الوصف الوظيفي:
CARE Palestine (West Bank/Gaza) is looking for a committed professional to the values of Transformation, Integrity, Diversity, Equality, and Excellence for a 6 months contract with possibility of extension, to fill the following vacancy:

Information Management Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date: As soon as possible

Position Location: West Bank, Palestine.

Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

CARE is seeking an Information Management Officer that will strengthen the management, quality, analysis, and use of programme and MEAL data across the West Bank portfolio. The role will maintain databases, trackers, digital data collection systems, dashboards, and reporting-ready information products; support partner data submission and verification; and contribute to donor reporting, internal reporting, monthly reach tracking, and CARE’s global annual reporting through PIIRS. Working under the MEAL Coordinator, the role will ensure that data is accurate, timely, disaggregated, protected, and used for programme quality, accountability, learning, and evidence-based decision-making.

This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment

Responsibilities:
1) Manage Data Systems, Digital Tools, and Information Products 30%:

Summary: The Information Management Officer is responsible for maintaining organized, reliable, and secure data systems that support West Bank humanitarian, development, and nexus programming.

• Develop, maintain, and update project databases, indicator trackers, monthly reach tools, beneficiary records, activity trackers, partner data templates, and information management systems.
• Support the design and improvement of digital data collection tools, including KoboToolbox/ODK forms, validation rules, skip logic, data structures, and form testing.
• Maintain standardized templates, data dictionaries, indicator reference sheets, coding structures, and version control systems across West Bank projects.
• Ensure secure storage, controlled access, proper archiving, and responsible management of datasets and supporting documents in line with CARE data protection and safeguarding standards.
• Produce regular information products, including dashboards, tables, charts, maps where relevant, and concise data summaries for programme, MEAL, management, partner, and reporting use.

IMPACT: West Bank projects have structured, reliable, and accessible information management systems that support timely reporting, programme management, accountability, and decision-making.

2) Ensure Data Quality, Verification, and Partner Data Support 30%:

Summary: The Information Management Officer is responsible for ensuring that data collected by CARE and partners is accurate, complete, consistent, verifiable, and ready for use in reporting and decision-making.

• Conduct routine data quality checks, including completeness, accuracy, consistency, duplicates, outliers, logic checks, and alignment with source documents.
• Clean, validate, and finalize datasets received from CARE teams, enumerators, and implementing partners, flagging issues and following up on corrections.
• Support desk-based and field-based verification exercises, including review of beneficiary lists, distribution records, service records, attendance sheets, partner reports, and other means of verification.
• Provide technical support to partners on data collection tools, reporting templates, data quality standards, disaggregation requirements, and submission timelines.
• Maintain a simple data quality assurance log that documents identified issues, corrective actions, responsible persons, and follow-up status.

IMPACT: CARE and partner-reported data is accurate, verified, well documented, and suitable for donor reporting, PIIRS, programme decisions, and accountability purposes.

3) Deliver Data Analysis, Reporting Support, and PIIRS Contributions 25%:

Summary: The Information Management Officer is responsible for transforming raw data into clear analysis and reporting-ready outputs for internal use, donor reporting, and CARE’s global reporting requirements.

• Analyze quantitative and qualitative data from assessments, monitoring visits, baseline/endline studies, satisfaction surveys, Post-Distribution Monitoring, outcome monitoring, partner reports, and routine programme data.
• Prepare reporting-ready tables, charts, pivot summaries, cross-tabulations, indicator calculations, disaggregated analysis, and concise narrative insights.
• Support monthly, quarterly, interim, annual, and final donor reporting by consolidating and validating West Bank project achievements and means of verification.
• Support CARE’s global annual reporting process, including PIIRS data preparation, validation, disaggregation, documentation, and follow-up with programme and partner teams.
• Document calculation methods, assumptions, unique and non-unique reach figures, overlap risks, data limitations, and verification notes to ensure transparency and consistency.

IMPACT: West Bank reporting and decision-making are supported by accurate analysis, clear evidence, validated indicators, and transparent documentation of results.

4) Support Accountability, Learning, and Evidence-Based Programme Adaptation 10%:

Summary: The Information Management Officer is responsible for ensuring that data and evidence are used to strengthen accountability, learning, and programme adaptation across West Bank projects.

• Support analysis of feedback and complaints data, in coordination with the Feedback and Accountability Mechanism Officer, to identify trends, recurring issues, access barriers, and response follow-up.
• Prepare periodic data insight briefs highlighting key findings, risks, gaps, recommendations, and evidence for programme improvement.
• Support reflection sessions, learning reviews, and programme adaptation discussions by preparing clear data summaries and evidence products.
• Track agreed follow-up actions from data reviews, monitoring findings, partner data checks, and learning discussions.
• Coordinate with MEAL, programme, partner, and accountability teams to ensure evidence is used for planning, targeting, quality improvement, and donor communication.

IMPACT: CARE’s West Bank programme uses data and community feedback more consistently to improve quality, accountability, learning, and adaptive management.

Required:

• Bachelor’s degree in statistics, information management, data science, computer science, economics, public health, social sciences, monitoring and evaluation, development studies, or a related field; or equivalent combination of education and work experience.
• Strong analytical, problem-solving, and data visualization skills.
• Strong attention to detail and commitment to data accuracy, confidentiality, and responsible data management.
• Good understanding of monitoring, evaluation, accountability and learning concepts, humanitarian and development data, and data protection principles.

• Minimum 3 years of relevant experience in information management, data analysis, MEAL data management, or programme data systems within humanitarian, development, nexus, or public-sector programmes.
• Experience managing datasets from digital data collection platforms such as KoboToolbox/ODK, including data cleaning, validation, coding, and documentation.
• Experience producing reporting-ready outputs, including tables, charts, dashboards, indicator calculations, and concise narrative analysis.
• Experience supporting data quality assurance, source document verification, database reviews, and validation of partner-reported data.
• Strong Excel skills, including data cleaning, pivot tables, formulas, validation checks, and summary tables.
• Strong written and verbal communication skills in Arabic and English.

Desired: 
• Postgraduate degree or diploma in data science, statistics, information management, monitoring and evaluation, public health, development studies, or a related field.
• Formal training in KoboToolbox/ODK, Advanced Excel, Power BI, SQL, GIS, statistical software, qualitative analysis, data protection, or research methods.
• Training or experience related to PIIRS, results-based reporting, project cycle management, or partner data systems.

• Experience with Power BI or other dashboard and data visualization tools.
• Experience supporting partner-led programming and strengthening partner data collection/reporting systems.
• Experience with PIIRS or similar global/organizational annual reporting systems.
• Experience supporting multi-sectoral portfolios, including protection, livelihoods, cash assistance, food security, WASH, shelter, health, or community-based interventions.
• Familiarity with humanitarian coordination systems, sector reporting, 4Ws, GIS mapping, or information management standards.
