Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation.

To support the supply activities of all sections of Médecins Sans Frontières (Belgium, France, Holland and Spain) operating in Palestine, the organisation is recruiting for its Jerusalem/Al Bareed office a: SUPPLY ACTIVITY MANAGER

Main purpose of the position
Defining, coordinating and monitoring the activities related to Supply Chain (Procurement, Deliveries, and Stock management) according to MSF protocols, standards and procedures in order to ensure an optimal running of the mission/project.

Main Responsibilities
In collaboration with the Deputy Supply Coordinator, defining the supply activities and planning the budget for the area of the supply activities under his/her responsibility in order to identify and optimize the response to the needs of the mission.
Monitoring the implementation of the project of the supply activities ensuring compliance with MSF standards, protocols and procedures, and reporting to the Deputy Supply Coordinator on the development of the supply activities under his/her responsibility. This can include one or more of the following areas:
Procurement: Defining, coordinating and monitoring all procurement activities related to local, regional and international purchases of goods, transport, subcontracted works and services for the mission.
Deliveries: Defining, coordinating and monitoring all activities related to the deliveries from the HQ and the suppliers.
Stock Management: Defining, coordinating and monitoring all Warehouse and Stock Management activities in the Mission.
Any other supply activities
Planning, coordinating and supervising the daily activities of the Supply department
Ensuring technical support for his/her area of activity and providing coaching to staff under his/her responsibility
Evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities), manages the different supply teams in the coordination and participates in the selection, the follow-up (training-coaching) and evaluation of the staff under his/her supervision
Participating in monthly reports according to the guidelines
Performing delegated tasks according to his/her specialty and as specified in his/her job description
Specific Accountabilities
Manage local medical and non-medical procurement in line with MSF procedures, ensuring timely order processing, supplier follow-up, and resolution of backorders, delays, and quality issues.
Prepare and monitor local procurement plans and order chronograms in coordination with the Deputy Supply Coordinator and relevant departments.
Develop and improve supply tracking tools, ensure data accuracy, and analyze KPIs and reports on procurement, back orders, stock levels, and operational performance across all OCs.
Ensure effective communication and coordination with projects and teams under the Intersectional Supply MoU.
Support partner organizations with procurement applications, orders, documentation, and operational follow-up.
Supervise three staff members, ensuring task allocation, performance monitoring, and backup coverage, while supporting warehouse operations when needed.
Conduct supplier visits as required in Tel Aviv, East and West Jerusalem, and the West Bank.

Job Requirements
Education: Bachelor’s or equivalent, desirable supply chain management or related studies, procurement, or certificate in clearing and forwarding or related fields

Experience:

Essential at least three years of working experience in related activities
Essential previous experience with supervising staff
Desirable previous experience with MSF Logistics or Supply Department or other NGOs, and working experience in developing countries
Languages: Excellent command of English and Arabic

Knowledge: Computer literacy Microsoft Word, Excel, SharePoint. Reporting and analytical skills.
