THE ORGANIZATION

OBJECTIVE OF THE POSITION:
The Inclusive Humanitarian Action (IHA) Technical Officer, under the direct line management of the West Bank Area Manager and in close collaboration with the IHA Specialist, contributes to Humanity & Inclusion’s mandate and 10-year strategy by ensuring inclusive services for conflict-affected individuals with disabilities and promoting disability-inclusive humanitarian action. The role involves coordinating project activities, building local capacities, and advocating disability inclusion through collaboration with stakeholders and rigorous monitoring. Working closely with the programme technical team, the IHA Technical Officer contributes to the implementation of the project by providing technical expertise and ensuring that the quality and impact of the projects concerned are optimized.
Responsibilities/ Missions:
Mission 1: Operational Implementation
Responsibility 1: Providing guidance and technical support to projects in accordance with technical frameworks and general standards related to Disability Inclusion and Inclusive Humanitarian Action (IHA)
Provide technical guidance on the inclusion of persons with disabilities across different sectors, with a particular emphasis on Protection, Rehabilitation and MHPSS, ensuring support to project team members, humanitarian actors, Organisations for Persons with Disabilities (OPDs) and relevant stakeholders.
Implement technical activities to promote disability inclusion in humanitarian action in line with the project(s) framework and IHA strategy.
Ensure project(s) activities are implemented in accordance with internal quality and technical standards and propose adjustments or improvements as necessary.
Collaborate in planning and preparing activities, tools, and resources, ensuring alignment with inclusion standards and frameworks, and implement the action plan in conjunction with support services and technical units.
Adapt project documentation and tools as required, in accordance with global technical standards and norms.
Contribute to the regular reporting of technical activities (collection and analysis of technical data) in conjunction with the MEAL and project teams.
Coordinate and collaborate with the project’s technical partners as delegated by the Specialist, Area Manager or Project Manager.
Responsibility 2: Provide technical expertise and learning for internal and external stakeholders
Provide capacity building for humanitarian actors, partners and OPDs on key technical approaches related to disability-inclusive programming.
Conduct awareness-raising for key stakeholders (clusters, international NGOs, UN agencies, local partners, OPDs) to promote disability inclusion.
Contribute to the development, updating and contextualisation of training and awareness-raising materials in close collaboration with the IHA Specialist.
Provide, review or contribute to the development of practical tools and guidance in the area of inclusive humanitarian action.
Provide expertise to project and field teams on disability inclusion as a cross-cutting component (alongside gender and age) and promote the operationalisation of inclusion standards.
Plan, lead and conduct capacity assessments and gaps analyses to identify priorities for disability inclusion and inclusive programming.
Ensure the technical quality and relevance of project activities implemented; conduct self-evaluation of activities and participate in evaluation cycles under the supervision of the project manager.
Contribute to technical learning of projects based by identifying and documenting best practices for inclusion.
Facilitate the transfer of technical knowledge and good practices to field teams, supporting capacity-building initiatives and technical learning.
Responsibility 3: Contribute to the operationalisation and development of the Inclusion / IHA sector
Ensure that inclusion / IHA project(s) activities are implemented and that resources are correctly allocated as authorized by the project manager.
Ensure regular reporting of activities and contribute to internal and external reporting as requested by the project manager and line manager.
Contribute to the design, collection and analysis of operational data to ensure adequate monitoring of activities or ad hoc data collection activities, and ensure appropriate measurement of project completion.
Ensure that the appropriate data collection and management tools are in place and are used correctly on the project(s), within the technical scope, in line with global standards.
Contribute to the collecting and documentation of lessons learnt, project(s) outcomes and quality evaluation.
Responsibility 4: Contribute to ensure the technical influence of HI in relation to disability inclusion and IHA
Represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
Contribute to advocacy messages on inclusive humanitarian action, in close collaboration with the IHA Specialist and Senior Advocacy Officer.
Actively contribute to the meetings and initiatives of the Disability Working Group (DWG) and other relevant cluster-led mainstreaming initiatives.
Conduct and maintain a mapping of disability-focused organisations/OPDs to inform programming and technical support initiatives.
Engage with OPDs to facilitate meaningful participation in the humanitarian response and to coordinate project interventions.
Support writing for new project content for the continuity or expansion of the project within its technical scope.
Contribute to the writing of new proposals for new opportunities as required by the scope of the project intervention.
Mission 2: Emergency Preparedness and Response
Contribute to the programme’s emergency preparedness initiatives by integrating disability-inclusive strategies into preparedness plans and frameworks.
In emergency situations, adapt working arrangements to ensure inclusive humanitarian responses that address the needs of people with disabilities and other vulnerable groups.
It is expected that the IHA Technical Officer might have to perform other duties that are commensurate with the position, as required by their line manager.

At least 3 years of proven experience in working in disability inclusion, protection, gender, Education, or humanitarian programming.
Excellent understanding and skills:Inclusion mainstreaming
Age, Gender, and Disability inclusion (AGD approach)
Rights-based and community-based approaches
Safeguarding and accountability principles
Familiar with disability inclusion standards (such as IASC Guidelines on Inclusion of Persons with Disabilities)
Experience in the identification of barriers faced by persons with disabilities
Experience in conducting accessibility and inclusion assessments
Experience in designing inclusive activities and adapting services
Experience in training and capacity building for partners and staff
Awareness of Data collection with inclusive tools (Washington Group Questions is often required)
