Job Summary:
The Clinical Programs Officer is responsible for ensuring the continuity and performance of PCRF’s Clinical Programs. This position requires an experienced healthcare professional capable of independently managing complex workflows, supporting field teams, and overseeing high-stakes medical coordination. The role emphasizes operational excellence across medical missions, the Treatment Abroad Program (TAP), and hospital-based interventions, ensuring efficiency, quality, and adherence to PCRF standards.
The Clinical Programs within the PCRF encompass several hospital-based initiatives, including the Regional Surgical Sponsorship Program, the Treatment Abroad Program (TAP), and specialized Medical Missions. These programs provide critical oversight and case management for pediatric patients requiring specialized interventions. Additionally, the department provides direct hospital program support to key units, specifically the Palestine Medical Complex Pediatric Cardiology and Cardiac Surgery unit and the Huda Al Masri Pediatric Cancer Department. This comprehensive approach ensures that clinical workflows, medical documentation, and patient care pathways are managed efficiently across multiple countries, maintaining the highest standards of care.
Key Responsibilities:
Clinical Program Oversight
- Oversee the day-to-day implementation of clinical programs, ensuring timely case processing and smooth execution of activities.
- Monitor workflows across programs, identify bottlenecks, and escalate issues when needed.
- Support the development and standardization of clinical processes, tools, and documentation.
- Contribute to program planning and continuous improvement based on operational needs and patient outcomes.
Medical Missions Support
- Support case selection, patient readiness, and hospital coordination.
- Track mission-related data, outcomes, and reporting requirements.
- Follow up on post-mission cases and continuity of care.
Treatment Abroad Program
- Support clinical review, eligibility screening, and documentation of TAP cases.
- Coordinate with regional teams to ensure proper case handling and communication.
- Track patient progress, documentation, and outcomes throughout the treatment pathway.
- Ensure compliance with approval workflows and program guidelines.
Regional Surgical Program
- Review and screen submitted surgical cases for completeness, medical accuracy, and alignment with program criteria.
- Coordinate with field teams, hospitals, and physicians to obtain missing documentation and updates alongside the regional clinical programs coordinator.
- Support case prioritization based on medical urgency.
- Track case progress from intake to completion, ensuring proper documentation and timely follow-up.
- Facilitate medical consultations with the Medical Advisory Board and external experts when delegated.
- Support oversight of operational workflows of the Regional Surgical Program.
- Review applications, support approvals, and coordinate with procurement and finance teams.
Hospital Program and MOH Hospital Support
- Maintain regular communication with PCRF-supported hospital departments (e.g., oncology, cardiology).
- Monitor program needs, including equipment, medications, and staffing gaps.
- Coordinate with internal teams to address hospital requests and ensure timely support.
- Support tracking of program performance, patient volumes, and service delivery outcomes.
- Assume responsibility for coordinating MOH hospital-related needs as required, ensuring appropriate follow-up and escalation through internal channels.
Data Management and Reporting
- Support the preparation of regular reports on case status, program performance, and key indicators alongside the regional programs coordinator.
- Ensure compliance with organizational reporting requirements.
- Maintain confidentiality and proper documentation standards.
Internal and External Coordination
- Act as a focal point for coordination between headquarters, field offices, hospitals, and medical teams.
- Facilitate communication across multidisciplinary teams to ensure smooth program implementation.
- Support alignment between operational, clinical, and financial processes.
- Support technical supervision of clinical programs to field case management staff across the MENA region, ensuring consistent adherence to clinical protocols, program guidelines, and quality standards.
متطلبات الوظيفة:- Bachelor’s degree in nursing, Medicine, Public Health, Healthcare Administration, or a related field (master’s degree is an asset).
- 5–7 years of relevant experience in clinical programs, hospital settings, or humanitarian healthcare.
- Strong understanding of surgical case management, patient referral systems, and clinical workflows.
- Experience working with physicians, surgeons, and multidisciplinary medical teams.
- Ability to review and interpret medical reports and documentation.
- Strong organizational and problem-solving skills with the ability to manage multiple priorities.
- Proficiency in Microsoft Office, Google Workspace, and case management systems.
- Excellent communication skills in Arabic and English (written and verbal).
- High level of integrity, attention to detail, and commitment to patient confidentiality and safeguarding.
