The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) for USD 20 million for the benefit of the Palestinian Authority (PA) to finance the Digital West Bank & Gaza Project (the Project). The Project will seek to produce concrete and tangible results for the Palestinians by enhancing access to high-speed broadband services and increasing access to selected e-services for citizens and businesses. The Project will focus on key points to unleash digital transformation in the Palestinian territories, addressing some of the bilateral challenges that prevent digital transformation from achieving its full potential. It will strengthen the Palestinian territories' digital resilience and the PA's ability to respond to shocks such as COVID-19.
The project takes a multi-disciplinary approach to support the digital transformation and resilience of the West Bank and Gaza. The project is being implemented and overseen by the Ministry of Telecom and IT (MTIT); currently, the Ministry of Telecommunications and Digital Economy (MTDE) until the project’s completion.
The project has the following four components:
Enabling legal and regulatory environment for Digital Economy, strengthening development of key institutions of digital economy including the TRA and trust services supervisory body, Development of Legal and Regulatory Frameworks and Cybersecurity and Data Protection, support knowledge transfer and capacity building for the newly created bodies.
Implementing Digital Infrastructure Solutions for Emergency Response, Recovery and Resilience which includes the development of an emergency response center.
Fostering User Centered E-Service Delivery, which includes the establishment of a whole government digital transformation strategy, data infrastructure, support for a digital public platform and prioritization, simplification and digitization of services, the launch of e-services, and implementation of an e-Government Procurement (e-GP) System.
Project Management, which will support the establishment of a Project Management Unit (PMU) in MTDE.
Responsibilities
Ministry of Telecommunications and Digital Economy (MTDE) is the implementing agency for this Project. A Project Management Unit (PMU) was established within MTDE and composed of consultants/staff in various fields to manage the overall implementation and coordination of the Project. MTDE intends to apply part of the proceeds of this grant to payments under the contract for the recruitment of full-time basis of the following position:
Data Governance & Cybersecurity Specialist
The above-mentioned Consultants (“the Consultants”) shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and Feb. 2025.
The Data Governance & Cybersecurity Specialist will manage and coordinate data governance and cybersecurity initiatives and related activities under the Project, ensuring outputs are technically sound, implementable, and adoptable across ministries and government institutions (which to be referred to as “MDAs”). The specialist will use the available resources to ensure implementation of the project activities and achievement of the objectives, in line with deadlines and costs.
The primary focus will be on overseeing project activities, managing relationships with stakeholders, following up with consultants hired to implement specific tasks and managing their contracts in terms of timeline and compliance, ensuring the project’s objectives are met on time, and ensuring the effective use of resources. Specifically, the Data Governance & Cybersecurity Specialist will have the following scope of work:
Trust services activities.
Data classification and data governance activities.
Cybersecurity institutional risks assessment and security frameworks activities.
Other related project activities.
Manage the contracts for the assigned activities, responsible for managing vendor delivery against agreed contractual scope, deliverables, and timelines.Coordinate with vendors delivering activity deliverables for the MDAs.
Review and evaluate all deliverables submitted by consulting firms/individual consultants and ensuring consistency with signed contracts and acceptable quality, administrating contract implementation.
Challenge non-implementable or weak deliverables.
Track progress, risks, and dependencies; escalate issues as required.
Support MDAs in applying data governance and cybersecurity requirements in practice.
Engage MDAs on data ownership, sensitivity, access, and security responsibilities.
Ensure Terms of Reference (ToRs) for digital transformation initiatives under the appropriate project incorporate e-signature, data protection and cybersecurity considerations, in line with international best practices and local legislation and policies.
Participate in procurement evaluation committees.
Contributing to the technical and delivery assessment of proposals in line with approved ToRs.
Perform day-to-day project activities, including, but not limited to:
Developing, organizing, and maintaining project records for all deliverables.
Preparing and delivering activity progress reports and comprehensive implementation presentations during World Bank and MTDE missions, as well as regular stakeholder meetings.
Overall responsibility for the activity contracts management system, including monitoring activities and deliverables according to defined timelines, reporting, and documenting within the contract management system and other agreed-upon tools.
Assist PMU director in estimating the resources needed to achieve project goals.
Maintaining overall control of the scope, schedule, tasks and deliverables.
Maintaining effective communication with all project stakeholders.
Assist PMU director identifying and managing activity and project dependencies and critical path.
Proactively assessing changes in scope of activities, identifying potential crises, and proposing contingency plans.
Working with the PMU team in developing, delivering, and presenting periodic progress reports
Assisting in the validation and sign-off of project deliverables.
Perform other duties in support of Project implementation as required by MTDE.
The Data Governance & Cybersecurity Specialist will be reporting to and under the direct supervision of the PMU Directo, in coordination with technical team members, working closely with the project management team, MTDE, local partners, and international stakeholders to ensure the project’s success.

Strong working knowledge of, and experience managing the delivery of, the following technologies and capabilities:
developing and implementing data governance frameworks, data management policies, and data protection compliance programs.
data protection and cybersecurity international standards (e.g., GDPR, ISO 27001, NIST Cybersecurity Framework) are required.
Data classification models and implementation approaches
Data quality standards, data tagging, metadata, and data lifecycle management
Identity and Access Management (IAM)
Cybersecurity including risks and maturity assessment, familiarity with ISO standards, Logging, monitoring, audit trails, and security controls
SOC concepts, including SIEM and incident response
Familiarity with digital government systems, e-government platforms, and public sector IT infrastructure.
Minimum of 6 years of demonstrated experience working on data governance, cybersecurity, IT governance, or related domains.
Minimum of 2 years of demonstrated experience in project management.
Professional certifications such as CISSP, CISM, CISA, or CGEIT is a plus.
Ability to identify technically unworkable policies and challenge security assumptions.
Explicit project management skills
Demonstrated understanding of change management in the context of enterprise technology initiatives.
Strong analytical thinking and confidence in challenging vendors constructively.
Strong coordination, communication, documentation, and reporting skills (Arabic and English).
Experience in capacity building and training in data governance and cybersecurity topics is a plus
