Duration and Location
The position is based in Ramallah with regular travel to various locations within Palestine, as required.
The initial contract is for six months, with the possibility of extension based on performance and funding availability.
Summary
We are seeking a Delivery Adviser to support the Palestinian Authority (PA) to implement its reform agenda, represented by the National Programme for Development and Reform “NP4DR”, and enhance service delivery capabilities. This individual will be based in the Executive Office for Institutional Development and Reform within the Prime Minister’s Office alongside the Permanent Ministerial Reform Committee Headed by H.E. Dr. Ahmad Al Ahmad, Minister of Transport. The role will work closely and be guided by the UK’s Envoy on PA Governance.
The role requires a governance professional with strong analytical, institutional development and reporting skills. S/he would need to establish an effective, trusting relationship with the Executive Office, the Permanent Ministerial Committee and other relevant government bodies and institutions and should be considered a key resource for these teams. These terms of reference set out the objectives and required capacities of this role.
Objectives
The Governance & Institutional Reform Delivery Adviser will support the PA to strengthen governance systems and institutional performance to advance the NP4DR reform agenda that includes revitalising the Palestinian national economy. Specifically, the role will:
Strengthen governance processes, decision‑making routines, and institutional culture across PA ministries, including to support the delivery of the NP4DR.
Improve strategic planning, coordination, and performance management to support effective delivery of priority reforms, including economic reforms.
Enhance systems for monitoring, reporting, and evidence‑based decision making within PA institutions.
Support transparent and effective engagement between PA bodies, donors, and international partners.
Build sustainable delivery capability within PA institutions that can outlast the duration of the assignment.
Key Responsibilities
Strategy, Governance & Delivery System Strengthening
Assess PA institutional capabilities, workflows, and governance arrangements to identify bottlenecks and priority areas for strengthening.
Advise on and help embed delivery systems (e.g., delivery routines, progress reviews, dashboards, coordination meetings).
Support the Executive Office and Permanent Ministerial Reform Committee to establish structures that improve cross‑government alignment and accountability.
Planning & Coordination
Lead development of implementation plans for priority reforms, focusing on governance processes, coordination mechanisms, and clear lines of responsibility.
Establish governance metrics and performance indicators to track progress.
Facilitate coordination across ministries, donors, and the UK Envoy to ensure coherence and timely delivery.
Monitoring, Reporting & Adaptive Management
Develop and maintain monitoring frameworks that track institutional performance and delivery progress.
Prepare regular governance-focused reports for PA leadership, the UK Envoy, and donors.
Use data, feedback, and performance insights to support adaptive management and continuous improvement.
Stakeholder Engagement & Institutional Development
Build strong, professional relationships with PA counterparts, donors, and partners.
Facilitate cooperation among ministries to strengthen governance and institutional delivery culture.
Promote transparency, accountability, and good governance standards in all interactions.
Risk & Compliance
Identify institutional and operational risks affecting reform delivery and propose mitigation strategies.
Ensure all governance recommendations are consistent with PA institutional mandates (legal interpretation remains the responsibility of the Legal Adviser).

5–10 years of demonstrable governance expertise, including experience in public institution reform, public administration, or organisational development.
Proven experience working with government ministries on governance, administrative strengthening, or capacity‑building reforms.
Strong analytical skills, including indicator development, data tracking, and progress reporting.
Experience working with donors and international organisations.
Excellent stakeholder‑engagement and communication skills, with the ability to build close and trusting relationships with Palestinian counterparts.
High professional integrity and ability to operate impartially in sensitive political environments.
Excellent project management and organisational abilities.
Familiarity with the political, social, and economic context of the Palestinian territories is an asset.
An advanced degree in public administration, international development, or a related field is desirable.
Fluency in Arabic and English.
Professional Conduct
The individual is expected to maintain strict professionalism, integrity and discretion. The role requires non-partisan, impartial engagement and adherence to PA and donor standards.
Reporting Line
The Adviser will report directly The Head of the Executive Committee for Institutional Development and Reform. The role will also work closely and meet regularly with the UK Envoy on PA Governance, who will provide coaching and advice to develop their delivery skills and capacity. The individual is expected to meet with the UK Envoy on Palestinian Governance at least twice a month for an hour at a time. S/he will engage regularly with Team Leader for Economic Development and Institutions and other colleagues at the British Consulate General in Jerusalem. The individual is expected to work collaboratively with other delivery team members in the Executive Committee Office. S/he will also liaise with the Permanent Ministerial Reform Committee and other stakeholders in the PA as required.
