We are seeking an experienced Monitoring, Evaluation & Learning (MEL) Director to design and lead a comprehensive results measurement and learning system for an ambitious youth employment and resilience program in the West Bank and Gaza Strip. This is an exceptional opportunity to build a state-of-the-art MEL framework that tracks employment outcomes, skills acquisition, psychosocial wellbeing, and financial sustainability across an integrated platform serving thousands of conflict-affected youth.
Reporting to the Senior Program Director, you will design the program's results framework, establish data collection and management systems, lead evaluations and impact assessments, and generate actionable evidence to drive adaptive management. You will oversee the creation of a learning management system that tracks the full beneficiary lifecycle—from enrollment through training, credentialing, employment placement, and long-term outcomes—while building MEL capacity across program teams and partners.
Key Responsibilities
MEL System Design & Implementation
Design and operationalize a comprehensive MEL framework aligned with the program's results framework, covering impact, outcomes, and outputs across all program components
Develop detailed indicators, measurement methodologies, data collection tools, and protocols for tracking employment outcomes (wage employment, e-work, self-employment), skills acquisition, psychosocial wellbeing, and financial performance
Establish baseline data collection and conduct periodic assessments to measure progress against targets
Design and implement beneficiary tracking systems including persistent learner records that follow youth from enrollment through employment and beyond
Oversee the selection, customization, and rollout of digital MEL platforms and learning management systems
Data Management & Quality Assurance
Establish data management protocols ensuring accuracy, completeness, timeliness, and confidentiality of program data
Design and implement data quality assurance processes including verification, validation, and routine audits
Build and manage secure databases for beneficiary data, training records, employment outcomes, enterprise performance, and fund financial metrics
Ensure compliance with data protection standards and ethical research principles, particularly regarding vulnerable populations
Develop data visualization dashboards and reporting tools for real-time program monitoring
Monitoring & Performance Tracking
Lead ongoing monitoring of program activities, outputs, and outcomes across all components
Design and oversee tracer studies and follow-up surveys to track employment retention, income changes, and household resilience at 6, 12, and 24 months post-program
Monitor partner performance including training providers, employers, and service delivery organizations
Track portfolio performance of the revolving fund including enterprise viability, repayment rates, and capital preservation
Conduct regular field visits to validate data, assess implementation quality, and gather qualitative insights
Evaluation & Impact Assessment
Design and manage evaluation studies including baseline, midline, and endline assessments
Lead or commission impact evaluations using rigorous methodologies to assess program effectiveness and attribution
Conduct thematic evaluations on specific components (e.g., MHPSS integration, employer partnerships, e-work pathways)
Assess cost-effectiveness and return on investment across different intervention models
Synthesize evaluation findings into actionable recommendations for program adaptation
Learning & Knowledge Management
Lead organizational learning processes that translate data and evidence into program improvements
Facilitate periodic learning reviews, reflection sessions, and data-driven strategy discussions with program teams
Document innovations, good practices, lessons learned, and scalable models
Produce case studies, success stories, and human-interest narratives that complement quantitative data
Contribute to the broader knowledge base on youth employment programming in fragile and conflict-affected settings
Reporting & Communications
Lead preparation of high-quality donor reports including narratives, results data, and financial performance metrics
Produce internal management reports with key performance indicators, trend analysis, and early warning signals
Prepare presentations and briefing materials for governance bodies, donors, and stakeholders
Support external communications and visibility efforts with verified results data and compelling stories
Ensure timely submission of all reporting deliverables in compliance with donor requirements
Capacity Building & Team Leadership
Recruit, manage, and mentor MEL staff including MEL officers, data analysts, and field monitors
Build MEL capacity of program staff, implementing partners, and hub personnel through training and ongoing support
Develop MEL tools, templates, and guidance materials that standardize approaches and ensure quality
Foster a culture of data use, evidence-based decision-making, and continuous learning across the program
متطلبات الوظيفة:Required Qualifications
Advanced degree in monitoring and evaluation, statistics, social sciences, economics, development studies, or related field
Minimum 8 years of progressive MEL experience in international development programs; at least 3 years in senior MEL leadership roles
Deep expertise in quantitative and qualitative research methods, indicator development, and evaluation design
Proven experience designing and implementing MEL systems for multi-component, multi-stakeholder programs
Strong background in employment and livelihoods programming; experience measuring skills development, job placement, or enterprise outcomes highly desirable
Demonstrated experience with learning management systems, beneficiary tracking databases, and digital data collection tools
Track record conducting or managing impact evaluations, tracer studies, or longitudinal assessments
Experience working in fragile, conflict-affected, or humanitarian contexts essential
Familiarity with donor MEL requirements (USAID, EU, UN agencies, or bilateral donors) and compliance frameworks
Essential Competencies
Exceptional analytical skills with ability to synthesize complex data into clear insights and recommendations
Strong technical expertise in statistical analysis; proficiency with statistical software (SPSS, Stata, R) and data visualization tools (Tableau, Power BI)
Excellent research design skills and knowledge of impact evaluation methodologies (RCT, quasi-experimental designs, contribution analysis)
Strategic thinking with ability to design MEL systems that serve both accountability and learning purposes
Outstanding communication skills; ability to present technical findings to non-technical audiences
Collaborative leadership style with experience managing diverse teams and building capacity
Strong attention to detail and commitment to data quality and ethical standards
Adaptive and pragmatic mindset; comfortable designing MEL approaches for dynamic, uncertain environments
Cultural sensitivity and understanding of context-specific measurement challenges
Fluency in English and Arabic required
Advanced skills in MS Excel and database management; experience with Salesforce, CommCare, KoBoToolbox, or similar platforms desirable
Willingness to travel regularly
