الوصف الوظيفي:
The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified Enterprise & Private Sector Development Officer under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Labor.

The SRJC is financed by the World Bank and implemented under the overall leadership and oversight of the Ministry of Finance and Planning (MoFP), which serves as the coordinating and supervising entity for project implementation. The Project consists of four components: (i) Labor-Intensive Infrastructure, (ii) Support to Women and Persons with Disabilities, (iii) Capacity Building of Selected Government Institutions, and (iv) Contingent Emergency Response Component (CERC).  

Under Component 3 of the SRJC, the Ministry of Labor is receiving technical assistance to strengthen institutional capacity, improve labor market governance, enhance private sector engagement, and support employment policy development. 

In this context and given the critical role of Small and Medium Enterprises (SMEs) in job creation and their vulnerability to economic shocks, the Ministry of Labor is prioritizing interventions aimed at strengthening enterprise resilience, improving productivity, and supporting sustainable private sector-led employment generation. Accordingly, the Ministry seeks to recruit an Enterprise & Private Sector Development Expert to support these efforts as part of its strategic technical assistance program for the period 2026–2028. 

Assignment Objective.
The objective of this assignment is to provide high-level technical expertise to strengthen SME resilience and promote sustainable employment generation within the private sector. 

The Officer will support the Ministry in designing and implementing evidence-based interventions that: Designing and implementing frameworks to protect existing jobs during economic shocks. 
Enhancing enterprise productivity. 
Fostering collaboration with private sector representatives. 
Ensuring sustainable employment generation. 
Any other related tasks as assigned by the Ministry of Labor to support the achievement of its strategic objectives. 
Scope of Work / Main Tasks and Responsibilities

Under the direct supervision of the designated Ministry official, the Expert shall undertake, but not be limited to, the following tasks: 

Job Retention and Wage Subsidy Programs 
Design and oversee wage subsidy and job retention programs. 
Establish monitoring and evaluation mechanisms to measure the impact of wage subsidy interventions on employment stability. 
Enterprise Resilience and Productivity 

Support enterprise resilience and productivity enhancement initiatives. 
Identify structural and operational bottlenecks within key economic sectors and propose targeted policy or programmatic solutions to improve SME sustainability. 
Contribute to strengthening value chains and business development ecosystems. 
Economic Shock Mitigation and Recovery Planning 

Develop business continuity and recovery frameworks to safeguard employment during economic shocks. 
Formulate actionable contingency plans for the labor market in response to crises, ensuring rapid deployment of enterprise support tools. 
Coordination and Stakeholder Engagement 

Coordinate with chambers of commerce and private sector stakeholders. 
Facilitate public-private dialogues to ensure Ministry interventions are aligned with the actual needs of the business community and enterprise owners. 
Ensure alignment between labor market interventions and private sector needs. 
Reporting and Technical Support 

Prepare technical progress updates, concept notes, and deliverables as required by Ministry leadership. 
 Provide technical input to programmed design and implementation. 
Perform any other related tasks assigned by the Ministry of Labor within the scope of the assignment. 
Reporting and Institutional Arrangement: The Enterprise & Private Sector Development Officer will be contracted by the Ministry of Finance and Planning (MoFP) under the Social Recovery and Job Creation Project (SRJC) and assigned to support the Ministry of Labor. 

The expert will work in close coordination with relevant employment, planning, and private sector engagement units within the Ministry.

Required Qualifications and Experience 

The ideal candidate should meet the following minimum qualifications: 

Education 
At minimum, a Bachelor’s degree in one of the following or a related field: 
Economics 
Public Policy 
Labor Studies 
Development Studies 
Statistics 
Business Administration 
Social Sciences 
or any other relevant discipline 
A Master’s degree in a relevant field is considered a strong asset. 

Professional Experience 
At least 5 years of relevant professional experience in employment policy, labor market analysis, public policy, strategic planning, or related fields. 
Demonstrated experience in preparing policy papers, analytical reports, strategic documents, or labor market studies. 
Experience working with government institutions, development partners, or donor-funded programs is highly desirable. 
Familiarity with Palestinian labor market challenges, labor governance structures, and national policy frameworks is a strong asset. 
Technical Competencies 

Strong analytical and policy drafting skills. 
Ability to interpret labor market data and translate evidence into policy recommendations. 
Strong report writing and communication skills. 
Excellent organizational and coordination skills. 
Ability to work independently and within multidisciplinary teams. 
High level of professionalism, integrity, and discretion. 
Languages 

Excellent command of Arabic and English, both written and spoken.

Contractual Arrangements

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
