Contract Type: Full-time (40 hours per week), 1-year fixed term contract with possibility of renewal based on funding and performance. This is a national position.

Job Description:

Job Title:  Program & Partnership Manager

Grade: 8

Reports to: Country Director

Location: Ramallah, Palestinian Territories

Direct Reports: Project Manager (s)/ Project Officer (s)

Department: Global Program Unit/Country offices

Purpose:

The Program and Partnership Manager leads the design, planning, and implementation of while focusing on partnership development, management, and donor compliance.

Accountability & Responsibilities:

Program management (30%): Support the strategic planning, design, and oversight of all in-country programs, and aligning strategies, partnerships, and resources with children and young people’s needs, organizational priorities, donor requirements, and country strategic goals. Translate strategy into actionable operational plans and budgets, guiding teams to manage risks, ensure compliance, and deliver timely, sustainable, scalable and high-quality programs, with appropriate risk planning and mitigation measures. Contribute to business development and resource mobilization efforts, including identifying funding opportunities, cultivating donor and partner relationships, and leading or supporting the development of high-quality proposals and concept notes aligned with country priorities and organizational strategy.
Partnership management (30%): Build and manage strong partnerships with governments, civil society organizations, and project partners to foster collaboration, share capacity and ensure sustainable program delivery. Represent the organization externally while strengthening existing partnerships and identifying new partners to expand reach, visibility, and impact.
Program quality and learning (15%): Ensure consistent, high-quality implementation of country programs by strengthening MEL practices at project level and ensuring compliance with organizational and donor standards. Support and coach program teams to apply quality programming approaches in their day-to-day work, embedding learning and reflection into implementation cycles. Use monitoring data, reporting, and lessons learned to identify gaps, address risks, and continuously improve program delivery and outcomes within the country portfolio.
Financial & Operational Risk Management (15%): Oversee program budgets and financial management, ensuring resources are effectively planned, monitored, and utilized in compliance with organizational and donor requirements. Collaborate with finance teams to support accurate financial reporting and effective resource allocation. Lead programmatic risk assessment, contingency planning, and emergency preparedness efforts, working closely with the Country Director and relevant security and operations colleagues to identify and mitigate risks related to security, access, and operational disruptions. Support teams and partners to adapt programming and maintain continuity of operations in response to evolving conditions, prioritizing the safety and well-being of staff and program participants
Policy and advocacy (5%): Drive policy implementation and advocacy to promote child-centred, safeguarding, and gender standards in programs.
Safeguarding and organizational compliance (5%): Ensure organizational policies and standards related to child safeguarding, gender equality, disability inclusion, and protection are consistently integrated into program design, implementation, and partnerships. Support program teams and partners to understand and adhere to these standards, identify and address compliance gaps, and promote safe, inclusive, and accountable programming.

This is a country level role that has an oversight on overall program planning and implementation, program quality & partnership management in country.

Leadership and Staff Management:

Ensures the program team has a clear understanding of their roles, responsibilities, and accountabilities, and provides strategic leadership, guidance, and performance oversight to ensure effective program delivery and alignment with organizational objectives.

Information Requirement for Decision-Making:

Requires accurate programmatic, financial, MEL, and stakeholder data to support planning, compliance, risk management, and effective program delivery.

Innovation and Improvements:
Leads continuous improvement by identifying innovative approaches, strengthening systems and processes, and integrating lessons learned to enhance program quality, efficiency, and impact.

Relationships & Communications: Internal / External:

Internally: gets guidance from the Country Director; collaborates with Program, Impact, Finance and P&C teams to design, implement, and evaluate programs; coaches the project team to effectively implement program activities. Externally: engages with government officials, local partners, community stakeholders to maintain positive relations for localized program implementation.

Expertise (Certifications / Education, Professional Experience):

a minimum of 8 years of experience in program and partner management within international development, preferably in education, education in emergencies, psychosocial support (PSS), or other child-centered programming.
Experience engaging and collaborating with government stakeholders, donors, implementing partners, and civil society organizations.
Demonstrated skills in project planning, proposal development, donor reporting, resource mobilization, and partnership development.
Demonstrated experience managing and supporting teams, including remotely.

Additional Information:   Ability and willingness to travel within project’s locations, as security conditions, access restrictions, and operational requirements permit, with potential international travel.
