Job Purpose:
MA’AN Development Center is seeking an experienced and highly motivated Project Manager to lead the implementation of a Humanitarian Fund–supported emergency shelter rehabilitation project targeting conflict-affected and displaced households in the Northern West Bank and Area C.
The Project Manager will oversee the timely, efficient, and high-quality implementation of emergency shelter interventions, including conditional cash assistance for shelter rehabilitation, protective shelter upgrades, winterization/summerization mitigation measures, and WASH-related improvements.
The role will ensure compliance with humanitarian principles, donor regulations, Shelter Cluster minimum standards, and MA’AN’s internal policies while promoting protection mainstreaming, accountability, and gender-sensitive programming.
Key Responsibilities:
Lead the overall implementation of emergency shelter rehabilitation activities in coordination with Action Against Hunger (ACF).
Ensure timely delivery of conditional cash assistance for shelters in Area C in line with Shelter Cluster standards.
Supervise shelter assessments, beneficiary selection, technical verification, and quality assurance processes.
Ensure compliance with Humanitarian Fund requirements, financial procedures, and reporting timelines.
Supervise technical shelter upgrades including plastering, block works, doors/windows reinforcement, sandwich panel installation, winterization/summerization measures, and WASH improvements.
Conduct regular field monitoring visits to Area C communities.
Coordinate closely with Shelter Cluster partners and participate in coordination meetings.
Oversee project budgeting, procurement processes, contractor oversight, and payment verification.
Work closely with MEAL to ensure accountability mechanisms (CRM), post-distribution monitoring, and outcome tracking.
Integrate protection mainstreaming, GBV risk mitigation, and inclusion of vulnerable groups (women-headed households, elderly, persons with disabilities).
Prepare and review high-quality narrative and financial reports for the Humanitarian Fund and partners.
Document lessons learned and contribute to institutional emergency response learning.
Ensure adherence to MA’AN’s Code of Conduct, PSEA, Child Protection, and humanitarian accountability standards.
Manage project staff under the project structure.
Respond effectively to high-pressure emergency situations and shifting access constraints.

Education:
Bachelor’s degree in engineering with at least five years of experience, or a master’s degree with three years of experience in Engineering.
Experience:
Proven experience managing humanitarian-funded emergency projects (preferably Humanitarian Fund / OCHA-funded projects).
Strong experience in shelter rehabilitation, conditional cash assistance, and emergency response programming.
Familiarity with Shelter Cluster minimum standards and humanitarian coordination mechanisms.
Experience working in Area C and conflict-affected communities is highly desirable.
Strong knowledge of compliance, procurement, financial oversight, and donor reporting.
Demonstrated experience supervising field teams and contractors.
Valid driver’s license and ability to travel frequently across the West Bank, including high-risk areas.
Professional Skills:
Strong leadership and emergency coordination skills.
Excellent analytical and problem-solving abilities.
Strong reporting and documentation skills in English.
Fluency in Arabic and English (spoken and written).
Strong understanding of protection mainstreaming and accountability to affected populations.
Proficiency in Microsoft Office applications.
Ability to work under pressure and manage multiple priorities in a volatile environment.
Work Conditions, Contract & Benefits
The work schedule is 40 hours per week.
The probation period is 3 months and can be extended to another 3 months according to the Labor Law.
Annual leave: 21 working days/year
National and Religious leave: 16 days per year.
Sick leave: 14 days/year
Indemnity Payment: Equivalent to one month’s salary for each complete year of service.
Reimbursement for work related transportation expenses is according to MA’AN’s by- laws.
Time flexibility is recognized by both parties with consideration that this position might need to do part of the work after 4:00pm.
Contract Type: Project-based
