الوصف الوظيفي:
The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified Human Capital, Digital Skills & Entrepreneurship Development Coordinator under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Labor.
The SRJC is financed by the World Bank and implemented under the overall leadership and oversight of the Ministry of Finance and Planning (MoFP), which serves as the coordinating and supervising entity for project implementation. The Project consists of four components: (i) Labour-Intensive Infrastructure, (ii) Support to Women and Persons with Disabilities, (iii) Capacity Building of Selected Government Institutions, and (iv) Contingent Emergency Response Component (CERC). 

Under Component 3 of the SRJC, the Ministry of Labor is receiving technical assistance to strengthen institutional capacity, improve Labor market governance, support human capital development, enhance digital skills, and advance entrepreneurship development initiatives. 

In this context, following the Government’s decision to consolidate the entrepreneurship mandate within the Ministry of Labour through its dedicated Entrepreneurship Unit, the Ministry is strengthening its role in coordinating and regulating entrepreneurship activities while also promoting human capital development and digital skills enhancement aligned with labor market needs. 

Accordingly, the Ministry seeks to recruit a Human Capital, Digital Skills & Entrepreneurship Development Coordinator to support the design and implementation of integrated interventions aimed at improving employability, strengthening entrepreneurship ecosystems, and aligning workforce skills with current and future labor market demands for the period 2026–2028. 

 Assignment Objective 
The objective of this assignment is to provide high-level technical support to the Ministry of Labour in strengthening human capital development systems, advancing digital skills transformation, and enhancing entrepreneurship ecosystem development. 

The Coordinator will support the Ministry in designing and implementing strategic interventions that: 

Enhancing employability and promoting enterprise creation 
Mapping the national entrepreneurship ecosystem 
Centralizing sector activities under the Ministry's umbrella 
Driving the expansion of the national entrepreneurship portal 
Any other related tasks as assigned by the Ministry of Labour to support the achievement of its strategic objectives 
Scope of Work / Main Tasks and Responsibilities 

Under the direct supervision of the designated Ministry official, the Lead shall undertake, but not be limited to, the following tasks: 

Entrepreneurship Sector Regulation & Ecosystem Development 
Conduct a comprehensive mapping of the entrepreneurship ecosystem stakeholders to identify key players, gaps, and opportunities for collaboration. 
Support and strengthen the Ministry's entrepreneurship programs and ecosystem coordination. 
Align entrepreneurship initiatives with digital transformation priorities and growth sectors. 
 
Digital Skills & Workforce Modernization 
Identify emerging digital skills required in regional and international labor markets. 
Design upskilling and reskilling strategies to modernize the labor force. 
Coordination and Stakeholder Engagement 

Coordinate extensively with private sector tech companies, incubators, accelerators, chambers of commerce, and international development partners. 
Act as a central liaison for the newly established Entrepreneurship Unit in mapping and engaging the broader entrepreneurial ecosystem. 
Centralization of Entrepreneurship Activities 

Establish mechanisms and regulatory protocols to ensure that all entrepreneurship-related events, activities, and initiatives organized by ecosystem stakeholders, NGOs, and the private sector are officially channeled and coordinated through the Ministry of Labour. 
Act as the primary focal point for approving and aligning private-sector entrepreneurship activities with the Ministry’s strategic objectives.  
Entrepreneurship Portal Development Expansion 

Lead the strategic planning and technical support for the expansion and operationalization of the national entrepreneurship portal. 
Ensure the portal serves as a centralized hub for stakeholders, startups, investors, and policymakers within the ecosystem. 
Reporting and Technical Support 

Prepare technical progress updates and deliverables as required by Ministry leadership. 
Perform any other related tasks assigned by the Ministry of Labour within the scope of the assignment
The Human Capital, Digital Skills & Entrepreneurship Development Coordinator will be contracted  by the Ministry of Finance and Planning (MoFP) under the Social Recovery and Job Creation Project (SRJC) and assigned to support the Ministry of Labor. 

The Coordinator  will work in close coordination with the Entrepreneurship Unit and relevant technical teams. 

The Coordinator will work in close coordination with relevant technical departments, units, and teams within the Ministry, and with relevant partners and stakeholders as required.

Education 

At minimum, a Bachelor’s degree in one of the following or a related field: 
Economics 
Public Policy 
Labour Studies 
Development Studies 
Statistics 
Business Administration 
Social Sciences 
or any other relevant discipline 
A Master’s degree in a relevant field is considered a strong asset. 

Professional Experience 
At least 5 years of relevant professional experience in employment policy, labour market analysis, public policy, strategic planning, or related fields. 
Demonstrated experience in preparing policy papers, analytical reports, strategic documents, or labour market studies. 
Experience working with government institutions, development partners, or donor-funded programmes is highly desirable. 
Familiarity with Palestinian labour market challenges, labour governance structures, and national policy frameworks is a strong asset. 
Technical Competencies 

Strong analytical and policy drafting skills. 
Ability to interpret labour market data and translate evidence into policy recommendations. 
Strong report writing and communication skills.

Contractual Arrangements

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
