The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) for USD 20 million for the benefit of the Palestinian Authority (PA) to finance the Digital West Bank & Gaza Project (the Project). The Project will seek to produce concrete and tangible results for the Palestinians by enhancing access to high-speed broadband services and increasing access to selected e-services for citizens and businesses. The Project will focus on key points to unleash digital transformation in the Palestinian territories, addressing some of the bilateral challenges that prevent digital transformation from achieving its full potential. It will strengthen the Palestinian territories' digital resilience and the PA's ability to respond to shocks such as COVID-19.

The project takes a multi-disciplinary approach to support the digital transformation and resilience of the West Bank and Gaza. The project is being implemented and overseen by the Ministry of Telecom and IT (MTIT); currently, the Ministry of Telecommunications and Digital Economy (MTDE) until the project’s completion.

The project has the following four components:Enabling legal and regulatory environment for Digital Economy, strengthening development of key institutions of digital economy including the TRA and trust services supervisory body, Development of Legal and Regulatory Frameworks and Cybersecurity and Data Protection, support knowledge transfer and capacity building for the newly created bodies.
Implementing Digital Infrastructure Solutions for Emergency Response, Recovery and Resilience which includes the development of an emergency response center.
Fostering User Centered E-Service Delivery, which includes the establishment of a whole government digital transformation strategy, data infrastructure, support for a digital public platform and prioritization, simplification and digitization of services, the launch of e-services, and implementation of an e-Government Procurement (e-GP) System.
Project Management, which will support the establishment of a Project Management Unit (PMU) in MTDE.
Ministry of Telecommunications and Digital Economy (MTDE) is the implementing agency for this Project. A Project Management Unit (PMU) was established within MTDE and composed of consultants/staff in various fields to manage the overall implementation and coordination of the Project. MTDE intends to apply part of the proceeds of this grant to payments under the contract for the recruitment of full-time basis of the following position:

The above-mentioned Consultants (“the Consultants”) shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and Feb. 2025.

Responsibilities of the Digital Transformation Specialist

The Digital Transformation Specialist will use the available resources to him/her to ensure implementation of the project and achievement of its individual objectives, in line with deadlines and costs listed in the project documents.

Specifically, the Digital Transformation Specialist will have the following scope of work:

Lead the strategic implementation of select activities, including:PO connectivity and DAP activities.
Capacity building activities.
TRA activities.
Other related project activities.
Cooperate with line ministries and other stakeholders to ensure timely and satisfactory implementation of activities and ensure alignment with international best practices and national objectives,
Participate in the development of concept documents, technical requirements, and bidding documents including final revision of the draft contract.
Work jointly with other PMU team members on new activity Terms of Reference (TORs), ensuring coordination with all relevant parties at MTDE.
Participate in the selection process of consulting firms/individual consultants and contractors for implementation of different project activities, including the evaluation of technical proposals, assisting the project management unit in compiling the evaluation report, and taking part in contract negotiations.
Oversee the implementation of the project activities and contract management of the deliverable’s submission for project activities including: transferring selected Post Offices into DAPs, Trust Services activities, and TRA activities, capacity building activities, and other project activities.
Review and evaluate all deliverables submitted by consulting firms/individual consultants and ensuring consistency with signed contracts and acceptable quality; administrating contract implementation and collaborating with the Senior Digital Transformation Specialist to ensure respect of timelines.
Perform day-to-day project activities of the areas of focus listed above, including, but not limited to:Developing, organizing, and maintaining project records for deliverables related to focus areas listed above.
Preparing and delivering activity progress reports and comprehensive implementation presentations during World Bank and MTDE missions, as well as regular stakeholder meetings.
Overall responsibility for the activities contracts management, including monitoring activities and deliverables according to defined timelines, reporting, and documenting within the contract management system and other agreed-upon tools.
Assist PMU director in estimating the resources needed to achieve project goals.
Assist PMU director in maintaining overall control of the scope, schedule, tasks and deliverables.
Maintaining effective communication with all project stakeholders.
Assist PMU director in identifying and managing activity and project dependencies and critical path.
Working with other PMU team to assist PMU director in developing, and delivering, and monthly progress reports .
Assisting in the validation and sign-off of project deliverables.
Perform other duties in support of Project implementation as required by MTDE.
Comply with national data laws; deliverables become MTDE property; confidentiality required.
The Digital Transformation Specialist will be reporting to and under the direct supervision of the PMU Director in coordination with technical team members, working closely with the project management team, MTDE, local partners, and international stakeholders to ensure the project’s success.

Bachelor’s degree in software engineering, Computer Science, IT specialist/engineering, or any relevant field.
Previous experience in relevant operations for a minimum of 4 years’ working experience in digital transformation related activities.
Minimum of 3 years of demonstrated experience in project management, PMP certification preferred.
Experience in understanding business needs, and the ability to reflect the business needs into business and technical requirements will be a plus.
Proven experience of the information and communications technology (ICT) sector including experience in the following areas:Project Management within ICT context.
Contract management for turn-key ICT projects.
Coordination of multi-stakeholder digital transformation projects
Experience in telecommunications and regulations will be a plus.
Experience in digital transformation for government institutions is a plus.
Excellent writing and presentations skills in English and Arabic within a technology-oriented context and targeting different audiences.
Adequate skills in chairing technical discussions among stakeholders and proposing solutions to problems and action plans for implementation.
Strong coordination, communication, documentation, and reporting skills (Arabic and English).
