Organization: Agricultural Development Association (PARC)
Duty Station: PARC Main Office – Ramallah, with field visits to Tulkarem Governorate as required
Reports to: Shelter Program Manager
Contract Type: Project-Based Contract
Duration: Based on project timeframe, with potential for extension based on performance and funding availability
Coordinates with: Project Manager, Site Engineers, Social Worker/Social Mobilizer, MEAL staff, Procurement Officer, Finance staff, contractors, and relevant project stakeholders

Job Purpose Summary and Objectives
The Office Engineer is responsible for providing technical and engineering support for the implementation of PARC's shelter rehabilitation project in Tulkarem Governorate.

The position serves as the main office-based technical coordination and documentation function, ensuring that technical assessments, Bills of Quantities (BoQs), drawings, specifications, contractor documentation, variations, progress records and completion documents are accurate, complete, consistent and properly controlled throughout the project cycle.

The Office Engineer will work closely with the Project Manager, Shelter Program Manager and Site Engineers to translate field assessments and site information into technically sound and auditable project documentation, support procurement and contracting processes, monitor implementation progress against approved BoQs and workplans, and consolidate technical information required for payments, reporting, handover and project closure.

The role does not replace the Site Engineers' responsibility for direct site supervision; rather, it provides the technical control, documentation, consolidation and office-to-field coordination necessary to support effective implementation.

Roles and Responsibilities
The Office Engineer will be responsible for:

Reviewing, consolidating and maintaining technical assessments, BoQs, drawings, specifications and engineering documentation.
Supporting the finalization of shelter-specific rehabilitation scopes based on field assessments.
Ensuring consistency between approved technical documents, procurement documents, contractor submissions and implemented works.
Maintaining systematic tracking of rehabilitation progress for all targeted shelters.
Supporting technical aspects of procurement, tendering, contracting and contractor evaluation.
Reviewing and documenting variations, additional works, omissions and changes to approved rehabilitation scopes.
Supporting preparation and verification of contractor payment documentation based on certified progress.
Consolidating technical reporting information from Site Engineers.
Maintaining complete technical files for each rehabilitated shelter.
Supporting final inspection, completion documentation and handover processes.
Ensuring technical documentation supports compliance with applicable Shelter Cluster minimum standards, PARC procedures and donor requirements.
Main Tasks and Duties
Project implementation
Support the Project Manager and Shelter Program Manager in translating the approved project workplan into detailed technical implementation schedules.
Maintain a master technical tracker covering all targeted shelters and their implementation status.
Track each shelter through the main technical stages, including:
assessment, BoQ preparation, approval, tendering/contracting, commencement, implementation, variation where applicable, completion, inspection and handover.
Follow up regularly with Site Engineers regarding implementation progress, outstanding technical issues and required documentation.
Consolidate field information into weekly and monthly technical progress summaries.
Monitor planned versus actual rehabilitation progress and identify delays or bottlenecks requiring management attention.
Maintain an organized filing and document-control system for all engineering documentation.
Coordinate office-based technical activities with the implementation schedule to prevent delays to procurement, contracting or field works.
Support preparation of technical action plans where implementation progress deviates from the approved schedule.
Technical Oversight
Review technical assessments prepared by Site Engineers for completeness, consistency and conformity with the approved rehabilitation scope.
Review and consolidate household-specific Bills of Quantities (BoQs), ensuring that quantities, specifications, units and descriptions are technically clear and internally consistent.
Review drawings, sketches and other technical documentation where required.
Verify that proposed rehabilitation works remain within the project's defined scope, including, as applicable:
roofing and waterproofing;
doors and windows;
flooring;
electrical and safety works;
basic WASH-related repairs;
privacy partitions;
ventilation;
winterization measures; and
reasonable accessibility adaptations.
Support Site Engineers in resolving technical queries arising during implementation.
Review contractor technical submissions, material information, shop drawings or samples where applicable.
Maintain updated records of approved specifications and technical standards.
Ensure that major reconstruction or serious structural deficiencies identified by field engineers are escalated and are not inadvertently incorporated into rehabilitation works outside the project's approved scope.
Cross-check quantities reported from the field against approved BoQs and authorized changes.
Review completed-work quantities submitted by Site Engineers before incorporation into payment or completion documentation.
Support technical quality assurance by identifying discrepancies between approved scopes and implementation records.
Donor Compliance & Reporting
Ensure that technical documentation is complete and traceable in accordance with PARC and applicable oPt HF requirements.
Maintain a complete technical file for each beneficiary shelter, including as applicable:
technical assessment;
approved BoQ;
drawings/sketches;
photographs;
approved modifications;
variation documentation;
progress records;
inspection records;
completion documentation; and
handover records.
Consolidate technical progress information for monthly, interim and final project reporting.
Prepare technical tables and summaries showing shelters started, under implementation, substantially completed and formally handed over.
Support reporting against relevant project indicators, particularly the number of shelters rehabilitated to minimum Shelter Cluster standards.
Ensure technical reporting figures are consistent with field records, contractor records and project databases.
Support preparation of documentation requested during donor monitoring visits, audits and spot checks.
Assist with compilation of before/during/after photographic documentation while ensuring applicable consent and data-protection requirements.
Support the Project Manager in documenting technical challenges, corrective actions, implementation delays and lessons learned.
Coordination & Representation
Maintain close daily coordination with the two Site Engineers responsible for field supervision.
Coordinate with the Project Manager regarding implementation priorities, delays, technical issues and contractor performance.
Liaise with contractors on technical documentation, schedules, material submissions, approved changes and outstanding requirements, as authorized by the Project Manager.
Coordinate with the Social Worker/Social Mobilizer where beneficiary concerns affect shelter design, privacy, accessibility or implementation arrangements.
Provide technical information required by MEAL staff for monitoring and indicator verification.
Participate in technical and project coordination meetings as required.
Support preparation of technical information for Shelter Cluster or donor discussions when requested by the Shelter Program Manager.
Protection, Accountability & Safeguarding
Ensure technical designs and documentation appropriately incorporate identified protection, gender, age and disability considerations.
Reflect agreed household-specific measures relating to privacy, secure doors and locks, lighting, WASH access and accessibility in relevant BoQs and technical documentation.
Ensure modifications requested by beneficiaries are technically reviewed and documented before implementation.
Support reasonable accessibility adaptations such as ramps or level access, handrails, safer/wider doorways, threshold adjustments and accessible WASH arrangements where identified and technically feasible.
Ensure that technical documentation containing beneficiary information is handled confidentially and shared only with authorized personnel.
Apply data-minimization principles when maintaining household technical files.
Ensure contractors' technical documentation and implementation arrangements remain consistent with PARC's safeguarding, PSEA and respectful-conduct requirements.
Immediately report any safeguarding, protection or contractor-conduct concerns observed or communicated through technical implementation to the appropriate designated focal point.
Ensure that no beneficiary is requested to pay for, contribute to or otherwise compensate contractors or project personnel for approved rehabilitation assistance.
Risk & Security Management
Identify technical risks that may affect quality, cost, schedule or safe completion of rehabilitation works.
Monitor technical implications of material shortages, substitutions, price fluctuations and contractor delays.
Ensure proposed material substitutions are technically reviewed and formally approved before use.
Maintain an accurate record of variations and prevent unauthorized scope changes.
Flag significant deviations in quantities, specifications, progress or workmanship to the Project Manager and Shelter Program Manager.
Support contingency planning and work resequencing where access or security constraints affect implementation.
Coordinate with Site Engineers to ensure work is not certified where workmanship or materials fail to meet approved requirements.
Ensure documentation of defects and follow up on corrective works before final acceptance.
Support maintenance of clear segregation between technical verification, procurement approval, and financial payment processes.
Follow PARC security and movement procedures during any required field visits to Tulkarem Governorate.
