I. Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.
II. Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Project Officer for its humanitarian operations in West Bank.

III. Position Profile
1. Programming & Implementation
Support the development of activity work plans, schedules, and budgets.
Lead implementation of assigned project activities in the field, ensuring quality and timeliness.
Supervise enumerators and field staff during data collection, distributions, trainings, or other community-based activities.
Ensure activities are inclusive, gender-sensitive, and conflict-sensitive.
2. Monitoring, Evaluation, & Reporting
Collect, verify, and report on activity data in coordination with MEAL team.
Document beneficiary information and maintain accurate records (attendance sheets, completion certificates, registration forms).
Contribute to preparation of project reports, case studies, and lessons learned.
Alert the Project Manager of any risks, challenges, or delays.
3. Beneficiary Engagement & Accountability
Mobilize and engage communities in planning and implementation.
Support dissemination of information about project activities and entitlements.
Facilitate feedback and complaints handling in line with the organization’s CRM (Complaints and Response Mechanism).
Ensure beneficiaries are treated with respect, dignity, and without discrimination.
4. Coordination & Stakeholder Engagement
Liaise with community leaders, local authorities, and partner organizations.
Work with suppliers and consultants and monitor the delivery of assignments according to the agreed ToRs.
Represent the project in field-level coordination meetings as delegated by the Project Manager.
Identify opportunities to strengthen collaboration with other actors to maximize impact.
5. Compliance, Documentation & Safeguarding
Ensure adherence to organizational policies, donor guidelines, and national regulations.
Safeguard sensitive data in compliance with data protection standards.
Promote adherence to the Code of Conduct, safeguarding, and PSEA (Prevention of Sexual Exploitation and Abuse).
6. Security & Logistics
Monitor and report on field-level security risks.
Ensure staff and beneficiaries are aware of security protocols and SOPs.
Support logistics and procurement processes for field activities in coordination with relevant teams.
متطلبات الوظيفة:IV. Qualifications:
Bachelor’s degree in Agronomy, Crop Science, Agriculture, Climate Change, Social Sciences or a related field.
Minimum 3-5 years of experience in project implementation within NGOs, UN, or development agencies.
Experience in resilience, livelihoods, disaster risk reduction, or community development an asset
Proven track record in managing donor-funded projects (e.g. UN, Bilateral donors).
Previous experience working in agricultural livelihood projects is an asset.
Knowledge and practical understanding of agronomy and crop management.
Project implementation and field coordination.
Community mobilization and participatory facilitation techniques.
Data collection, validation, and basic analysis (using Excel, Kobo, ODK, or similar tools).
Basic financial and logistical planning.
Understanding of resilience-building, DRR, and livelihoods programming.
Knowledge of humanitarian principles and accountability to affected populations (AAP).
Ability to contribute to donor reporting.
