Monitoring, Evaluation, and Learning Officer

The Palestinian NGO Network (PNGO) is seeking a qualified Monitoring, Evaluation, and Learning Officer to work at its Ramallah office. 

Job Title: Monitoring, Evaluation, and Learning Officer.

Employer: Palestinian NGO Network (PNGO).

Location: Palestinian NGO Network (PNGO) Office/ West Bank

Contract Type: Part-time (60%) - Three working days a week.

Contract Duration: One year, renewable.

Reports to: Program Managers /PNGO Director.

Background on PNGO:
The Palestinian Non-Governmental Organizations Network (PNGO) is the largest umbrella body for ‎Palestinian CSOs, established in 1993 and encompassing 150 member organizations. PNGO upholds the ‎principles of democracy, social justice, and sustainable development, working to strengthen and ‎consolidate Palestinian civil society through coordination, policy engagement, and implementation of ‎strategic initiatives with member organizations and networks.‎

PNGO is seeking to hire a Monitoring, Evaluation and Learning Officer to be part of the network programs’ team at PNGO Ramallah office. ‎

The Monitoring, Evaluation and Learning Officer will ensure that programs activities and processes run optimally, and that excellent coordination and communication are maintained with all relevant stakeholders.

Key Roles and Responsibilities:
Design and Implement the Monitoring, Evaluation, and Learning (MEL) System
Develop and implement comprehensive MEL plans, indicators, and tools to track programs’ progress and strategic plans, including managing program data, information, and reports.
Provide technical support to team members and partners to ensure the effective integration of the MEL system.
 
Program Information Management
Track programs’ outputs and results, verify and compile data, and maintain an up-to-date database. Prepare follow-up reports. And evaluations and supporting documentation.

Capacity Building and Training
Enhance the capacity of staff and partners in monitoring, evaluation, and learning (MEL) through training, skills development, and support for data collection, reporting, and the proper use of MEL tools.

Quality Assurance
Ensure the quality of evaluation reports, baseline studies, assessments, and program strategies through review processes and the implementation of quality control procedures.

Reporting and Knowledge Management
Prepare periodic monitoring and evaluation reports and standardized organizational reports, document lessons learned, best practices and case studies, and ensure the integration of knowledge into program improvements.

Follow-up and Coordination

Conduct field visits, participate in internal and external follow-up tasks, and cooperate closely with the team and stakeholders to ensure quality implementation and consistency of interventions.
متطلبات الوظيفة:
Minimum Qualification and Competencies:

BA in relevant field with at least three years of experience in humanitarian and/or developmental NGO in designing, implementing and overseeing MEL related tasks.
Demonstrated experience in project cycle management, monitoring project activities, data collection and analysis, and related reports writing.
Demonstrated experience in quantitative and qualitative data collection and analysis, with strong statistical skills.
Knowledge of accountability initiatives, information sharing and complaints response mechanisms.
Able to work in a team, well organized, flexible, and highly motivated.
Good interpersonal, communications, and facilitation skills.
Good experience of Microsoft applications and managing database software.
Working knowledge of the English language along with writing and communication skills.
