I. Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.
II. Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Safety and Access Intern for its humanitarian operations in West Bank.

III. Position Profile
1. Information Management and Reporting
Update and maintain the Security Department databases for WBEJ (Points of Contact, hospitals, SFPs, etc.).
Compile weekly incident lists using existing resources (INSO, DSS, etc.) and contribute to the preparation of SEC‑05A reports.
Ensure all security documentation for the area of coverage is properly filed, organised, and archived on SharePoint in line with Acted standards.
Support the preparation of weekly and monthly security reports as requested by the Access and Security Officer (ASO).
Assist in drafting partners' security reports in collaboration with ASO.
2. Operational Support
Support the registration and mapping of all Acted premises in the oPt premise tracker and WBEJ Risk Map.
Assist the ASO in ensuring that all offices, guest houses, warehouses, and operational premises are properly assessed (SEC‑20 / SEC‑21) and that relevant screenings (including Annex IV) are completed.
Support follow‑up on contingency items for Acted premises and assist in tracking ad‑hoc security needs.
Support the assessment and follow‑up of hotels and conference venues used for Acted activities (SEC‑20A) and ensure they are registered in premises tracking files.
Assist the ASO in preparing, tracking, and archiving SCRs and movement tables, ensuring approvals are obtained prior to field movements.
Support tracking and monitoring security assets at field level, including during field trips.
Ensure safety and security documentation is updated and visibly displayed in offices (including SEC‑10, SEC‑11, emergency contacts, evacuation plans).
Support regular updates of the islanding system and associated contact lists.
Assist in conducting headcounts as required.
Support access control measures at premises, including: visitor logbooks, issuance and tracking of staff and visitor badges as per Access Control SOP
Support quarterly MOSS assessments (SEC‑06) and assist in updating related action plans (SEC‑07).
Assist in monitoring compliance with MOSS requirements, including First Aid Kits, Trauma Kits, and Fire Safety equipment.
Access, Field Movements, and Operational Coordination
Support ASO in track Acted field movements, maintain communication with field teams, and provide initial support during movements as required.
Report promptly to the ASO on access issues, road closures, delays, incidents, or emerging risks during ongoing movements.
Support reporting of near misses, security incidents, and medical emergencies to the ASO.
Assist the ASO and Logistics team in monitoring vehicle compliance with MOSS requirements.
Support context monitoring and assist the ASO in reviewing and preparing movement approvals based on the local context when required.
Attend coordination or security meetings with NGO counterparts on behalf of the Acted Security Team when requested.
Briefings, Awareness, and Capacity Building
Support the application and dissemination of Acted security policies, procedures, and movement rules to staff based in or visiting WBEJ.
Assist in the preparation and delivery of staff security briefings, inductions, and ad‑hoc awareness sessions when required.
Support the ASOin drafting Security Advisories in response to changes in the security context, key sensitive dates, incidents, or emerging threats.
Support the Security Department in training planning, coordination, and follow‑up.
Protection Mainstreaming
Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, Acted staff, partner agencies, casual labors).
Perform other duties as requested by supervisor.

Good English knowledge – minimum of B1 level is required and will be assessed during interview.
Bachelor degree in a relevant field
Excellent computer skills (office applications).
Strong knowledge of the local context, including current dynamics as well as local history.
Good knowledge on the roads, maps of the West Bank, and East Jerusalem.
Trustworthy, team player, flexible, social, and able to handle sensitive information.
Good interpersonal communication skills – ability to clearly and calmly pass time-sensitive information.
Background in Security/International Relations would be considered an advantage.
GIS skills would be considered an advantage.
Good Hebrew knowledge would be considered an advantage.
Driving license would be considered an advantage.
