THE ORGANIZATION
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster.
OBJECTIVE OF THE POSITION:
Join Humanity & Inclusion (HI) as our Palestine´s Policy and Advocacy Senior Officer, and play a key role in shaping and amplifying the voices of people affected by the ongoing crisis.
Reporting to the Regional Advocacy and Communication Manager, the Country Director, and HI´s Regional and Federal Advocacy and Communications teams, you will contribute to the design, implementation, and follow up of impactful advocacy strategies at national, regional, and international levels.
Through your work, you will support the development and implementation of advocacy strategies that influence decision-makers, strengthen visibility of the humanitarian situation, and highlight HI’s action and impact during the crisis.
Responsibilities/ Missions:
Strategy, Analysis & Advocacy Positioning
Monitor and analyse the humanitarian context, key actors, and emerging challenges to support principled and ethical humanitarian action.
Contribute to the development of HI’s advocacy positions, policy papers, and recommendations in coordination with programme, regional, and HQ teams.
Support the design, implementation, and regular update of advocacy strategies and action plans at national, regional, and international levels.
Identify operational issues requiring policy change or humanitarian advocacy and maintain updated stakeholder and power mapping analyses.
Advocacy Implementation & Influence
Ensure advocacy initiatives are based on reliable operational data, field evidence, and timely analysis.
Coordinate the development of advocacy and communication materials, including reports, briefing notes, talking points, testimonies, and media/social media content.
Build and maintain relationships with key stakeholders, partners, networks, coalitions, and decision-makers to promote HI’s positions and influence humanitarian discussions.
Represent HI in relevant meetings, conferences, working groups, and advocacy platforms at national, regional, and international levels.
Liaise with media when relevant, in coordination with communication and advocacy teams.
Internal Coordination & Capacity Building
Promote internal understanding and ownership of advocacy priorities and policy developments across the programme and HI network.
Provide guidance, information-sharing, and support to operational teams and partners on advocacy-related topics.
Contribute to trainings and awareness sessions on principled humanitarian action, advocacy, and HI ethical guidelines.
Fundraising & Emergency Response
Contribute to identifying funding opportunities for advocacy activities and support the integration of advocacy components into project proposals.
Support emergency preparedness actions and adapt priorities and ways of working during emergency responses when required.
Standards, Quality & Communication
Promote HI quality standards, internal procedures, and compliance related to advocacy activities.
Contribute to improving the quality and impact of HI advocacy work through technical inputs, presentations, and training materials.
Support the implementation of communication strategies and campaigns by developing and disseminating relevant content for target audiences.
متطلبات الوظيفة:Job Requirements
Degree in International Law (IHL, IHRL, Human Rights, Refugee Law etc.), International relations, political science or equivalent degree or with significant experience
Proven experience: 5 years including 3 in emergency settings (field experience)
Proven experience in context analyses, policy development in relation to principled humanitarian action and advocacy
Experience in networking and in active participation to conference/forum, including at high levels
Fluency in both English and Arabic. French is desirable
