Job Overview/Summary:
The Deputy Director- Operations (DDO) plays a critical leadership role in the overall management and performance of Anera’s operations. The role additionally provides strategic governance oversight, enterprise risk management leadership, and institutional operational stewardship across all support functions.

The position provides day-to-day oversight and direct supervision of the core operational functions, including Finance, Human Resources, IT, Logistics and Administration, Procurement, and Safety and Security. The DDO works closely with the Programs Team, Communications, Compliance, and Business Development, in coordination with the Country Director (CD), to ensure efficient, compliant, and responsive operational support that enables the achievement of country programmatic and organizational objectives. The position serves as the principal advisor to the CD on operational risk exposure, internal controls, cost optimization, and compliance architecture.

Reporting to the Country Director and serving as a member of the Senior Management Team (SMT), the Deputy Director- Operations contributes to strategic planning, organizational decision-making, risk management, and cross-departmental coordination. The DDO leads country-level operational risk registers, audit readiness processes, and corrective action follow-up mechanisms.

The role maintains close collaboration with Anera’s Global teams as well as country-level colleagues across Programs, Business Development, Product Donation, and the Gaza Office, ensuring alignment, accountability, and operational excellence across all portfolios. The DDO may act on behalf of the Country Director when delegated.

Job Responsibilities:

Staff Management, Learning & Development:

Coach, supervise, and mentor direct-report staff, ensuring clear expectations, quarterly objectives, regular constructive feedback, and documented semi-annual performance reviews.
Lead succession planning and talent pipeline development within operational departments.
Conduct regular and structured one-on-one meetings (at least bi-weekly) with each direct report.
Develop and monitor measurable professional development plans that strengthen technical capacity, promote knowledge exchange, and support career progression.
Promote staff care, well-being, and self-care practices; review and approve time, attendance, and leave requests to ensure adequate departmental coverage and operational continuity.
Ensure adherence to Anera’s Country and Global HR policies, procedures, and codes of conduct, providing leadership and accountability across operational teams.
 Champion a culture of accountability, ethical conduct, and cross-functional collaboration.
Logistics & Procurement Oversight:

Ensure logistics and procurement functions meet program needs in a timely, cost-effective, and compliant manner, in accordance with Anera policies and donor requirements.
Oversee internal control frameworks across procurement thresholds, vendor management, asset tracking, and sub-award compliance.
Directly supervise Logistics and Procurement staff and ensure clear delegation, accountability, and performance monitoring.
Verify that logistics and procurement policies and procedures are documented, disseminated, and consistently applied across the country program.
Strengthen compliance monitoring systems and internal controls to mitigate operational and financial risk.
Ensure donor regulations (USG, BMZ, ECHO/EC, FCDO, UN agencies, and others) are embedded into operational workflows and systems.
Work closely with program teams to ensure effective procurement planning, forecasting, and identification of operational support needs.
Ensure proactive leadership on Finance, including timely BVA inputs and operational data to support budget accuracy and expenditure tracking.
Provide analysis on operational cost efficiency and full cost recovery during proposal development.
In collaboration with the Director of Finance and CD, ensure systems and workflows are streamlined across HR, Administration, Logistics, Procurement, Finance, and Programs.
Provide operational risk analysis and recommendations to the Country Director and SMT regarding operational expenditures, efficiency, and reporting systems.
Ensure relevant staff are trained and equipped to support local partners in line with Anera’s partnership and compliance systems.
Safety and Security:

Provide strategic oversight of safety and security management across all offices and field locations.
Ensure duty-of-care standards and security governance frameworks are regularly reviewed and tested.
Ensure security policies, SOPs, and contingency plans are regularly updated, disseminated, and operationalized.
Monitor the security environment and advise the CD and SMT on risk mitigation strategies.
Ensure staff receive appropriate security briefings and training, and that duty-of-care obligations are fulfilled.
Coordinate closely with field management to ensure secure, compliant, and uninterrupted program delivery.
Field Operations:

Work closely with field management teams to ensure the smooth and efficient functioning of operations across all offices.
Align operational staffing structures and resource allocation with portfolio growth and funding pipelines.
Provide regular support to field staff (through structured calls and field visits) to ensure operational departments are managing workload effectively and responding to program priorities.
Review operational workloads and priorities on a weekly basis to ensure alignment with program implementation timelines and available resources.
Provide guidance to ensure program needs are supported and delivered in a timely and compliant manner.
Ensure all field offices operate efficiently, transparently, and in compliance with Anera policies, procurement standards, and donor requirements.
Program Support, Strategy and Business Development:

Collaborate with the Country Director and Heads of Departments to identify opportunities for program expansion and contribute to proposal development.
Validate operational feasibility, staffing structures, risk mitigation frameworks, and cost recovery mechanisms for all new proposals.
Support the Country Strategic Planning process, ensuring operational feasibility and sustainability considerations are integrated.
Participate in Project Cycle Meetings to ensure operational readiness and responsiveness throughout project implementation.
Provide operational input and review for all new proposals to ensure appropriate systems, staffing, risk mitigation, and compliance mechanisms are in place.
Provide additional support to program leadership as required to ensure timely and effective delivery.
Position Reports to: Country Director

Qualifications:

Minimum eight years of progressive management and leadership experience with a leading INGO or international organization.
Bachelor’s degree in management, business administration, logistics, public administration, or a related field; Master’s degree strongly preferred.
Demonstrated experience managing multi-sector country operations with diverse donor portfolios (including USG, BMZ, ECHO/EC, FCDO, UN agencies, and others).
Strong background in logistics, procurement, operational systems, and risk management; experience overseeing safety and security management is highly desirable.
 Excellent leadership, people management, and negotiation skills, with a demonstrated ability to build cohesive teams in cross-cultural contexts.
Strong diplomatic and stakeholder engagement skills in complex and sensitive operating environments.
Excellent written and verbal communication skills in English and Arabic.
Proven ability to plan strategically, manage competing priorities, and work under operational and programmatic pressures with attention to detail and professionalism.
Highly collaborative and resourceful, with the ability to build positive working relationships across departments and with senior leadership.
Strong proficiency in MS Word, Excel, Outlook, and PowerPoint.
Duty Station: Ramallah, with regular travel within the country and occasional international travel as requested by the Country Director. Ability to travel to Jerusalem and access all operational areas is considered a strong asset.
