Position Summary
Juzoor is seeking a qualified and experienced Human Resources Officer to lead and manage the organization’s HR and personnel administration functions in line with Palestinian Labor Law, internal policies, and donor requirements.

The HR Officer will play a key role in ensuring efficient HR systems, compliance, accountability, and safeguarding standards, while supporting staff development and organizational effectiveness. The position requires a strong ability to manage structured HR systems, documentation, and procedures within a governance-driven environment.

Key Responsibilities
Recruitment and Staffing
Coordinate workforce planning with management and project teams
Draft and publish vacancy announcements in line with internal procedures and donor requirements
Manage transparent, merit-based recruitment processes
Screen applications, coordinate interviews, and document selection processes
Prepare contracts, offers, and onboarding documentation
Facilitate staff induction, including Code of Conduct and safeguarding orientation
HR Administration and Records Management
Maintain accurate and confidential personnel files (hard and soft copies)
Prepare HR letters, contracts, amendments, and certificates
Track staff movements (recruitment, promotions, resignations, contract status)
Ensure proper documentation, archiving, and audit compliance
Manage HR databases and tracking tools
Attendance, Leave, and Payroll Coordination
Monitor attendance, leave balances, and absences
Process leaves requests and maintain records
Prepare monthly HR reports for payroll processing
Ensure compliance with benefits, entitlements, and social security
Policy Implementation and Compliance
Support development and implementation of HR policies and procedures
Ensure compliance with Palestinian Labor Law and organizational regulations
Ensure alignment with donor compliance requirements
Provide HR guidance to staff and management
Safeguarding, Code of Conduct & PSEA
Ensure adherence to Code of Conduct and safeguarding policies
Support implementation of PSEA and child protection standards
Maintain confidential reporting and documentation mechanisms
Support awareness sessions and follow-up on cases
Performance Management and Staff Development
Coordinate performance appraisal processes
Maintain performance records and follow up on improvement plans
Identify training needs and support capacity-building initiatives
Reporting and Audit Support
Prepare HR reports (staffing, turnover, contracts, leave, etc.)
Provide HR data for management and donor reporting
Support internal and external HR audits
Organizational Support
Document HR-related meetings and follow up on action points
Support organizational structuring and workforce planning
Perform additional HR-related duties as required
متطلبات الوظيفة:
Required Qualifications & Experience

Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s is an asset)
Minimum 3–5 years of progressive HR experience, preferably in NGOs or donor-funded projects
Proven experience managing full HR functions and systems independently
Strong knowledge of Palestinian Labor Law and HR best practices
Demonstrated experience in policy implementation, HR systems, and documentation control
Experience with donor compliance, reporting, and audit processes
Familiarity with structured recruitment procedures and HR governance frameworks
Experience in performance management and staff development systems
Strong understanding of safeguarding, PSEA, and ethical standards
High level of confidentiality, integrity, and professionalism
Strong organizational, communication, and problem-solving skills
Proficiency in MS Office; HR systems experience is an asset
Fluency in Arabic and English (written and spoken)
Working Conditions

Duty Station: Ramallah, Palestine
Working Days: Monday – Saturday (Off: Friday & Sunday)
