THE ORGANIZATION

OBJECTIVE OF THE POSITION:
Reporting to the Logistics Supervisor, the Facility & Fleet Supervisor ensures the efficient management of Facilities and Vehicle Fleet for the sites under his or her responsibility.
He or she is the point person for Logistics Supervisor and as such informs him or her of any issues that fall within his or her remit and suggests solutions. He/she implements the strategy, including the scheduling of repairs and maintenance to ensure that all vehicles are in excellent working order. He or she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development
Responsibilities/ Missions:
MISSION 1: FACILITY MANAGEMENT
1.1 IN CHARGE OF THE GENERAL SERVICES (EXPATRIATE STAFF ACCOMMODATION, OFFICES, AND GUEST HOUSES FACILITIES)
Participate in defining the needs and propose solutions in terms of premises and carrying out or ensuring the management of the fitting, servicing and maintenance of the premises
Ensure that Premises meet the minimum safety and security requirements and analyze the guarantees of insurance after seeking advice from his/her manager
Ensure collective rules for the use of the premises are applied
Supervise the overall maintenance of the HI premises
Monitor and follow up on the preparation and renewal of premises contracts, ensuring all facilities are adequately equipped in accordance with HI requirements
Maintain and update BMC sheet and ensure that all site-specific documentation is reviewed and updated on a monthly basis
Oversee the efficient functioning of the office environment by managing routine maintenance, administrative functions, and relationships with external service providers and vendors
Manage office supplies and stationery inventory by maintaining optimal stock levels, placing timely reorders, and ensuring proper storage and condition of all materials
Process and submit monthly office-related invoices and utility bills at the start of each month, ensuring accuracy and compliance with financial procedures
Coordinate internal communications, schedule appointments and meetings, maintain administrative records, and provide general support to staff to ensure smooth daily operation
1.2 PROCUREMENT AND SUPPLY CHAIN MANAGEMENT
Make sure to always consider value for money having in mind quality and sustainability of the goods
Analyze and ensure local market surveys and keep a local suppliers database updated corresponding to the HI needs and criteria (quality, price, service, ethics etc.)
Implement procurement procedures for HI and organize different stages in the local purchasing of goods and services (market, surveys, ordering, monitoring, receipt, conformity checks etc.)
Process the orders and ensure their follow-up, provide feedback to the applicant and inform his/her manager in case of problem.
Implement the control of the reception and inspect all incoming materials to stores and reconciles with purchase orders and delivery notes.
Follow the local transport of materials: choice of transport methods and packaging, planning and monitoring of dispatches, administrative and customs formalities.
Ensure the adequate filling of purchases files: signatures, presence and validity of the documents
Ensure payment to the suppliers in link with finance department according to the invoice brought by the purchaser and suppliers
1.3 OPERATIONAL IMPLEMENTATION OF STOCK MANAGEMENT
Carry on the stock management in compliance with HI storage management procedures and project needs (stock management tools)
Ensure total compliance to warehouse policies and standard operating procedures (SOPs)
Respect the quality control process in collaboration with the technical unit upon supplier’s deliveries
Receive and control the deliveries from suppliers and report any non-compliance with HI order (quality, quantity etc..) and reconcile with purchase orders and delivery notes and line manager
Supervise all trucks when loading and unloading materials and equipment’s from and to stores
Carry weekly, monthly physical inventory of HI stocks
Update SMC and report the weekly stocks inventory to line manager
Develop and adjust the items list within the stock management tools upon line manager instructions
Maintain an updated and complete warehouse records, Quantities received, stored and dispatched must match with records, Bin cards and stock cards are fully completed and updated, materials are in good condition and correctly stored, maintain a good record of item deliveries and issues
Maintain clear record of warehouse register, warehouse inspection reports, spot checks reports, discrepancy reports, disposal documentation/reports, delivery reports, waybills, store releases, stock cards, etc
Comply with the policy of First in First Out (FIFO) and First Expiry First Out (FEFO) and minimize the level of expiry in the warehouses
1.4 PHYSICAL STOCK MANAGEMENT
To optimize the storage conditions in accordance with the specificity of the material stored and HI projects requirements (dust control, pest control, assistive devices fittings…)
Ensure a good management of the transit area (keep the space always available for reception of the local freight, preparation of deliveries to the bases, …etc.)
Ensure that all doors are locked, security system are always operational, control access into the warehouses
Ensure items are raised off the ground, safely stack materials in warehouse, proper access to materials, easy location of materials when needed for picking and stock taking, shelve and organize materials according to HI standards and best practices
Ensure that correct items are always counted, and right entries made, check documents for errors, store all items in the warehouse, address and report all cases of discrepancies
Ensuring basic maintenance standards and compliance with health and safety regulations
MISSION 2: FLEET MANAGEMENT
Follow up on the implementation of the rules governing vehicle use and transport movement procedures and ensure their proper application across the mission
Prepare and coordinate the weekly site movement plan
Ensure that the VMC online report matches each vehicle logbook and submit the reports to the line manager.
Monitor the proper use of fleet monitoring tools by the logistics team at the site
Supervise the implementation of preventive and corrective maintenance with car rental companies in coordination with the drivers
Manage and follow up on transport service contracts and ensure that all required documentation is available in the vehicles
Maintain effective communication with car rental companies and fuel suppliers
Support drivers in organizing and following up on the transportation of goods
Ensure drivers receive the required training on driving safety, HI principles, and vehicle usage procedures
Ensure proper archiving of all fleet-related documentation in accordance with mission procedures
MISSION 3: MANAGEMENT

MISSION 4: EMERGENCY PREPAREDNESS AND RESPONSE RESPONSIBILITIES
Contributes to the program's emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response
Carry out any other tasks or responsibilities assigned by the line manager that are relevant to the role and organizational needs

Bachelor’s degree in Logistics Administration/ Fleet Management / Stock Management
Minimum 1-3 years of experience in working in a humanitarian context
Cross-cutting skills
Fluent in English
Good capacity in teamwork

Knowledge of Stock Management System and Warehousing
Knowledge about own leadership skills/profile
Proficiency in Microsoft Office and data entry software
Good negotiation skills
