Background
Belgium and Palestine have maintained a longstanding partnership since 1997, working together to advance sustainable socio-economic development and improve opportunities for Palestinian communities. Within this framework, the Belgian Cooperation Programme seeks to empower young Palestinians to become active, informed, and engaged citizens by enhancing access to quality education, skills development, career guidance, and employment opportunities. The programme also promotes the transition towards a green and circular economy while supporting the development of more resilient and sustainable cities.

Through this programme, Enabel is committed to increasing access to decent and sustainable employment for young women and men, whether through wage employment or entrepreneurship. To address the gap between labour market needs and available skills, the programme strengthens the quality, relevance, and responsiveness of technical and vocational education and training (TVET). In parallel, it supports the growth of innovative businesses and start-ups through tailored technical assistance, incubation services, and seed funding, with a particular focus on green and technology-driven enterprises. Special emphasis is placed on developing competencies that are highly valued by the private sector, including digital, entrepreneurial, and essential 21st-century skills.

To support the successful implementation of these initiatives, Enabel is seeking a Project Manager who will lead and coordinate project activities, ensure the achievement of expected results, and contribute to the overall management of the programme under the supervision of the Programme Manager.

The main responsibilities include:

Lead the planning, implementation, monitoring, and reporting of project activities under the Pathways to Employment Programme (PEP) ensuring the achievement of project objectives and results.
Coordinate closely with Enabel programme teams and partners to promote a coherent approach to skills development, employment, entrepreneurship, and private sector engagement, while facilitating the exchange of lessons learned and good practices.
Contribute to the design and development of future cooperation initiatives, including support to the preparation of the next bilateral cooperation portfolio.
Represent Enabel in strategic coordination and policy dialogue platforms, including co-chairing the Entrepreneurship Sector Working Group, supporting Team Belgium in labour-sector coordination, and engaging in relevant Team Europe Initiatives.
Provide technical leadership and guidance on education-to-employment pathways, labour market integration, entrepreneurship development, and workforce skills strengthening.
Strengthen the capacities of implementing and strategic partners, including public institutions, TVET providers, business support organisations, and private sector representative bodies, to enhance the quality and sustainability of interventions.
Lead knowledge management and learning processes, including studies, research, evaluations, and tracer exercises, ensuring that evidence and lessons learned are integrated into programme design and implementation.
Manage and support the project team by providing leadership, coaching, performance oversight, and recruitment support to ensure a motivated and high-performing team.
متطلبات الوظيفة:
Required qualifications
Master's degree in International Development, Economics, Public Policy, Public Administration, Education, Labour Studies, Business Administration, Entrepreneurship, Social Sciences, or another relevant field.
Required experience
At least 5 years of relevant experience in project management, the sector or thematic area.
An ability to manage complex projects with multiple stakeholders, including: public actors, private sector, development actors, EU institutions and civil society.
Excellent knowledge of the TVET and employment sector in Palestine.
Prior experience working with EU funding.
Able to work and evolve in a changing environment.
Excellent analytical and writing skills.
Experience working with marginalized communities or in politically sensitive contexts.
Excellent communication, facilitation, and partnership-building skills.
Required skills and knowledge
Prior experience leading multi-actor working groups is an asset
Strong affinity with and easily use various digital tools and new technologies.
Required languages
Arabic and English (fluent/professional proficiency). A high level of written and verbal communication skills in both languages is essential for the successful performance of this role.
Specific additional requirements and assets
Holds legal authorization to work in Palestine

A fixed-term assignment until the end of 2028, with the possibility of extension subject to funding availability and satisfactory performance. You are based in Ramallah .
You are employed by Enabel in the function of “Project Manager”. A salary package that comprises the monthly gross salary in accordance with the West Bank salary scale (Class 6), and Enabel benefits such as 13-month, and school fees allowance for dependants. The exact salary will be defined according the relevant recognised experience for the function.
