National Position – Based in Ramallah
CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a non-governmental organization of international solidarity founded in 1991, dedicated to providing emergency relief, protection, rehabilitation and development assistance to vulnerable populations affected by crises.
The SIF Palestine Mission has been active since 2008, implementing multisectoral humanitarian and development programs in both the West Bank and Gaza Strip, within a complex political, security and regulatory environment.
Based in Ramallah and placed under the direct supervision of the Deputy Head of Mission and/or the Head of Mission, the Protection & Orphans Sponsorship Program Manager holds overall responsibility for the strategic leadership, development and oversight of SIF’s Protection & Orphans Sponsorship portfolio in the West Bank.
The position ensures the strategic positioning and technical coherence of SIF’s protection interventions, aligning program design and implementation with SIF global policies, donor frameworks, humanitarian standards and national protection systems. The role is accountable for defining sectoral priorities, steering program expansion, strengthening quality assurance mechanisms, and ensuring sustainable impact for vulnerable children and families. He/ she will also fulfill the role of Child Safeguarding Focal Point and work on SIF Child Safeguarding Policy implementation, monitoring and evaluation in the West Bank.
As a member of the mission management structure, the Protection & Orphans Sponsorship Program Manager contributes to mission-wide strategic planning, donor engagement, sector coordination and risk analysis, while ensuring high standards of accountability, safeguarding, compliance and overall program performance.
The position combines strategic vision, technical leadership and operational oversight to ensure that SIF’s protection programming remains relevant, evidence-based, compliant and responsive to evolving humanitarian needs in the West Bank.
CHILD SAFEGUARDING
Level 2 – High Risk
This position involves frequent direct contact with children, including highly vulnerable children (orphans, children without parental care, children exposed to psychosocial risks), as well as access to sensitive personal data.
Recruitment for this position is subject to enhanced safeguarding checks in line with SIF procedures.
MAIN RESPONSIBILITIES
Need assessments and proposals writing:
Define and steer the strategic direction of the Protection & Orphans Sponsorship portfolio in alignment with SIF global framework and mission strategy;
Identify sector gaps, emerging protection needs and program development opportunities;
Design and prepare appropriate needs assessment questionnaires to identify comprehensive needs for orphaned children and youth as well as other children and youth;
Analyze and evaluate the data collected by the team to inform relevant intervention strategy and articulate adequate proposals;
Prepare narrative proposals, logical frameworks, and budgets for new projects.
Program planning and management:
Lead the overall implementation of the protection & Orphans Sponsorship program and provide guidance to the protection team to ensure that stated goals and objectives are met, the program is appropriately monitored and evaluated, and the program reports are written and submitted in a timely manner;
Prepare the program work plans that meet the program objectives and prepare appropriate operational guidelines for the program’s team;
Ensure that the program’s activities are implemented within the assigned budget, manage all financial aspects of the protection & Orphans Sponsorship program, approve relevant expenses and review expenditures in consultation with the Finance Manager;
Analyze protection concerns in all areas of operation, propose new areas of work and lead proposal development;
Be responsible for the development/adaptation of tools for the implementation and monitoring of interventions, specifically the database on orphaned children and youth as well as other children and youth;
Validate the selected orphaned children based on their vulnerability in order to integrate them into the protection & Orphans Sponsorship program;
Ensure Child Protection Minimum Standards and Guiding Principles are abided and upheld throughout the implementation of the Protection & Orphans Sponsorship program, as well as SIF Code of Conduct, Child Safeguarding Policy, internal regulations and applicable donor regulations;
Prepare the Mission Strategy according to the Protection & Orphans Sponsorship sectors of intervention under the guidance of the Head of Mission ;
Contribute to ensure the security and risk analysis at all stage of the implementation and raise any concerns to the Security focal point.
Team management and Capacity Building
Directly supervise the Protection & Orphans Sponsorship team and provide quality oversight.
Maintain open and professional relations with the protection team members, promote a strong team spirit, accountability, ethical conduct and safeguarding culture and provide guidance to enable the team to successfully perform in their positions;
Set clear objectives, ensure timely completion of probation reviews and annual performance reviews for the team, as well as training/development activities.
Contribute to the recruitment and selection process of team members (psychosocial workers, officers…).
Monitoring and Reporting
Develop/ maintain effective and efficient oversight, support, quality control and reporting systems and processes;
Ensure regular field monitoring and modifications as required;
Ensure SIF HQ (and institutional donors if necessary) reports as per set schedules (monthly, quarterly, and annually) on program activities, indicators, and achievements are produced in quality.
Ensure comprehensive reporting to individual donors through the interface software, including the preparation of presentation reports, annual reports, and personalized donor correspondence.
Coordination and External Relations
Maintain regular and substantial coordination and contact with relevant national and international stakeholders as well as NGOs and effectively represent SIF in the Protection Cluster and Protection Working Groups, and other related clusters;
Negotiate and maintain appropriate information sharing protocols within SIF programs;
Maintain effective and safe referral pathways for protection concerns and other vulnerable cases.
Child Safeguarding
Promote and ensure adherence to SIF Child Safeguarding Policy and Code of Conduct across the West Bank.
Be the main Child Safeguarding Focal Point (CSFP) at West Bank level for HQ, staff, partners and communities.
Conduct risk assessments, develop and monitor a child safeguarding plan aligned with local laws.
Ensure integration of child safeguarding measures across all mission processes (programmes, operations, HR, ICT, etc.);
Build staff, partner, and community capacity through sensitization, training and educational materials on child safeguarding;
Develop and maintain a child-friendly, accessible feedback and complaints mechanism;
Participate in the management of child safeguarding incidents, ensuring confidentiality and the best interests of the child are upheld;

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification and position within the Protection & Orphans Sponsorship program.
Being an association with limited resources operating in a dynamic humanitarian context, versatility and flexibility are necessary in order to overcome any temporary and exceptional difficulty.
The management may thus ask the employee to perform tasks outside this job description and corresponding to his or her qualification, or to be available during campaign or emergency periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.
Upon request of the Head of Mission or Deputy Head of Mission, the employee may also be required to provide technical or advisory support, including remotely, to the SIF team based in Gaza, within the limits of security constraints and organizational priorities.
متطلبات الوظيفة:KNOWLEDGE / STUDIES / DIPLOMAS
Master’s degree (or equivalent) in Social Work, Psychology, Law, Humanitarian Action, International Development or a related field relevant to Child Protection and Sponsorship. A postgraduate specialization in Child Protection or Safeguarding is an asset.
Minimum 10 years of progressively responsible professional experience in humanitarian or development settings.
At least 7 years of direct experience in Child Protection or Protection programming, including demonstrated experience in strategic programme leadership and team management.
Advanced knowledge of Child Protection frameworks, safeguarding standards, case management methodologies and international humanitarian principles.
Strong understanding of donor compliance frameworks, institutional accountability standards and audit requirements.
Knowledge of Palestinian legal and institutional frameworks related to child protection is a strong asset.
Languages

Strong technical expertise in Child Protection and safeguarding frameworks.
Advanced experience in strategic program management and portfolio oversight in humanitarian settings.
Solid knowledge of case management systems and protection standards.
Proven experience in proposal development, donor reporting and compliance requirements.
Strong analytical capacity and ability to translate assessments into operational strategies.
Sound understanding of budget monitoring and program financial follow-up.
Proficiency in MS Office tools and data management systems.
Social work experience in the field. Experience in community mobilization and experience with sponsored orphaned children are considered an asset.
