Duration and Location
The position is based in Ramallah with regular travel to various locations within Palestine, as required.
The initial contract is for six months, with the possibility of extension based on performance and funding availability.
We are seeking a Delivery Adviser to support the Palestinian Authority (PA) to implement its reform agenda, represented by the National Programme for Development and Reform “NP4DR”, and enhance service delivery capabilities. This individual would be based in the Executive Office for Institutional Development and Reform within the Prime Minister’s Office alongside the Permanent Ministerial Reform Committee Headed by H.E. Dr. Ahmad Al Ahmad, Minister of Transport. The role will work closely and be guided by the UK’s Envoy on PA Governance.
The role requires a professional with a legal background and strong analytical and reporting skills, capable of supporting senior PA officials in advancing the reform agenda and ensuring clear documentation of progress and challenges. S/he would need to establish an effective, trusting relationship with the Executive Office, the Permanent Ministerial Committee and other relevant government bodies and institutions and should be considered a key resource for these teams. These terms of reference set out the objectives and required capacities of this role.
Objectives
The Legal & Institutional Reform Delivery Adviser will ensure that the PA’s reform agenda as set out in NP4DR, including the business enabling environment, is legally sound, aligned with applicable frameworks, and supported by clear legal pathways. Specifically, the role will:
Ensure that all reform priorities are consistent with Palestinian laws, regulations, and institutional mandates.
Identify legal gaps, constraints, or required amendments that impact reform delivery.
Provide legal drafting, review, and analysis to support the development and implementation of reform measures.
Strengthen legal and administrative procedures to enhance transparency and accountability.
Build legal capacity within PA institutions to sustain reform beyond the duration of the assignment.
Key Responsibilities
Legal Analysis, Compliance & Advisory
Conduct legal assessments of proposed reform actions to ensure alignment with applicable laws, regulations, and institutional mandates.
Provide legal advice to the Executive Office and Permanent Ministerial Reform Committee on the legal feasibility of reform initiatives.
Identify legal obstacles to reform implementation and propose actionable solutions.
Legal Drafting & Regulatory Development
Draft and review legal instruments including ministerial decisions, decrees, directives, legal opinions, and regulatory amendments required to support NP4DR implementation including economic recovery and growth.
Support harmonisation of regulations, procedures, and legal mandates across PA institutions.
Prepare legal justifications and accompanying documentation for reform proposals.
Institutional Legal Frameworks
Review and clarify institutional mandates, roles, and authorities to ensure legal clarity and consistency.
Advise on legal requirements for organisational restructuring, new institutional arrangements, or formalisation of committees and bodies.
Monitoring, Reporting & Documentation (Legal-Focused)
Track and report progress on legal steps required for implementing reforms.
Ensure legal documentation, approvals, and processes are properly recorded and communicated to PA leadership and donors.
Maintain oversight of legal risks and ensure they are addressed in planning and implementation.
Stakeholder Engagement & Legal Capacity Building
Work closely with PA legal teams, ministries, donors, and the UK Envoy to coordinate legal aspects of reforms.
Train PA personnel on legal and administrative procedures relevant to reform implementation.
Promote adherence to legal and ethical standards in all reform processes.

Demonstrated legal acumen, gained through professional experience in legal, regulatory, or administrative processes within the government or public institutions.
Proven experience in governance and/or delivering public sector reform.
Experience working with government ministries on legal, regulatory or institutional building.
5-10 years of experience working in governance, public sector reform, or institution building.
Strong analytical and reporting skills, including indicator tracking.
Experience working with donors and international organisations.
High integrity and ability to operate impartially in sensitive political environments.
Excellent project management and organisational abilities.
Proficiency in monitoring and evaluation methodologies.
Strong communication and stakeholder engagement skills; ability to build close and trusting relationships with Palestinian counterparts.
Familiarity with the political, social, and economic context of the Palestinian territories is an asset.
An advanced degree in public administration, international development, or a related field is desirable
Fluency in Arabic and English.
Professional Conduct
The individual is expected to maintain strict professionalism, integrity and discretion. The role requires non-partisan, impartial engagement and adherence to PA and donor standards.
Reporting Line
The Adviser will report directly The Head of the Executive Committee for Institutional Development and Reform. The role will also work closely and meet regularly with the UK Envoy on PA Governance, who will provide coaching and advice to develop their delivery skills and capacity. The individual is expected to meet with the UK Envoy on Palestinian Governance at least twice a month for an hour at a time. S/he will engage regularly with Team Leader for Economic Development and Institutions and other colleagues at the British Consulate General in Jerusalem. The individual is expected to work collaboratively with other delivery team members in the Executive Committee Office. S/he will also liaise with the Permanent Ministerial Reform Committee and other stakeholders in the PA as required.
