الوصف الوظيفي:ORPHANS PROJECT OFFICER–WB (PALESTINE) National Position
CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a non-governmental organization of international solidarity founded in 1991. SIF provides emergency relief, protection, rehabilitation and development assistance to vulnerable populations affected by crises.
SIF has been operating in the Palestinian Territory since 2008, implementing multisectoral humanitarian and development programs in the West Bank and Gaza Strip.
Based in Ramallah and under the direct supervision of the Protection & Orphans Sponsorship Program Manager, the Orphans Project Officer is responsible for the effective and qualitative implementation of the Orphans Sponsorship Program in the West Bank.
The position ensures the day-to-day operational management of activities, supervision of psychosocial workers, follow-up of sponsored children, and proper delivery of assistance in line with SIF standards, donor requirements and safeguarding principles.
The role contributes to the quality, accountability and continuity of the program through close coordination with internal departments (MEAL, Finance, Logistics) and external stakeholders.
CHILD SAFEGUARDING
Child Safeguarding Risk Level: 2
This position involves:
Frequent direct contact with children, including highly vulnerable children (orphans, children without parental care, children exposed to psychosocial risks);
Access to personal and sensitive data related to children through case management, monitoring, evaluation and reporting activities;
Handling of data collection tools and databases including information related to vulnerable populations;
Participation in field activities and potential exposure to safeguarding concerns through direct interaction with children and communities.
The post holder is required to strictly comply with SIF’s Child Safeguarding Policy (CSP) and related procedures at all times.
MAIN RESPONSIBILITIES
Project Implementation and Follow-up
Ensure the effective, timely and qualitative implementation of the Orphans Sponsorship Program in line with project objectives, SIF standards and donor requirements;
Develop, update and monitor detailed work plans for project activities, including sponsorship follow-up, seasonal and emergency interventions;
Supervise the day-to-day implementation of activities and ensure quality service delivery to beneficiaries;
Ensure proper planning and follow-up of logistical and procurement needs in coordination with the Logistics Department;
Monitor project expenditures and budget consumption, and proactively flag any risks or deviations to the line manager;
Ensure compliance with SIF internal rules, procedures and security protocols during all project activities.
Beneficiary Management and Accountability
Oversee the identification, verification, registration and follow-up of sponsored children, ensuring fairness, transparency and accountability;
Ensure proper documentation and regular updating of beneficiaries’ data in relevant tools and databases;
Ensure that assistance (including cash transfers) is delivered in a timely, accountable and transparent manner;
Contribute to the design and effective implementation of feedback and complaint mechanisms in coordination with the MEAL Department, ensuring appropriate follow-up of cases;
Ensure strict compliance with confidentiality and data protection standards
Team Supervision and Capacity Building
Supervise, coach and support Psychosocial Workers (PSWs) in the implementation of project activities;
Provide regular technical guidance and ensure quality of case management and psychosocial support activities;
Review and validate team work plans, activity reports and case documentation;
Identify capacity building needs and contribute to the development and delivery of training sessions;
Promote a positive, accountable and safeguarding-oriented team culture.
Monitoring, Evaluation and Reporting
Ensure regular monitoring of project activities against defined indicators and targets, and contribute to data analysis;
Work closely with the MEAL Department to strengthen monitoring tools and improve data quality;
Prepare and submit timely, accurate and high-quality internal and donor reports (weekly, monthly, quarterly);
Ensure proper documentation of project activities (means of verification, photos, success stories, etc.);
Contribute to lessons learned, best practices and continuous improvement of the project.
Coordination and External Relations
Maintain regular coordination with local stakeholders (CBOs, municipalities, relevant authorities) to support project implementation;
Contribute to the identification of partnership opportunities and support the development of collaboration agreements;
Participate in relevant coordination meetings and represent SIF when delegated by the line manager;
Ensure effective communication and coordination with internal departments (MEAL, Logistics, Finance).
Protection and Safeguarding
Ensure the integration of protection principles and safeguarding measures across all project activities;
Support the identification and analysis of protection risks and contribute to mitigation measures;
Ensure strict adherence to SIF Child Safeguarding Policy and reporting procedures;
Identify and report any safeguarding concerns through appropriate internal mechanisms;
Support awareness and sensitization activities on protection and safeguarding for staff and communities.
Emergency and Seasonal Activities
If required, contribute to the planning and to the implementation of emergency and seasonal interventions (Ramadan, Eid, back-to-school, etc.);
Ensure timely and quality delivery of activities in line with operational priorities and constraints.
The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.
The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.
متطلبات الوظيفة:KNOWLEDGE / STUDIES / DIPLOMAS
Master’s degree in Social Work, Psychology, Education, Humanitarian Action, or any related field relevant to Child Protection and social support.
Minimum 4 to 5 years of professional experience in humanitarian or development settings, preferably with INGOs.
Proven experience in implementing projects related to child protection, orphans sponsorship, or social support programs.
Knowledge of the Palestinian context and institutional environment is an asset.
Languages
Arabic: Required (fluent written and spoken)
English: Required (fluent written and spoken)
French: Appreciated
Hard Skills
Understanding of humanitarian principles, accountability mechanisms and donor requirements.
Solid experience in project implementation, monitoring and reporting in humanitarian or development contexts;
Good knowledge of child protection principles, safeguarding standards and basic case management approaches;
Experience in supervising field teams, particularly psychosocial or social workers;
Ability to collect, analyze and interpret data, and translate findings into operational actions;
Experience in working with MEAL systems, indicators and reporting tools;
Knowledge of project management tools (logical framework, work plans, activity tracking);
Basic understanding of budget monitoring and financial follow-up;
Experience in cash-based interventions or sponsorship programs is an asset;
Proficiency in MS Office tools (Word, Excel, PowerPoint) and data management systems.
