About the Role

We are seeking a highly organized and results-driven Senior Operations Director to establish and manage the operational infrastructure for a large-scale youth employment and resilience program in the West Bank and Gaza Strip. This position will serve as the operational backbone of a complex, multi-component initiative reaching thousands of conflict-affected youth through skills hubs, employment services, enterprise support, and innovative financing.

Reporting to the Senior Program Director, you will be responsible for all operational systems, processes, and functions, from establishing physical hubs and digital infrastructure to managing procurement, compliance, logistics, and administrative operations across challenging operating environments. You will ensure the program runs efficiently, meets fiduciary and safeguarding standards, and enables program teams to focus on delivering results.

Key Responsibilities
Infrastructure & Hub Operations

Lead the establishment of multiple youth skills hubs, including site selection, facility refurbishment, equipment procurement, connectivity solutions, and digital infrastructure setup
Develop and implement standard operating procedures for hub operations, including scheduling, space management, equipment maintenance, and safety protocols
Oversee facilities management across all program sites, ensuring safe, accessible, and conducive learning and service delivery environments
Manage relationships with landlords, contractors, service providers, and vendors
Financial Operations & Compliance

Oversee all financial operations including budgeting, cash flow management, financial reporting, and audit preparation
Establish and maintain internal controls, procurement policies, and financial management systems in compliance with donor requirements
Manage program banking arrangements, foreign exchange, and financial transactions in complex operating contexts
Lead financial planning processes and provide regular budget tracking and variance analysis
Coordinate external and internal audits and implement recommendations
Procurement & Logistics

Design and manage procurement systems ensuring value for money, transparency, and compliance
Oversee procurement of goods and services including training materials, ICT equipment, furniture, vehicles, and consultancy services
Manage supply chain and logistics operations, including customs clearance, warehousing, and distribution across program sites
Maintain asset registers and implement asset management protocols
Administrative & Human Resources Support

Establish and manage HR administration including contracts, payroll, benefits, leave management, and personnel files
Oversee recruitment logistics and onboarding processes in coordination with program leadership
Manage travel logistics, accommodation arrangements, and movement coordination for staff
Provide general administrative support to program management and teams
Systems & Technology

Implement and manage digital systems for program operations, including learning management systems, beneficiary tracking, and financial management software
Oversee IT infrastructure, connectivity solutions, cybersecurity measures, and technical support
Work closely with MEL team to ensure operational systems generate necessary data for monitoring and reporting
Risk Management & Safeguarding

Develop and implement operational risk management protocols addressing security, safety, business continuity, and crisis response
Establish and oversee safeguarding mechanisms including child protection, PSEA (Protection from Sexual Exploitation and Abuse), and GBV (Gender-Based Violence) prevention measures
Implement grievance redress mechanisms and ensure accessible complaint channels for beneficiaries and staff
Maintain insurance coverage and manage claims processes
Partner & Vendor Management

Manage relationships with implementing partners, service providers, and vendors, ensuring contractual compliance and performance
Oversee partner due diligence, capacity assessments, and performance monitoring from an operational perspective
Coordinate with finance team on partner payments and financial reporting requirements
متطلبات الوظيفة:
Required Qualifications

Bachelor's degree in business administration, public administration, finance, or related field; Master's degree preferred
Minimum 8 years of progressive operations management experience in international development or humanitarian programs; at least 3 years in senior operations roles
Proven experience establishing and managing complex operational infrastructure in challenging contexts
Strong financial management skills with experience overseeing budgets of $3M+ annually
Demonstrated expertise in procurement, logistics, and supply chain management
Experience implementing donor compliance requirements (USAID, EU, UN agencies, or bilateral donors)
Track record managing operations in fragile, conflict-affected, or access-constrained environments
Experience with safeguarding policies and grievance mechanisms essential
