THE ORGANIZATION

OBJECTIVE OF THE POSITION:
Reporting to Palestine Logistics Manager, the Mission Logistics Officer ensures the efficient management of procurement for the country under his or her responsibility. He or she is the point person for the Country Logistics Manager and as such informs him or her of any problems that fall within his or her remit and suggests solutions.
He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development
Responsibilities/ Missions:
MISSION 1: PROCUREMENT AND SUPPLY CHAIN MANAGEMENT
Aim: To guarantee the optimization of mission resources through efficient and transparent acquisition of goods, services, materials, and works from external suppliers
Benchmark: Compliance with procurement procedures; security of supply; transparency of procurement processes; satisfaction of project teams regarding procurement services
Activities:
Ensure value for money in all procurement activities while considering quality, sustainability, and cost efficiency.
Conduct regular market assessments and maintain an updated supplier database aligned with HI procurement standards and ethical criteria.
Ensure procurement processes comply with HI logistics procedures, donor requirements, and applicable local regulations.
Implement procurement procedures and organize the different stages of purchasing goods and services (market surveys, RFQs/tenders, ordering, follow-up, reception, and conformity checks
Process purchase requests and ensure timely follow-up, providing feedback to requesters and informing the line manager in case of delays or issues.
Prepare and manage procurement processes including RFQs, tenders, and bid analysis in coordination with the line manager.
Control the reception of goods and inspect all incoming materials, ensuring reconciliation with purchase orders, delivery notes, and quality standards.
Monitor local transportation of materials, including transport methods, packaging, dispatch planning, and required administrative or customs formalities.
Ensure procurement files are complete, accurate, and compliant with HI documentation standards.
Maintain procurement tracking tools to monitor purchase requests, orders, deliveries, and supplier performance.
Coordinate with the finance department to ensure timely supplier payments based on validated invoices and procurement documentation.
Ensure proper monitoring of Mission Service Contracts and update the Contract Monitoring Chart (CMC) on a weekly basis while tracking contract renewals.
Support the Logistics Manager in monitoring procurement files across all mission sites.
MISSION 2: SUPPORT IN ENSURING THE CORRECT MANAGEMENT OF EQUIPMENT AT THE MISSION LEVEL
Aim: Ensure the mission has the necessary equipment and IT resources to operate efficiently, safely, and in compliance with HI standards
Benchmarks: Computer and IT equipment meet programme requirements, with data and system security ensured through regular back-ups, maintenance, and access controls; equipment is properly maintained and serviced, in full compliance with HI equipment management procedures, and all movements, allocations, and statuses are accurately documented and reported
Activities:
Ensure that the Equipment Management Policy is implemented, understood, and followed across the mission.
Serve as the focal point for all equipment-related issues and requests.
Ensure proper installation, configuration, maintenance, and upgrade of IT equipment (hardware, software, network, back-ups, security devices).
Manage allocation and tracking of all IT equipment (laptops, desktops, printers, video/LCD equipment, UPS, external hard disks, and other small IT devices) to projects and sites.
Ensure equipment records and related documents are complete, accurate, and compliant with HI policies (including ID cards, PRs, delivery notes, guarantees, user guides, maintenance reports, reallocation/destruction reports, donation certificates, and invoices).
Maintain and update the Equipment Monitoring Chart (EMC) accurately, ensuring high-quality data for reporting and decision-making.
Apply standard storage and withdrawal procedures, with proper written certification for each movement of equipment.
Coordinate semi-annual physical stock counts across all mission sites and validate results with the line manager.
Liaise with other sites to validate destruction or donation of equipment, ensuring certificates are complete and properly archived in the mission records.
Advise the line manager on mission equipment needs, usage, and allocation, including recommendations for procurement or replacement.
Ensure proper maintenance, troubleshooting, and repair of mission equipment.
Contribute to audit readiness by keeping all equipment records and supporting documentation organized, accurate, and easily retrievable.
MISSION 3: FACILITY MANAGEMENT
Aim: To ensure safe, well-maintained, and properly documented facilities for mission staff, including offices, expatriate accommodations, and guesthouses, while maintaining accurate records and coordination with the Regional Office
Benchmarks: Premises meet minimum safety and security standards, facilities are adequately equipped and maintained, all facility records, including the BMC and related documentation are accurate and up to date, and guesthouse coordination and occupancy management are handled efficiently and smoothly
Activities:
Serve as the primary focal point for all facility-related documentation, ensuring proper filing and updates for office, accommodation, and guesthouse records.
Maintain and monitor the BMC sheet update for all sites on a regular basis, ensuring that all site-specific documentation is complete, accurate, and fully compliant with HI standards.
Coordinate guesthouse occupancy, bookings, and maintenance needs in liaison with the Regional Office, ensuring availability and smooth operations for incoming staff and visitors.
Monitor facility safety and security, ensuring compliance with HI minimum standards and verifying insurance guarantees when needed.
Advise the line manager on facility-related needs, maintenance, or improvements, proposing solutions to enhance safety, comfort, and operational efficiency.
Liaise with external service providers, vendors, and contractors to ensure timely maintenance, servicing, and any required facility upgrades.
Support general office operations by managing supplies, ensuring optimal stock levels, and overseeing the condition and storage of materials.
MISSION 4: MANAGE THE ORGANIZATION OF SEMINAR, MEETING AND TRAVEL
Aim: To ensure efficient coordination and management of staff and visitor travel arrangements in order to support mission operations and maintain smooth coordination with the regional office and other relevant actors.
Benchmarks: visitors, attendees, project team feedback on level of satisfaction with travel arrangement and seminar logistics organization Timely and efficient travel arrangements; compliance with HI travel procedures; effective coordination with regional offices and partners; satisfaction of staff and visitors regarding travel and accommodation logistics
Activities:
Serve as the mission focal point for travel coordination, including travel outside the mission, in liaison with the Regional Office and other relevant stakeholders.
Organize travel and accommodation arrangements in accordance with approved travel plans and HI procedures, including flight bookings through the travel agency and preparation of related procurement files.
Coordinate with mission sites to ensure necessary travel arrangements are in place for staff and visitors, including local transportation and accommodation.
Organize the welcoming and reception of visitors and staff arriving to the mission when required.
Manage the guesthouse occupancy, ensuring proper use, maintenance follow-up, and availability for staff and visitors.
Ensure all travel-related documentation and purchase files are complete, compliant with HI procedures, and properly archived.
MISSION 5: EMERGENCY PREPAREDNESS AND RESPONSE RESPONSIBILITIES
Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

Bachelor’s degree in Business Administration/Logistics Administration/ Supply Management.
Previous experience in INGO (At least 1-3 Years in the logistics/Admin field)
