This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective:
Under the supervision of the Advocacy & Communications Coordinator, the Communications Manager is responsible for the development and delivery of the mission’s communications strategy, ensuring the timely production of high-quality content that supports advocacy, donor visibility, resource mobilization and staff cohesion. The role contributes to the operationalization of the communications and advocacy strategy, translating programmatic evidence into clear, accurate, and compelling messaging, while ensuring alignment with organizational guidelines and sensitivity to the operational context.
Tasks and Responsibilities:
Develop and deliver the mission’s communications strategy in line with advocacy and resource mobilization priorities
Plan for, produce, and ensure the quality of communications products (case studies, media content, digital outputs)
Support media engagement and visibility efforts
Ensure consistency, quality, and compliance of all communications materials
Coordinate and deliver internal communications and information flow across teams
Support donor visibility and external engagement through tailored content and targeted communications strategies
Supervise and support communications staff and build internal and partner capacity
Manage communications assets and ensure proper documentation and archiving.
Specific Goals and Related Activities:
Communication Strategy Implementation
Support the implementation of the mission communications strategy and workplan
Ensure timely delivery of communications outputs in line with operational and donor priorities
Coordinate with program and MEAL teams to identify content opportunities
Content Production and Storytelling
Develop high-quality communications products including case studies, human-interest stories, photos, and social media content
Translate programmatic data and field insights into accessible and compelling messaging
Ensure content reflects operational realities and adheres to ethical and safeguarding standards
Media and External Visibility
Support media engagement by coordinating interviews, preparing key messages, and facilitating media visits
Identify opportunities to enhance organizational visibility in line with advocacy priorities
Contribute to the preparation of external communications materials and briefing notes.
Internal Communications and Coordination
Support the dissemination of internal updates and key information across teams
Ensure effective coordination between field teams and coordination level on communications needs
Maintain regular communication with program teams to ensure accuracy of messaging
Quality Assurance and Compliance
Ensure all communications outputs comply with organizational branding, validation processes, and communication guidelines
Apply safeguarding, confidentiality, and risk-aware approaches to all communications materials
Maintain consistency of messaging across platforms and outputs
Team Support and Capacity Building
Supervise and support communications staff in the delivery of their tasks
Provide basic training and guidance to staff and partners on communications tools and approaches
Contribute to strengthening communications capacity across the mission
Content and Asset Management
Maintain and update communications assets (photos, videos, case studies) in line with organizational systems
Ensure proper archiving and accessibility of communications materials
Support the organization of communications materials for donor and reporting purposes
متطلبات الوظيفة:Education/Training:
Required:
Degree in communication, international relations, or equivalent education/experience.
Professional Experience: (Humanitarian, International, Technical)
Required:
3-5 years of experience in a similar position, with past experience with communications strategy development. Previous experience with an international NGO. Preferred.
Knowledge and Skills:
Required:
Communication planning and strategy, communication monitoring tools, photography or video production and editing, high visibility events organization.
Strong knowledge of the history, economy, and political system of Palestine and MENA.
Understanding of the geopolitical and socio-economic challenges faced by the populations in Palestine.
Languages:
Required:
Excellent writing and editing skills in Arabic and English. Excellent interpersonal communication skills in English
