Project Coordinator – South West Bank (Hebron)
Location: MA’AN Hebron Office
Reports to: Project Manager
Position Type and Duration: 7 Months (Project-Based)
Start Date: ASAP
Target Locations: Area C – Hebron Governorate (Masafer Yatta & Road 317 communities)
Job Purpose:
MA’AN Development Center is seeking a qualified and committed Project Coordinator to support the implementation of a Humanitarian Fund–supported emergency shelter rehabilitation project targeting vulnerable Bedouin and herding communities at risk of displacement in Area C, Hebron Governorate.
The Project Coordinator will ensure effective day-to-day field coordination of emergency shelter rehabilitation activities, including urgent shelter upgrades, protective interventions (reinforced doors and windows), winterization/summarization mitigation measures, and minor WASH improvements.
The position requires close coordination with community representatives, village councils, suppliers, and protection actors to ensure high-quality implementation in line with Shelter Cluster minimum standards, humanitarian principles, and MA’AN policies.
Key Responsibilities:
Coordinate and oversee daily field implementation under the guidance of the Project Manager.
Conduct household-level shelter assessments and support beneficiary verification and documentation processes.
Supervise rehabilitation works for vulnerable households in targeted communities including:
Umm Fagarah
Ar Rakeez
Al Majaz
Mantiqat Shib Al Butum (Masafer Yatta)
Al Jwaya
Khirbet Ghwein
Khallet Al Humos (Road 317)
Monitor technical works including plastering, painting, block works, installation of reinforced doors/windows, sandwich panels, and minor WASH upgrades.
Support implementation of winterization/summerization mitigation measures.
Conduct regular field visits to monitor work performance and verify quality of works.
Assist in procurement processes including site assessments and material verification.
Ensure protection mainstreaming, gender inclusion, and accountability mechanisms are integrated at field level.
Identify and report protection risks and access constraints affecting beneficiaries.
Coordinate with MEAL team on monitoring indicators, post-distribution monitoring (PDM), and data collection.
Prepare weekly field updates and contribute to monthly narrative reporting.
Represent MA’AN at the community level and maintain strong communication with local stakeholders.
Uphold MA’AN’s Code of Conduct, PSEA Policy, Child Protection Policy, and humanitarian accountability standards.
Respond effectively to emergency developments and shifting access conditions.

Education:
Bachelor’s degree in Civil Engineering
Experience:
Minimum 3 years of relevant experience in humanitarian emergency projects, preferably in shelter rehabilitation or infrastructure works.
Experience working in Area C and with Bedouin/herding communities is highly desirable.
Familiarity with Shelter Cluster standards and humanitarian coordination is an asset.
Experience supervising Cash for Work activities and monitoring rehabilitation works.
Experience in beneficiary registration, vulnerability verification, and field documentation.
Valid driver’s license and ability to travel frequently to remote and high-risk communities.
Professional Skills:
Strong field coordination and organizational skills.
Ability to work under pressure in volatile environments.
Strong communication and community engagement skills.
Good command of Arabic and English (spoken and written).
Proficiency in Microsoft Office applications.
Strong understanding of humanitarian principles and protection mainstreaming.
Work Conditions, Contract & Benefits
The work schedule is 40 hours per week.
The probation period is 3 months and can be extended to another 3 months according to the Labor Law.
Annual leave: 21 working days/year
National and Religious leave: 16 days per year.
Sick leave: 14 days/year
Indemnity Payment: Equivalent to one month’s salary for each complete year of service.
Reimbursement for work related transportation expenses is according to MA’AN’s by- laws.
Time flexibility is recognized by both parties with consideration that this position might need to do part of the work after 4:00pm.
Contract Type: Project-based / Renewable
