Position:                              Senior MEAL Manager (Deputy Country MEAL Manager)

Contract duration:            6 months (renewable based on fund)

I. Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

II. Country Profile

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Deputy MEAL Manager for its humanitarian operations in West Bank.

III. Position Profile

Line Management and Capacity Building of Senior MEAL Officers
Support in workplan development for MEAL activities and oversee the implementation of MEAL activities within areas of focus;
Provide ongoing technical support and capacity building to MEAL staff within areas of focus;
Conduct staff appraisals and provide recommendations to MEAL Manager on staff retention and/or progression.

Oversee the implementation of MEAL Activities across designated areas of focus within the Country Office
Develop and manage Country-level MEAL Workplan;
Lead in resource mobilization for MEAL activities, coordinating with HR and logistics departments as needed;
Develop and update data collection templates and ensure the appropriate tools are in place for all MEAL activities occurring within designated area of focus;
Develop TORs for all MEAL activities, including guidance sampling strategy, timelines, and workplanning and resource mobilization.

Support in donor reporting and proposal writing;
Support MEAL Manager in regular internal and donor reporting, as requested;
Support in proposal writing, as requested


Lead in data analysis and Learning activities;
Develop PowerBI dashboards and Excel databases to ensure that data collected by Area staff can be analysed in real time;
Support in MEAL reporting processes, including PDM reports, assessment reports, and project updates;
Assist in turning MEAL data into programmatic learning at area and country level.


Support development and implementation of MEAL Strategy across the country
Work with the MEAL Manager to develop country-level MEAL strategies and approaches;
Ensure that country-level strategies are down-streamed to base level and incorporate base-level findings into strategy updates.

IV. Qualifications:
Bachelor degree in international relations, project management, statistics or relevant degree.
At least 7 years of experience in a similar role;
Professional experience in data collection, analysis and reporting;
Strong ability to work and manage people independently;
Flexibility and adaptability to daily ever-changing needs and responsibilities;
Demonstrated understanding and experience with humanitarian monitoring and evaluation including key institutional and foreign donors.
Excellent organizational, communication and interpersonal skills;
Fluency in Arabic and English
Experience in professionally managing staff and leading teams;
Experience in remote management;
Data visualization experience using Power BI;
Willingness to learn;
Personal dedication and passion towards the work;
