الوصف الوظيفي:
The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified IT Data Analyst Expert under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Labor.

Introduction 
The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the World Bank, in the amount of US$60; with US$40 million from the Trust Fund for Gaza and West Bank (TFGWB) and US$20 million from the Palestinian Fund for Reconstruction and Development (PFRD) towards the cost of the West Bank and Gaza Social Recovery and Job Creation Project (SRJCP). 

The project development objective (PDO) is to increase employment opportunities for select groups in target areas; and to improve the operational capacity of select government institutions. The project consists of four components: Component 1: Labor-Intensive Infrastructure; Component 2: Support to Women and the Disabled; Component 3: MoFP and PA Capacity Building; and Component 4: Contingent Emergency Response Component (CERC).  

As an element of Component 3 within the PA Capacity Building project, the Ministry of Labour has received technical assistance from the Social Recovery and Job Creation Project - Ministry of Finance and Planning, funded by the World Bank, to support systemic reforms and institutional strengthening, capacity building, and policy development.  

The Ministry of Labour seeks an IT Data Analyst Expert to work on project implementation.  

An individual Consultant shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing dated September 2023 (“Procurement Regulations”). 

Assignment Objective 
Ministry of Labour is considering the selection of a highly qualified IT Data Analyst Expert to be part of the IT Staff responsible for the overall implementation and development of MOL Data analyses tools and provide multiple analyses reports from multiple data sources related to all KPI’s Adopted in MOL under the supervision of the IT General Director at MOL. 

Main Tasks and Responsibilities  
The IT Data Analyst will be responsible for the following tasks: 

To develop, upgrade, and integrate MoL’s data to new analytics interfaces. 
Build KPI’s measure tools. 
Build data extraction tools. 
Build UI / UX graphs tools based on various indicators and classifications. 
Setup Dynamic protocols for data exchange related to KPI’s 
Develop data schema to unified data collection. 
Extracting, Transforming and Loading (ETL) data from/to MS SQL Server based on business stakeholders’ requirements. 
Weekly progress reports and technical documentation. 
Any other tasks carried out by the project director (MoL).  Place of work: 

The IT Data Analyst will work in Ministry of Labour Main buildings. 

Time Frame: 

The duration of the assignment is 12 months with possibility of extension upon satisfactory performance and fund availability.  

The consultant shall work seven hours per day, five days per week and upon employer request

Qualifications & skills:  

BSc/BA in computer science, engineering, or relevant field; MSc/MA will be a plus. 
Proven experience in software development and code writing. 
Experience with software development lifecycles using agile and lean approaches. 
Good leadership, decision-making, and organizational skills. 
Minimum of 3-4 years’ experience in analyzing, developing statistical solutions using C#, .NET Core. 
Experience in Extracting, Transforming and Loading (ETL) data from/to MS SQL Server based on business stakeholders’ requirements. 
Excellent backend skills in creating SQL objects like tables, stored procedures, views, Indexes, triggers, rules, defaults, user defined data types and functions. 
Requires knowledge of C# .Net, Source Control, web Services API REST, SOAP and xml based. 
Proven experience in statistics and Power BI tools or relevant tools. 
Experience with automated testing Experience with agile development methodologies including Kanban and Scrum. 
Knowledge of UX and UI. 
Strong knowledge of coding, testing, and debugging applications. 
Excellent knowledge of technical management, information analysis and of computer hardware/software systems. 
Strong analytical and problem-solving skills. 
Excellent writing and presentation skills. 
Excellent proficiency in English (reading, writing, speaking). 
Knowledge of laws governing the project 
Knowledge of the Palestinian Authority’s administrative and financial procedures is an asset. 
Good moral conduct

Contractual Arrangements

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
