Terms of Reference & Job Description

Project Background
Faithful Futures is a faith-based project that explores the relationship between religion, human rights, and international law, and engages faith communities in Israel and Palestine to promote societal change that fosters peacebuilding. The project is implemented by Rabbis for Human Rights and Sabeel Ecumenical Liberation Theology Center, two organisations with long-standing experience in faith-based human rights advocacy and interfaith engagement. 

Project Objectives
Empowerment of Religious Leadership:

Religious leaders and organisations are strengthened to promote discourse, teachings, and community engagement rooted in faith values consistent with international law (IL) and universal human rights (UHR).

Rebuilding Trust in Legal Frameworks:

Trust in IL and UHR as impartial, universally applicable frameworks for justice is generated within faith communities, forming an ethical foundation for a negotiated two-state solution.

Purpose of the Baseline Study

A baseline assessment is required to establish a clear and evidence-based understanding of the current context in which the project will operate. This includes prevailing attitudes and capacities of faith leaders, institutions, and communities toward dialogue and interfaith cooperation, UHR and IL, and cross-community collaboration.

The study will provide a reference point against which project progress can be measured over time and will inform strategic planning and the refinement of project activities.

Role of the Consultant

Sabeel is seeking the expertise of a consultant with knowledge, access to, and experience in the Muslim communities and Christian communities to help develop a baseline study and mapping of specific communities.

The consultant will develop a baseline methodology and conduct it. The methodology may include a mixed-methods approach combining qualitative and quantitative data. The reference for the baseline study is the project proposal.

A research proposal can be submitted on one of the two groups, or on both.

Main Indicators to be Measured

Degree to which community members express acceptance and respect toward people from different religious, linguistic, and social groups.
Number of religious and community leaders who actively promote messages of tolerance and coexistence within their communities.
Extent to which national and local media actors and community messengers publicly counter extremist narratives through their reporting or communications.
Guidelines for Data Collection

Using the project’s indicators as a guide to support the project team in turning these indicators into measurable baseline variables.
Incorporating academic papers, surveys from research institutions, and the processing of the materials into the final baseline study.
Designing data collection tools (such as surveys, semi-structured interview guides, and focus group discussion questions) and ensuring that the tools are culturally and religiously sensitive.
Ensuring balanced representation and ethical research standards when collecting data from Israeli and Palestinian contexts.
 
Data Analysis and Reporting
Following data collection, the consultant will:

Analyse qualitative and quantitative data to identify key trends and patterns, gaps in knowledge, trust, or capacity, and baseline values for project indicators.
Produce a comprehensive baseline report that includes methodology and limitations, key findings and analysis, and actionable recommendations to inform project implementation and monitoring. 
Key Responsibilities

Design and conduct a comprehensive desk study at the start of the project.
Develop a baseline methodology.
Create context-sensitive data collection tools.
Analyse data and establish baseline values.
Produce a baseline report aligned with the project’s indicators and containing findings and strategic recommendations.
Review the existing mapping of the Christian and Muslim communities and  contribute names to the mapping according to the project’s criteria.
