Title: Safety Consultant - oPt Mission
Location: West Bank
Duration: 7 months, start date 1 June 2026 till 31 December 2026
Direct Supervisor: Logistics Manager
1. Background
Doctors of the World Spain is an independent association that works to realize the right to health for all people, especially for vulnerable populations, excluded or victims of natural disasters, famine, disease, armed conflict or political violence. Our projects are carried out in Spain as well as in 19 countries in America, Africa, the Middle East, and Europe. The main mission of the volunteers and professionals who form part of our organization is to work towards the fulfillment of the fundamental right to health and the enjoyment of a dignified life for everyone.
Since 2007, Doctor of the World Spain has been present in Palestine, supporting access to health and mental health services in the occupied Palestinian territory (West Bank and Gaza), through community capacity development and mobilization, training programs, service provision dedicated to strengthening community resilience.
1. Objective of the consultancy/contracted services
The Safety Consultant is responsible for the development and implementation of the Security Pack and monitoring and control of the safety and security of people, goods, and Medicos del Mundo (MdM) programs. He / She is the guarantor of the good practice of the MdM policy on the subject.
He/She will improve contextual analysis, build a network, support operational management, and strengthen the security capacities of the mission to advise and support the Logistics Coordinator (who remains the person responsible for operational security in the country) & Field Coordinators in Gaza and West Bank (responsible for security in their base area) in that regard. The General Coordinator is the final decision maker and will be consulted by the logistic manager in this regard.
Main responsibilities
Participate, and represent MDM, in Palestine based security information networks and other forums (INSO, UNDSS, ASU/ACU, NGO security Forum, Factal).
Ensure security information with potential impact on other consultants colleagues are collected, analyzed and shared in a timely manner.
Provide regular, concise, and clear verbal/written security updates to the Security Committee WhatsApp groups on Gaza and West Bank context
Provide the Logistics Manager (LM) / Field Coordinator (FC) with valuable information and recommendations to make appropriate operational decisions.
Support the Logistics Manager on crisis management and the decision-making process with the GenCo
Lead the update, roll out and supervise the implementation of MDM security package.
Conduct training and capacity building to MDM team
Follow up the coordinated movement of Gaza with CLA and cross check with notification coming from Gaza Security and Safety Working Group (GSSWG)
Follow up operational movement of West Bank base according to the UNDSS notification
Networking and linkage with NGOs, authorities, and other key stakeholders on security to improve security monitoring and analysis.
Elaborating maps on google earth or google maps
Updates MDM data in HNS platform, statics sites, MDM consultants’ location coordinates and information, and daily team movements.
Context Analysis
Collect and analyze all security information from a variety of national and international sources (MdM field focal points, other INGOs, UN agencies, social media, News etc...). transform the data collected into % analysis, potential scenarios, including incident maps, stakeholder analysis, review of existing security management arrangements, risk analysis.
Carry out a thorough analysis of the security situation in the current and potential areas of intervention and share information and analysis through regular reporting or during coordination or teams' meetings.
Develop and update the risk analysis for all activity locations, ideally through a participative process/workshops.
Security monitoring
Update, at least every 6 months, the full security pack including security plan, contingency plan and SOPs based on MdM’s standards and templates (to be done with and validated by the Field Coordinator, LogCo and GenCo, before final validation by the desk).
Follow with Logistics department all protection measures to be implemented on each location / movement.
Participate in the review of security procedures for the entire mission based on priorities, supports their update, and verifies their application in the field
Ensure that the elements of the Contingency Plan are regularly revised and ready to be used (security boxes, standby car, emergency telecommunication means, security data and archiving, monitoring of evacuation scenarios, etc.)
Support the Logistics Department in developing an access strategy with ASU/ACU information.
Supports the Logistics Department in monitoring movements (knowing that the Logistics Officer is responsible for regular monitoring of movements)
Provide to the Logistics Manager with valuable information on what indicators will trigger consultants’ movements
Participate in the management of a security incident and follow up on the implementation of recommendations
Immediately inform the chain Field Coordinators/Logistics/General Coordinators of any incident affecting MdM and of any important event with a potential impact on the organization
Centralize mission incident reports through SharePoint and liaise with the Logistics Coordinator for validation and reporting to headquarters
Support the relocation/evacuation process including implementation of the action plan drafted by the Field Manager, reviewed by Logistics Coordinator, and validated by the General Coordinator
Follow up security alerts for Gaza and West Bank and inform the security committee of coordination and field team members as needed. This includes normal working hours and weekends.
Team Capacity Building
Ensure full safety and security briefing and debriefing with the newcomers (new consultants, visitors).
Identify training needs (either collective or individual) and build capacity on security management for all MDM actors.
Ensure proper briefing and debriefing with each team member moving to field locations and validate the movement with Field Coordinator.
Reporting and Representation
Participate in the weekly SMT MdM coordination meeting when required.
Participate in humanitarian security meetings (INSO, GSSWG)
Make the link with security peers of other INGO and UN agencies / Develop a contact list and create a network
Ensure ad hoc smooth communication with key coordination members, in particular with Logistics Coordinator/ Field Coordinators/ General Coordinator
Participate in mission/base meetings as per the need and provide security related inputs.
Mapping
Create detailed maps of the intervention areas with security specifications (No Go Areas, MDM locations, sensitive roads …)
Map the different actors, stakeholders, and groups

Previous similar position in the country or experience in volatile environments

Languages:
Fluency in Spoken / Written English / Arabic
Hebrew language is an asset
Payment
The total payment for this contract will be paid on monthly lump sum instalments. This payment has all related costs included.
The service provider is responsible for his/her own health insurance and for following the government taxation regulations regarding paying all their income taxes and duties as per the regulations of Ministry of finance and provide MdM-S Spain with the receipt of payment.
