TERMS OF REFERENCE – Senior National PEM Advisor

Project Background

The FCDO-funded Empowering Palestinian Institutions and Civil Society (EPICS) programme (2024-2027) aims to improve the viability, legitimacy and inclusion of governance and service delivery, to protect and support civic space and to contribute to sustainable development and stability in the OPTs by: 

Improving viability, legitimacy and inclusion of governance and service delivery.
Protecting and supporting civic space. 
Empowering women.
Its Public Financial management component aims at enhancing the financial and tax governance capabilities of the Palestinian Authority (PA). Through a tailored, problem-driven approach, EPICS will deliver targeted technical assistance to the PA, focusing on strengthening the Ministry of Finance and other critical government entities. The programme is designed to empower local institutions by addressing specific, locally-defined challenges in a sustainable way, ensuring that the PA develops the internal capacity to manage public financial and tax systems independently. Key programme objectives include improving governance legitimacy and inclusivity, protecting civic space, and empowering women within the financial and governance landscape.

Intervention areas include:

Support the Macro-Fiscal Unit to develop and refine a medium-term fiscal framework, strengthen the methodology for macro-economic forecasting model, review the functions of the MFU and capacity building to improve the effectiveness of the Macro-Fiscal Unit.
Support to the MoF on expenditure side reforms such as strengthening capacity in resource allocation, planning and budgeting, the introduction of programme-based budgeting and costing techniques, and overall strengthening of the internal control environment, commitment controls, internal audit and procurement.
Continued support of budget performance management units, support to the processed and templates for quarterly and annual budget reporting and work on building capacity of staff in MoF to report on performance to senior PA officials.
Support tax policy reform and revenue administration reforms.
Role Background

Year 2 of the PEM workstream focuses on supporting implementation of the Palestinian Authority's Emergency Budget Framework in response to the ongoing fiscal crisis.

Successful implementation of the Emergency Budget Framework requires sustained engagement with Ministry counterparts, effective coordination across reform initiatives, and a strong understanding of evolving institutional and political dynamics. Given limitations on international travel and the rapidly changing operating environment, the PEM workstream requires a trusted in-country advisor who can support continuity of engagement and provide timely insights to inform decision-making.

The Senior National PEM Advisor will act as the principal in-country support resource to the PEM Workstream Lead, helping maintain effective relationships with Ministry counterparts, supporting coordination of reform activities, facilitating follow-up on agreed actions, and providing regular feedback on implementation progress, risks and opportunities.

The role is not intended to replace the technical responsibilities of international advisors or the leadership responsibilities of the PEM Workstream Lead. Rather, the Advisor will support implementation of the Emergency Budget Framework by helping ensure that reform activities remain connected to institutional realities, counterpart priorities and emerging operational challenges.

Working closely with the PEM Workstream Lead, international advisors and Ministry counterparts, the Advisor will contribute to implementation and institutionalisation of reforms while supporting effective communication, coordination and relationship management across the Ministry of Finance and Planning.

Objective

To support the PEM Workstream Lead in implementation and institutionalisation of the Palestinian Authority's Emergency Budget Framework through counterpart engagement, reform coordination, business process improvement, and provision of timely in-country advice on implementation progress, risks and opportunities. 

Level of Effort (LOE)

Up to 90 Days covering the period July 2026 through to March 2027
Continued engagement is performance-based, requiring the Advisor to produce concrete deliverables verifiable by the PEM Workstream Lead, as well as actively contribute to project reporting and meetings. The performance of the Advisor will be assessed on an ongoing basis against: 
Delivery of agreed outputs
Active participation in team processes and reporting 
Responsiveness to PEM workstream needs. 
Where delivery of outputs is delayed or prevented by contextual circumstances or other instances out of the control of the Advisor, it is the responsibility of the Advisor to flag this with the PEM Workstream Lead as early as possible to discuss mitigation measures or pivoting of work in accordance with the Isnad project's adaptive management approach.
Scope of Work

Strategic Engagement and Counterpart Relationship Support
The Advisor will:

Support the PEM Workstream Lead in maintaining productive and constructive working relationships with key Ministry counterparts.
Maintain regular engagement with senior officials, including DG Budget, Acting DG Budget Performance Management, Head of MFU and other relevant stakeholders, while ensuring that strategic direction remains with the PEM Workstream Lead.
Identify emerging issues, risks, opportunities and counterpart concerns that may affect implementation of PEM activities.
Provide regular feedback to the PEM Workstream Lead on institutional developments, stakeholder dynamics and political sensitivities relevant to programme delivery.
Support preparation, follow-up and coordination of meetings, workshops and reform discussions.
Assist in communicating agreed priorities and actions between the PEM team and Ministry counterparts.
Support continuity of engagement during periods when international advisors are not present in-country.
Emergency Budget Framework Implementation
Support design, implementation and continuous improvement of the Emergency Budget Framework, including:

Budget Strategy Paper development 
Budget Circular development and implementation 
SMTBF application 
Baseline expenditure activity 
Budget preparation and negotiations 
Quarterly Budget Reviews 
Expenditure monitoring and analysis 
Feedback mechanisms to inform future budget cycles
PCMS and Strategic Resource Allocation

Support implementation of PCMS 
Support integration of PCMS into budget processes 
Support prioritisation of projects and investments 
Ensure consistency with fiscal constraints and the Emergency Budget Framework
Internal GDB Business Process Improvement

Including:

Financial Orders

Qualifications and Experience: The Senior National PEM Advisor should possess the following qualifications and experience:

At least 10 years of experience in Public Financial Management, preferably including experience working with Ministries of Finance.
Strong experience in business process engineering and institutional process mapping.
Demonstrated experience documenting operational procedures or organisational manuals within government institutions.
Experience working on budget preparation processes and budget management systems.
Familiarity with Financial Management Information Systems (FMIS) and their interaction with budget processes.
Experience supporting institutional capacity development and training within public sector organisations.
Strong analytical and organisational skills.
Excellent written communication skills in English and Arabic.
Prior experience working in fragile or fiscally constrained environments is an advantage.
