Women's Voice, Leadership, and Impact Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: Gaza - Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
The Women’s Voice, Leadership & Impact Officer, based in Ramallah, will support the implementation and technical advancement of CARE Palestine’s women and girls equality programming, with a particular focus on women’s leadership, Women Lead in Emergencies (WLiE), civil society strengthening, social norms transformation, advocacy, and collective voice initiatives across the Women Equality & Empowerment portfolio. Under the supervision of the WEE Team Lead, the Officer will coordinate selected activities with women-led and women-rights organizations, and community groups to ensure project deliverables are achieved. The Officer will provide inputs across assigned interventions and support planning, field visits, grantee follow-up, implementation tracking, grants coordination, compliance documentation.
This positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.
Responsibilities:
1) Women’s Leadership, Participation and WLiE Technical Implementation (35%)
• Coordinate the implementation of project activities and partner activities related to civil society, Women Lead in Emergencies (WLiE), and related women empowerment interventions under CARE Palestine’s Women Equality & Empowerment portfolio.
• Coordinate the scheduling, and follow-up of participant action plans and community-based leadership initiatives.
• Coordinate Community Groups' granting process with - calls for participation, outreach, participant engagement, and onboarding processes.
• Implementation follow-up with women leaders, community groups, and participating stakeholders to ensure agreed milestones, deliverables, and timelines are met.
• Draft and review guidance documents relevant to civil society WLiE interventions.
• Review facilitation materials, activities, and selected programmatic documents to ensure relevance, quality, and alignment with CARE’s women and girls equality approach.
• Conduct regular field visits and accompaniment to women groups and supported interventions to monitor progress, identify challenges, and support timely action.
2) Civil Society Strengthening and Grantmaking (35%)
• Coordinate civil society strengthening with women-led and women-rights organizations, including organizational capacity accompaniment, peer learning activities, technical workshops, and collective learning events.
• Serve as a close accompaniment focal point for women-led and women-rights organizations and networks, providing ongoing organizational capacity strengthening support, responsive technical guidance, tailored follow-up, and relationship management throughout the implementation cycle.
• Coordinate the preparation, facilitation, and follow-up of Steering Committee meetings.
• Coordinate the rollout of calls for proposals and thematic opportunities.
• With the Grants team, coordinate grantee selection reviews, onboarding sessions, and grant award preparations under assigned interventions.
• Coordinate programmatic follow-up of grantee contractual milestones, deliverables, documentation, and implementation compliance in coordination with the Grants team and relevant project managers.
• Identify emerging programmatic opportunities and propose thematic initiatives that strengthen women’s voice, leadership, collective agency, and social impact across ongoing interventions.
• Coordinate with relevant Women Equality & Empowerment staff to ensure synergy between women’s leadership, women economic justice, SRHR/GBV, and social impact initiatives.
• Facilitate safe and meaningful engagement between women leaders, civil society actors, community stakeholders, and relevant external actors as needed.
3) Financial, Compliance, Documentation and Internal Coordination (25%)
• Maintain organized implementation trackers, partner follow-up matrices, consultant deliverable trackers, grant documentation files.
• Ensure timely compilation, filing, and archiving of project documents in line with CARE and donor requirements.
• Prepare payment requests, procurement packages, grant-related supporting documents, and other operational submissions required for timely implementation.
• Follow Women's Voice and Leadership project's BVA tracking and planning
• Contribute to monthly updates, narrative reporting inputs, donor annexes, and internal implementation summaries as requested.
• Document lessons learned, implementation challenges, field observations, and adaptive recommendations to inform ongoing program improvement.
• Coordinate planning, internal processing, and follow-up with procurement, logistics, finance, grants/compliance, communications, and other internal support teams to ensure timely implementation and compliance readiness.

Requried:
• Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Community Development, or any related field, or equivalent combination of education and work experience.
• In-depth knowledge of civil society strengthening, women’s leadership, women empowerment, and women and girls equality programs and approaches.
• Minimum 4 years of relevant professional experience working with civil society actors, women-led and women-rights organizations, and community-based initiatives in Palestine or similar fragile contexts.
• Demonstrated experience in women and girls equality programming, women’s leadership, feminist organizational development, civil society strengthening. Experience supporting or coordinating grants, grantee accompaniment, and partner relationship management.
• Demonstrated experience reviewing technical documents, Terms of Reference, activity concepts,or other programmatic Excellent facilitation, coordination, partnership-building, and stakeholder engagement skills.
• Strong organizational and planning skills with the ability to manage multiple priorities, operational requirements, and deadlines while delivering quality results under pressure.
• Strong written and verbal communication skills in both Arabic and English.
• Strong commitment to women and girls equality, diversity, inclusion, and social justice.
• Proven ability to work collaboratively within multidisciplinary and diverse teams.
Desired:
• Master’s degree in Gender, Development, Social Policy, Community Development, or any other relevant field is an asset.
• Additional professional training in women empowerment, gender equality, civil society strengthening, advocacy, facilitation, or participatory community development is an asset.
• Proven ability to coordinate and harmonize ideas, inputs, and implementation approaches within multidisciplinary teams and with external stakeholders.
• Familiarity with Women Lead in Emergencies (WLiE) approaches, women’s leadership programming, feminist participatory methodologies, and/or working in emergency or fragile contexts.
• Familiarity with civil society strengthening, and organizational capacity development initiatives.
• Strong understanding of localization, power analysis, intersectionality, and women-centered empowerment approaches.
• Experience designing, facilitating, or delivering women’s leadership, empowerment, or capacity-building trainings.
• Experience working within donor-funded development or humanitarian projects and familiarity with donor reporting, MEAL systems, and learning frameworks.
