Position: Health Project Officer

Contract Duration: 6 months - extension upon funding

Location: West Bank/ Ramallah

INTRODUCTION
Join Humanity & Inclusion (HI) as a Health Project Officer and contribute to implementing inclusive health and rehabilitation services across the West Bank.
In this role, you will support project implementation, partner coordination, and follow-up of activities in rehabilitation, MHPSS, and humanitarian inclusion. You will help improve service delivery, referral systems, and evidence-based programming that directly impacts vulnerable communities.

OBJECTIVE OF THE POSITION:
The Health Project Officer reports to the Health Project Manager and provides operational, coordination, partnership, and MEAL follow up for Humanity & Inclusion health projects in the West Bank. The role contributes to the timely and quality implementation of multisectoral projects, including integrated rehabilitation with MHPSS and Inclusion of Humanitarian Action. The role supports partner contract follow-up, service and actor mapping, partner oversight, and MDRTF coordination in close collaboration with the Rehabilitation Technical Officer, and field-level CBA (Community Based Agent/ Volunteer) support in close collaboration with the Referral and Accountability Officer. The position requires structured follow-up, strong documentation, proactive coordination with partners and stakeholders, and close collaboration with technical, MEAL/IM, finance, logistics, HR, and support services to ensure that project deliverables, targets, evidence, and compliance requirements are met in line with HI standards.

Responsibilities/ Missions:
Responsibility 1: Health Project Implementation & Operational Follow-Up

Support the Health Project Manager in preparing, updating, and following up project workplans, activity timelines, field schedules, implementation trackers, and action plans.
Coordinate day-to-day follow-up of health activities, including multidisciplinary rehabilitation, MHPSS, assistive devices, mobile outreach, assessments, trainings, referrals, and community-based activities.
Track implementation progress against agreed outputs, targets, indicators, and contractual timelines, and flag delays, risks, underachievement, or bottlenecks requiring management action.
Support the preparation, facilitation, documentation, and follow-up of trainings, assessments, workshops, partner meetings, field visits, and project review sessions.
Support the implementation of project work plan with partner related to operational and technical aspect in coordination with Rehabilitation Technical Officer for technical activity
Coordinate with technical specialists, MEAL/IM, finance, logistics, HR, and field teams to ensure resources and support services are aligned with activity implementation needs.
Ensure activity files, means of verification; attendance sheets, partner reports, meeting minutes, trackers, and technical documents are properly archived for reporting, audit, and learning purposes.
Responsibility 2: Partnership Management, Contract Follow-Up, Oversight & Mapping

Maintain regular operational coordination with health partners, rehabilitation facilities, hospitals, community-based organizations, OPDs, service providers, and relevant public authorities.
Support the Project Manager in preparing and following up partner contracts, MoUs, Letters of Agreement, amendments, partner workplans, deliverables, reporting schedules, and payment-related documentation.
Monitor partner implementation against agreed targets, timelines, quality standards with support of the Rehabilitation Technical Officer, budgets, reporting requirements, and means of verification, and escalate concerns to the Project Manager when corrective action is required.
Maintain and update partnership trackers covering contract status, deliverables, reporting deadlines, indicators, payment milestones, documentation gaps, and follow-up actions.
Coordinate and regularly update service and actor mapping for health, rehabilitation, MHPSS, assistive devices, protection, OPDs, and other specialized services relevant to project beneficiaries.
Support partner capacity and needs assessments, mapping of gaps, and documentation of partner strengths, risks, and operational constraints to inform project planning, proposal development, and coordination decisions.
Review the Technical Officers partner plan, field visit and reports with partner regularly in coordination with Project Manager and Technical specialist
Responsibility 3:  Contribute to Partnership Engagement and Field Coordination

Support coordination and networking with partners and relevant stakeholders to gather inputs, understand emerging needs, and identify collaboration opportunities.
Consolidate field information, partner feedback, service gaps, and lessons learned from ongoing Health Department activities.
Provide practical inputs on partner coverage, referral pathways, CBA deployment, coordination mechanisms, and implementation feasibility.
Prepare concise briefs, tables, and notes to support internal discussions and decision-making.
Responsibility 4: MDRTF Coordination, External Coordination & Information Sharing

Support the coordination and operational follow-up of the Multidisciplinary Rehabilitation Task Force (MDRTF) in close coordination with the Health Project Manager, technical team, MoH, and task force members.
Prepare MDRTF meeting agendas, invitations, presentations, minutes, action point trackers, attendance records, and follow-up communications with members.
Support MDRTF-led mapping exercises, referral pathway updates, SOP/tool development, situational analysis inputs, partner data collection, and consolidation of member feedback.
Facilitate information sharing between HI, MoH, Health Cluster, Protection actors, rehabilitation stakeholders, OPDs, and partner organizations to strengthen coordination and avoid duplication.
Track MDRTF action points and support follow-up with participating organizations to improve referral coordination, service continuity, disability inclusion, and emergency rehabilitation preparedness.
Represent the Health Department in technical or coordination meetings when delegated and provide clear summaries, decisions, risks, and required follow-up to the Project Manager.
Responsibility 5: CBA Support, Referral Coordination & Field Quality Follow-Up

Support planning, organization, and follow-up of Community-Based Agent (CBA) engagement, including mapping, deployment planning, activity schedules, reporting tools, trainings, refreshers, and field follow-up.
Coordinate with the Referral and Accountability Officer to ensure CBAs understand and correctly apply referral pathways, safe identification practices, accountability mechanisms, safeguarding principles, and documentation requirements.
Follow up with CBAs, social workers, partner focal points, and mobile/outreach teams to ensure timely identification, basic screening, referral documentation, case follow-up, and feedback to relevant project staff in coordination with the Rehabilitation Technical Officer
Compile and review CBA activity reports, field observations, referral data, attendance records, and documentation, and flag quality gaps, training needs, or operational constraints.
Support coaching and practical guidance to CBAs on respectful communication, disability inclusion, prioritization of cases, harmonized forms, data protection, and safe community engagement.
Ensure CBA-supported activities are coordinated with partner facilities and HI teams so that community outreach contributes to service access, continuity of care, and accurate project reporting.
Responsibility 6: MEAL, Data Management, Reporting, Learning & Cross-Cutting Duties

Collect, verify, clean, compile, and update project data related to beneficiaries, service delivery, referrals, assistive devices, trainings, partner outputs, MDRTF activities, CBA activities, and indicators.
Maintain project databases and trackers using Excel, SurveyCTO, PMBox, and other agreed information management systems, ensuring data is disaggregated by sex, age, disability, location, and other required categories.
Produce regular internal updates, partner follow-up summaries, tables, graphics, and reporting inputs for donor reports, cluster updates, project reviews, and management follow-up.
Contribute to MEAL plans, indicator matrices, monitoring calendars, assessment forms, beneficiary databases, accountability follow-up, lessons learned exercises, case studies, and success stories.
Apply safeguarding, PSEA, child safeguarding, protection, gender, age, disability inclusion, confidentiality, and responsible data management principles across all activities.
Contribute to emergency preparedness and response by supporting referral continuity in collaboration with the Referral and Accountability Officer, partner readiness in collaboration with the Rehabilitation Technical Officer, CBA mobilization, service mapping updates, and rapid adaptation of working arrangements during escalations.

Job Requirements

Education Qualifications:
Bachelor's degree in public health, rehabilitation sciences, nursing, social sciences, international development, project management, or another relevant field. A master's degree would be an added value
Training or certification in project cycle management, MEAL, partnership management, proposal development, safeguarding, disability inclusion, case management, emergency rehabilitation, or humanitarian coordination is a strong asset.
Experience:

Minimum 2–3 years of experience supporting health, rehabilitation, disability inclusion, humanitarian, or development projects.
Experience supporting partner coordination, contract follow-up, partner reporting, service mapping, field monitoring, and documentation of partner deliverables is an asset.
Experience with concept notes, logframes, donor reporting, modification requests, or project design processes is an asset.
Experience working with coordination platforms, technical working groups, task forces, public authorities, local partners, OPDs, or health service providers.
Experience supporting community-based outreach, CBAs (Volunteers), referral pathways, assessments, trainings, and field-level follow-up.
Knowledge of the West Bank health and rehabilitation context, including emergency rehabilitation, MHPSS, assistive device needs, referral gaps, and access constraints, is an asset.
Skills & Competencies:

Excellent planning, prioritization, coordination, and follow-up skills, with strong ability to manage multiple deadlines, trackers, deliverables, and operational details.
Strong documentation and contract follow-up skills, including ability to organize partner files, MoVs, reports, meeting minutes, action points, and evidence for audit and donor compliance.
Good skills in Excel, Word, PowerPoint, SurveyCTO, PMBox, Power BI, and/or other information management tools.
Very good analytical skills, attention to detail, and ability to transform field data into clear summaries, dashboards, tables, graphics, and action-oriented recommendations.
Excellent written and spoken English and Arabic; French is a plus.
Strong communication and coordination skills with partners, technical teams, MEAL/IM, support services, local authorities, community actors, and task force members.
