We are seeking an exceptional Senior Program Director to lead the design, launch, and delivery of an groundbreaking youth employment and resilience program in the West Bank and Gaza Strip. This is a rare opportunity to build and scale an integrated platform that combines skills development, employment pathways, mental health support, and innovative financing to create transformative livelihood opportunities for conflict-affected youth.
Reporting to the Executive Leadership, you will oversee all aspects of program strategy, implementation, partnerships, and results, from establishing skills hubs and employer partnerships to capitalizing a revolving fund and building a robust monitoring system. You will lead a multidisciplinary team and work closely with local partners, employers, international development actors, and donor representatives.
Key Responsibilities
Strategic Leadership & Program Design
Lead overall program strategy, work planning, and adaptive management across all program components
Oversee the establishment and operation of youth skills hubs, including infrastructure, curricula, staffing, and digital systems
Guide the design and launch of a revolving fund structure, including governance, investment policy, and risk management
Ensure integration of psychosocial support throughout programming to strengthen youth resilience and employment outcomes
Partnerships & Stakeholder Engagement
Build and manage strategic partnerships with employers, training providers, ICT/BPO firms, financial institutions, and civil society organizations
Convene sector roundtables and working groups to align training and placement with market demand
Represent the program with government counterparts, donors, and the broader development community
Cultivate relationships that unlock wage employment, remote work, and entrepreneurship opportunities for youth
Team Leadership & Operational Excellence
Recruit, manage, and mentor a high-performing, multidisciplinary team including skills specialists, employment advisors, MHPSS coordinators, finance professionals, and MEL staff
Establish robust systems for financial management, procurement, compliance, and safeguarding (child protection, PSEA, GBV, grievance redress)
Ensure program quality through standard operating procedures, partner performance management, and continuous improvement
Results, Learning & Adaptation
Design and oversee a monitoring, evaluation, and learning system that tracks youth outcomes, financial sustainability, and program impact
Use real-time data to make evidence-informed adjustments and maximize employment and resilience outcomes
Lead documentation of lessons, innovations, and scalable models for replication in other fragile and conflict-affected settings
Prepare high-quality reports for donor and governance bodies
متطلبات الوظيفة:Required Qualifications
Advanced degree in international development, economics, business administration, public policy, or related field
Minimum 10 years of progressively responsible experience managing complex, multi-component development programs; at least 5 years in senior leadership roles
Proven track record delivering results in fragile, conflict-affected, or humanitarian contexts
Deep expertise in at least two of: youth employment and skills development, enterprise development and finance, results-based programming, or blended finance mechanisms
Demonstrated success building and managing partnerships with private sector, training institutions, and civil society
Strong financial management skills, including budget oversight and performance-based financing models
Experience establishing or managing revolving funds, investment facilities, or similar financial instruments highly desirable

Cultural sensitivity and contextual awareness, particularly regarding Palestinian youth and communities
Fluency in English and Arabic are required
Willingness to travel regularly
