Gaza Sky Geeks (GSG), a program of Mercy Corps, is a leading innovation and talent development program that empowers Palestinian youth through technology, entrepreneurship, and workforce development opportunities. Since its establishment, GSG has worked to bridge the gap between local talent and global opportunities by providing technical training, mentorship, employability support, freelancing pathways, and access to local and international markets. The MEL officer will be an integral part of Mercy Corp’s Monitoring, Evaluation and Learning (MEL) department, working across all components of Gaza Sky Geeks program, mainly individuals, companies and co-working spaces.
Mercy Corps’s MEL department works to ensure the highest quality designing and implementation of Monitoring, Evaluation and Learning systems across its active programs.
The Position (General Position Summary)
The MEL Officer will be responsible for the implementation of the Monitoring, Evaluation and Learning (MEL) activities under Gaza Sky Geeks program.
He/she will be responsible for providing technical assistance on MEL and developing successful mechanisms for effective implementation and continuous improvement of monitoring and evaluation plans and systems in line with the Mercy Corps and donors’ MEL policies. The MEL Officer will be responsible for establishing the required M&E plans and systems, developing tools, facilitating the data collection process, and conducting analysis for impact measurement and learning purposes. Additionally, the MEL Officer will ensure the proper implementation of Mercy Corps MEL policy.
Essential Responsibilities
Support the implementation of Mercy Corps’s MEL policy under the Gaza Sky Geek (GSG) program and ensure adherence to all MEL minimum standards by providing guidance, the needed templates, and technical input.
Ensure the implementation of M&E requirements, systems and best practices by GSG team members.
Support the development of M&E Plans, M&E tools, methodology, data analysis, and other directions required for assessing the impact of GSG program.
Ensure Logframes and data collection tools capture key donors’ requirements
Ensure the highest quality of data collection in the field and understand flow of data from field to program and MEL teams.
Administer GSG data management systems and visualization platforms.
Ensure that the program’s baseline, endline and follow-up forms are collected as per the data collection timeline.
Conduct continuous data analysis to provide real-time insights on different activities.
Provide relevant training to data collection enumerators to ensure accurate and precise collection of the needed data.
Prepare all needed documents related to MEL data collection activities including but not limited to (contractual work, tool design, mobiles preparation, enumerators distribution, payment, etc.).
Ensure collecting all Mercy Corps global and donor disaggregated data by ensuring proper data collection design.
Work closely with other team members to maintain up-to-date program participants database with all needed information
Regularly report any key issues of monitoring and evaluation to the MEL Manager
Attend weekly GSG meetings
Participate and lead in the design and production of research and learning pieces
Provide data-driven insights and recommendations to support decision makers in improving program design, implementation, operational efficiency, and documentation practices.
Represent key findings during reflection sessions, quarterly review meetings, and one on one meetings with GSG program managers.
Commit to and support all efforts towards accountability, specifically to participants and adhere to the code of ethics and policies of Mercy Corps
Any other duties as required by the country MEL Manager.

متطلبات الوظيفة:Minimum Qualification & Transferable Skills
Bachelor’s degree in business administration, project management, economic development, engineering, or any related field.
4+ years proved experience in Monitoring and Evaluation in INGO/development funded projects.
2+ years of experience in supervising and leading data collection.
2+ years of experience in working with quantitative and qualitative data collection and analysis.
High proficiency in using MS Office, especially Excel, database management and statistics packages, Google Apps, Google Analytics and Power BI
Excellent Experience in data treatment, collection, analysis and visualizations
Experience in designing data collection tools
Experience in writing success stories and lessons learned
Excellent technical reporting skills
Fluency in spoken and written of English and Arabic languages is required
Ability to interact effectively with international and national personnel, as well as with project partners and community members.
Ability to conduct oneself with sensitivity and respect toward others
