, API-based integrations, and identity enablement.
Ability to review, question, and challenge technical designs and automation proposals.
Experience in multistakeholder coordination, chairing technical discussions among stakeholders and proposing solutions and action plans for implementation.
Familiarity with software development lifecycle, enterprise architecture, cloud computing and SOA concepts, agile implementation approaches, and DevOps approach to the team collaboration and implementation.
Experience in change management, transferring finalized solutions to the service owners, and establishing sustainable operating arrangements and SLAs.
Strong coordination, communication, documentation, and reporting skills (Arabic and English).
