الوصف الوظيفي:
 Filastiniyat is seeking a MEL consultant to support the implementation of “Her Narrative project”, the MEL consultant will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness.

Organization:
 Filastiniyat, a non- governmental and not-for-profit media organization for woman and youth, based in Ramallah and working in Gaza Strip and West Bank.

 Project title: “Her Narrative: Young Women Lead in Palestinian Media and Creative Industries” implemented by Filastiniyat in partnership with The Arab American University and AL Nasher, in cooperation with the Italian Agency for Development Cooperation (AICS) and funded by the European Union.

Project objective: To establish an institutionalized multi- stakeholder ecosystem that improves career pathways and employability for young Palestinian women in CCI.

Project description: Aimed at empowering young Palestinian women in the Cultural and Creative Industries (CCI), the project seeks to bridge the gap between academia and the labor market by establishing a multi-stakeholder ecosystem. Key activities include a 4-month CCI Academy offering gender-sensitive skills training to 500 graduates, placement of 62 women in 6-month paid internships with private sector partners, and awarding 16 startup grants to 32 graduates to launch their own CCI initiatives. Additionally, a bilingual CCI Portal will connect graduates with employers, while a steering committee involving universities, private sector, and government bodies will drive systemic engagement and advocacy for gender-responsive policies. The action directly addresses high unemployment and gender disparities in Palestine’s CCI sector, fostering sustainable career pathways and enhancing women's economic participation.

Project duration: 21 months. The M&E will work for 200 hours during the project period; number of hours is adjustable.
Contract anticipated start date: 1/4/2026 (timeline is adjustable)
Primary Responsibilities: 

The MEL Consultant will support Filastiniyat in establishing and implementing an effective Monitoring, Evaluation, and Learning (MEL) system for the project.

Key responsibilities include:
Design and Establish the MEL System
Develop the project MEL framework, indicators, and data collection tools.
Establish standardized data collection and reporting procedures across project activities.
Develop a MEL plan and calendar aligned with project implementation and reporting timelines.
 

Data Collection, Management, and Quality Assurance
Ensure systematic collection and management of qualitative and quantitative data.
Develop protocols for data quality, data protection, and informed consent.
Support project teams in maintaining accurate and reliable data.
Data Analysis and Reporting
Analyze collected data to monitor progress against project indicators and objectives.
Support the preparation of project performance reports in line with EU donor requirements.
Identify key findings, lessons learned, and recommendations.
Evaluation and Research Support
Support the design and implementation of project evaluations (baseline, mid-term, and final if required).
Provide technical guidance on research tools such as surveys, focus groups, and interviews.
Capacity Building
Provide training and guidance to Filastiniyat staff and project partners on MEL tools, data collection, and reporting.
Develop practical templates and guidelines to support staff in implementing MEL practices.
Organizational Learning
Facilitate reflection and learning sessions to promote evidence-based decision making.
Support the use of MEL findings to improve project implementation.
متطلبات الوظيفة:
The MEL Consultant will be selected based on the following criteria:

Mandatory: Proven experience in Monitoring, Evaluation, and Learning (MEL) in projects funded by the European Union.
Demonstrated experience in designing and implementing MEL systems for development or non-profit projects.
Strong knowledge of quantitative and qualitative research methods.
Proven experience in data analysis, reporting, and evaluation processes.
Excellent analytical, writing, and reporting skills in English.
A clear technical proposal including methodology, work plan, and timeline.

Bids must be signed and dated.
All questions on this RFP must be submitted before (Tuesday 17/3/2026) and sent to info@filastiniyat.org, the subject line should have “questions on MEL consultant – Her Narrative”, Questions received after the above date will not be answered. 
Proposals received after the deadline will not be considered. 
Proposals and prices must be valid 60 days after the date of the deadline for submission.
The duration of the assignment starts from the date of the contract’s signature. The number of working days/hours will be determined by the consultant after having the initial meetings and the preparation of the final action
