Project Overview

The programme “Local Governance Reform Programme (LGRP)” aims at strengthening local authorities’ performance in service delivery. LGRP III is implemented in close cooperation with the Ministry of Local Government (MoLG), the Municipal Development and Lending Fund (MDLF), the Association of Palestinian Local Authorities (APLA), and additional partners at national and local level.

To support the LGRP in Ramallah, we are looking for full-time (100%):

“Topic Coordination Advisor in the Field of Policy and Public Administration”

Tasks and Functions include but are not limited to:

Advice selected national parters on national policymaking, strategic planning, and the formulation and management of reform agendas.
Provide organizational development support to enhance the institutional capacity of key national partners for policy coordination and strategic oversight. This includes designing and delivering advisory services and capacity-building programs on evidence-based, informed policymaking, results-based monitoring, participatory consultation methods, and strategic reform communication.
Manage work package(s) related to policy and public administration reform, including conceptualization, planning, budgeting, procurement, implementation, monitoring and reporting, and coordination.
Support in the establishment and operationalization of a digital, data-based national reform M&E system, ensuring its full integration into national planning and policymaking processes.
Contribute to the review and development of frameworks and processes for national and local coordination in reform implementation across different institutions. This includes strengthening cross-sectoral coordination mechanisms, both in M&E and strategic planning.
Coordinate the preparation and management of events and for policy discourse, capacity building, and results dissemination.
Ensure timely delivery of outputs and actively contributing to communication and knowledge management.
Performs other duties and tasks at the request of management.
متطلبات الوظيفة:
Required qualifications, competences, and experiences are considered an asset:

Master’s degree in policy making, public administration, political science, and development studies.
At least 7 years of professional advisory experience in policy advisory roles, public sector reform, strategic planning, or aid coordination, preferably within an international development context.
Extensive knowledge of the Palestinian government system, local governance sector and policy formulation in Palestine.
Experience in setting-up and facilitating inter-institutional coordination and collaboration processes.
Ability to work in a complex environment under demanding and changing conditions.
Friendly and motivated personality, excellent networking and communication skills, team- and service-oriented work style and interested in creative and innovative approaches for youth and civic engagement.
Experience in the work with international development organizations is an asset.
Excellent analytical, research, and problem-solving skills, with the ability to synthesize complex information and provide clear, actionable recommendations.
Strong written and oral communication skills, with the ability to present complex information clearly and concisely to diverse audiences.
Porven experience using relevant software applications, including data analysis tools and digital communication platforms.
Excellent command of spoken and written English and Arabic. Command of German language is an asset
