BACKGROUND:
Medical Aid for Palestinians (MAP) is a humanitarian health organization providing essential and emergency healthcare to Palestinians affected by conflict and displacement.
Medical Aid for Palestinians (MAP) is implementing a three years project on Women-Centered Non-communicable diseases Care: Integrating Prevention, Treatment, and Support in the West Bank. The project is funded by the Swedish International Development Cooperation Agency (SIDA). The project aims to strengthen gender-responsive, community-based NCD services through an integrated primary healthcare approach. The project focuses on the prevention, early detection, and management of cardiovascular diseases, diabetes, and breast cancer, while addressing critical cross-cutting gaps in mental health, physiotherapy, and access to essential medications. By improving medication availability, strengthening the clinical capacity of primary healthcare providers, expanding breast cancer screening and outreach services, and enhancing community awareness, particularly among women, adolescents, the elderly, and people with disabilities. The project seeks to improve health outcomes, reduce premature mortality, and enhance quality of life. The intervention contributes to a more equitable, resilient, and sustainable Palestinian primary healthcare system aligned with national priorities and international best practices.
As part of working on expanding access to essential NCD medications across Primary health care (PHC) facilities in the West Bank, MAP would like to consult with a trainer to conduct three days training (south, Center, north of the WB) on stock monitoring, usage reporting, and avoidance of wastage. Each training will be conducted for one day.
- MAIN OBJECTIVE:
The main objective is to strengthen the capacity of MoH pharmacy, warehouse teams and relevant PHC staff to effectively manage NCD medication stocks, improve reporting and accountability, and minimise medication wastage, in line with MoH policies, MAP procurement standards, and donor requirements.
3- SPECIFIC OBJECTIVES:
The specific objectives of this consultancy are to:
Enhance participants’ knowledge and skills in NCD medication stock monitoring and inventory management.
Improve the quality and consistency of medication usage reporting at PHC level.
Reduce medication wastage through improved forecasting, storage, dispensing, and monitoring practices.
Promote adherence to MoH guidelines, MAP procedures, and relevant international best practices.
4- SCOPE OF WORK:
Review relevant MoH policies, MAP procurement guidelines, and project documentation related to medication management.
Develop a concise, practical training agenda and materials tailored to PHC, warehouse and pharmacy staff.
Deliver three one-day, in-person trainings (south, central, and north WB) covering, at minimum:
Principles of stock monitoring and inventory control for NCD medications.
Medication consumption tracking and usage reporting tools.
Forecasting, ordering, and coordination with central and district-level supply systems.
Proper storage, handling, and expiry-date management.
Identification and prevention of medication wastage and losses.
Facilitate interactive discussions, case studies, and problem-solving exercises based on real PHC settings.
Collect participant feedback and support basic pre-/post-training assessment where applicable.
The trainer should complete the essential safeguarding training online and provide the safeguarding completion certificate on kayaconnect.org
5- DELIVERABLES:
The consultant is expected to deliver:
A training agenda and materials (presentations, handouts, tools) shared with MAP prior to the trainings.
A simple MEAL plan for the training component, including indicators, data collection tools (e.g. attendance sheets, pre/post-tests, feedback forms), and reporting mechanisms.
Delivery of three one-day trainings (one per region).
A brief training report summarising activities conducted, MEAL findings, number and profile of participants, key issues raised, lessons learned, and practical recommendations.
6- Duration and Location
Duration: three trainings and will be conducted in March-April 2026
Location: South (Bethlehem), Central (Ramallah), and North (Nablus) of the West Bank (exact venues to be coordinated by MAP).
ETHICAL CONSIDERATIONS
The consultant will be required to adhere to MAP policies and ethical guidelines, including MAP’s safeguarding policy and code of conduct. The consultant should complete the Kaya safeguarding online training via Kayaconnect.org. Also, they must maintain confidentiality of all patient health records and respect patient dignity.

University degree in pharmacy, public health, health management, or related field.
Should be well oriented on stock management.
Demonstrated experience in pharmaceutical supply chain management, stock monitoring, or medication management within PHC or public health systems.
Previous experience delivering trainings or capacity-building activities for health staff.
Familiarity with the Palestinian MoH system and NCD medication management is a strong asset.
Strong facilitation, communication, and reporting skills.
